To hospitals across the country anticipating their final. Now, more on this process. Reporter hey, maria teresa. Good evening to you. We are getting some new information from fedex about kind of their operations from today. What we know is that it is wheels down and then right back up. There are Freight Cargo Airliners right behind us here with the vaccine on, and they were here earlier today. They were able to transfer over into trucks and to other airplanes and go right back up again to other hubs and other routes across the country, like we mentioned some 636 sites total. Now, when it comes to all of this that goes into it, youll see here in this footage provided by fedex, it is a very urgent process but a delicate one. Each box has its own subzero housing to keep the temperature really low. It also has a tracker in it. There is Security Escort provided to these shipments, and of course faa is providing priority to any air flights going out that house the vaccine. And of course this is priority overnight service, which means tomorrow, these hospitals and other sites will be getting the vaccine. You know, according to the time, it could be 12 hours or less from right now where were at this moment in time that people could start receiving that vaccine in this first round, maria teresa. Its kind of amazing to think about it in that term. We were also at one of the hospitals that are going to be receiving it very soon. Thats methodist here in memphis. We talked to one of the Vaccine Task Force employees about being part of that moment in history. Listen to what he said. Its an honor. Its also very humbling because, yes, im going to be there and be one of the first to be able to vaccinate one of my colleagues, but its also amazing, right . Its amazing what science has come up with and how were going to be able to protect other people. Reporter and speaking of the science, that facility and the other facilities, in order to qualify, have to have something that they can keep that vaccine incredibly low temperatures, down to that 94 below. So they have their own infrastructure. They say the way theyll roll out the vaccine is to prioritize the Frontline Workers who deal with Covid Patients on a daily basis. They will get the vaccine first. And they tell me that when those vaccines roll up tomorrow, its just a matter of taking the boxes off the truck and begin administration. So it could be just a few moments from the point at which they actually show up, which is pretty incredible. Some 50 million doses of the vaccine tomorrow to hopefully start turning this pandemic around. Maria teresa. So, cori, talk a little bit about how theyre coordinating between fedex and ups. Normally these two companies are rivals. How are they working in conjunction to deliver the vaccines . Reporter yeah, thats actually a really interesting point to bring up. Obviously normally they wouldnt want to Work Together. They both have their own years of experience delivering medical supplies, vaccines, that sort of thing, but nothing on this type of scale. They have the infrastructure, but they really did need to Work Together to get this done, not only nationally but globally as well. So what were learning is that ups has its own states and fedex has its own states. There was original reporting for fedex going toward the west and ups delivering toward the east. They say that the Demarcation Line isnt quite that simple. But each company does have its own states and its own routes that they are ready to do. So this is day one of that, and then of course we know that there will be two more days of them coordinating those routes together. This is just the beginning. There will be several more weeks as more vaccines come out not just from pfizer but of course from moderna. Nbcs cori coffin, thank you so much. Hundreds of hospitals are eagerly awaiting these vaccine shipments, particularly those in areas that have seen the worst of the pandemic. California is seeing a Record Number of cases and hospitalizations right now, and much of the state is shut down in hopes of stopping the spread. The state is expected to have more than 300,000 doses of the vaccine. Cedarssinai Medical Center in los angeles has a cold storage unit set up and ready to receive vials as early as tomorrow morning. Thats where we find nbc news correspondent erin mcloughlin. Thank you for joining us. What are you seeing right now on the ground . Reporter well, ive been speaking to Health Workers here at cedarssinai hospital, maria teresa, and theyve been telling me just how hopeful, just how excited they are that the vaccine is on its way. Its expected to be distributed according to the Hospital Spokesperson either tuesday or wednesday. I was speaking to one e. R. Doctor and she was telling me she has two small children at home. This represents peace of mind. Take a listen. Ill be very relieved with knowing that im very unlikely to get severe disease even if i do get infected after getting the vaccine. So it will be like a weight off your shoulders . Yeah, a huge weight off my shoulders, you know. I have two small children and, you know, worrying about happens if i get it has been weighing a lot on me. So knowing that ill at least have a chance to fight the virus and survive it is is a relief will be a relief. Reporter this is one of a limited number of hospitals here across the state to receive the first doses. Those hospitals chosen because of a number of factors including their ability to store the vaccine, their ability to distribute it. This hospital will be distributing it to some five or six other hospitals in the area and then also proximity to the crisis. We know that the crisis is escalating here in southern california. The numbers are spiraling out of control. Doctors telling me thats attributed to the movement that happened over the thanksgiving holiday, and theyre very worried about whats going to happen after christmas. Back to you. So, erin, just very quickly, we know that california has over 300,000 doses, but its a population of 40 million people. How are they prioritizing . Reporter well, right now the priority is those Frontline Health care workers, but even then those 320,000 doses isnt enough to cover everyone who needs it here in the state of california, not even all the medical professionals. Its going to be covering those that are treating Covid Patients directly, not just doctors and nurses but also the cleanup staff, the people who go into these areas, the covid wards and clean up after the Covid Patients. Their prioritized as well. And then from there, as the months go on, things will be assessed. The general population is not likely to receive the vaccine for months, which is why authorities here across the state are scrambling with these stayathome orders to try and contain this escalating crisis. Nbc news correspondent erin mcloughlin, thank you for your reporting. Stay safe out there. Breaking news tonight, a Bipartisan Group of negotiators may have a breakthrough on covid relief finally. But they still have to split the bill into two parts. The first part is a 748 billion proposal that includes a ppp and Vaccine Distribution money. The other part is more controversial. Its 160 billion proposal for state and local funding and liability protection, both of which have been major sticking points throughout negotiations. This proposal has not yet been signed off by congressional leaders on either side, so its unclear what will happen once its presented tomorrow morning. Joining me now is democratic congresswoman barbara lee of california. Congresswoman, thank you for joining me. My pleasure. Nice To Be With You today. Its wonderful to see you. I know that you have been very much on the side of trying to get as much protections to the american people. We know that theres a lot of Public Programs right now that are about to sunset if this Relief Package does not come, including, for example, student debt relief, perhaps actually including individuals getting evi evicted because they cant pay their rent. Speak to us where this stands right now and what your concerns may be. Sure. Let me just say we must act now, and were going to get this done. First of all, we have got to make sure that people have the 600 a week in their unemployment compensation. Secondly, we have to [ inaudible ] i would prefer and want to see 1,200 a month. People leave that. People are living on the edge. Right now its my understanding that the framework for the negotiations moving forward, i believe 160 billion for state and local governments. Why thats important is because our workers work for state and local governments. Theyre delivering the services. They deserve to be protected, and their jobs need to be secure. So its moving forward. Its not what we would want, but we have a new administration coming on. This is the down payment that we have got to get this virus under control, and weve got to get the Economic Impact under control so that people can go out and live their lives with the vaccine now on the horizon. Speaking of the vaccine, one of the things that we know is oftentimes communities of color both in the black and brown communities, specifically, theres a distrust when it comes to actually accepting vaccinations from the government. And you recently introduced a bill with senator Elizabeth Warren and called it the antiracism in Public Health act. Can you speak a little about this bill and what it would do for communities of color . Sure. You know, and im really proud of the fact that we introduced a bill in the house with congresswoman Ayanna Pressley and in the senate with senator warren. We know that there is racism in our health care system, and it is a Public Health crisis. And when you look at what has taken place in terms of communities of color, africanamericans as it relates to the vaccine, we have got to make sure we have the resources to put forth our messages, our Public Health messages so that people will begin to believe that this vaccine shows a light at the end of the tunnel. So were working on two bills. One is the Covid Community relief act, and the other one is the antiracism in Public Health act. These bills, i must say, especially the Covid Community relief act have been supported [ inaudible ] so its been a real effort because we know that our community is a medically underserved community. Something that were learning right now is that the white house staff will be one of the first to receive the vaccine. What do you say about having them as a priority when you have so many Frontline Workers and Essential Workers that may not be able to receive it . I say that is outrageous. Essential workers, our Frontline Workers, theyre the ones who should be first in line. Our senior citizens, people who are helping save lives, people who are in Barack Obagrocery St people who are really doing their job at tremendous risk. When i heard this evening, i was quite frankly shocked that this is a continuation of this white house and this president of having just the disregard for people out there who are working saving lives, and its a strategy that theyve always used in terms of privilege, in terms of them being on the inside, and in terms of them getting the benefit of what the ordinary people and Essential Workers should benefit from. So i think that they need to go back to the Drawing Board on this and put first things first, first people first, those Essential Workers, people who are out there saving lives. And i want to ask you for one of your colleagues today. He was on with fox news, chris wallace. Take a listen. The Electoral College votes tomorrow. When the electors, 270 of them, vote in favor of joe biden and he becomes the President Elect, will you stop contesting this election . Well, chris, look, there has been a lot of contesting of the election in multiple states. The president s done it. Other groups have done it too and thats because of the concerns people had when you look at massive vote swings days and weeks after the election. Millions of people feel very frustrated with this process. Congresswoman, you have 126 republicans trying to contest this election. What do you say to them right now . I say are they contesting their own elections also . This is outrageous. We have free and Fair Elections in this country. They have challenged it at every step of the way. Theyve taken it to court, all the way to the supreme court. Shame on them. Donald trump is hes acting like a dictator. We go abroad trying to ensure governments that democracy works, right . That fair and free elections is how you ensure that democracy prevails, that you have a president and members of congress now being hypocritical and being in many ways acting against our constitution, and its very disheartening, and its very dangerous because so many people unfortunately are believing them. And this is something that i think were in a defining moment in our democracy, and enough is enough, and im appalled that members of congress would join these efforts because they know theyre bogus, and they know that they are wrong and theyre unameric unamerican. Congresswoman, sadly a lot of the places theyre trying to contest these votes happen to be in communities of color, in jurisdictions of communities of color. What surprised me most was that minority leader Kevin Mccarthy was among those individuals that signed. He is a fellow californian. How is that settling with the folks in california, that he is one of those folks leading this case . Its not settling well at all because first of all, black and brown people are part of this democracy also. We have the Voting Rights act, and were trying to strengthen the Voting Rights act. But Voter Suppression has been taking place for decades, and now we have another form of trying to take away the vote of black and brown people. This is another effort this is beyond Voter Suppression. This is saying that your vote doesnt count. Youre not part of this democracy, and the heck with you. And so once again the division is very clear how this administration, including Kevin Mccarthy, is trying to divide people rather than help unify people. We know this is wrong, and the members who signed on to that, they know thats wrong. And im really ashamed of them, especially those who are in california. We have Breaking News this hour about a Potential Hack affecting the Treasury Department and department of commerce. The white house confirmed to nbc news that it is investigating reuters reported that foreign governmentbacked hackers gained access to internal government emails. Nbc news has not yet confirmed the details of that report, but the Commerce Department has confirmed to nbc that there has been a breach in one of its bureaus and theyve asked the fbi to investigate. Lets go to National Security and intelligence correspondent ken dilanian. Ken, tell us what we know right now, what youre hearing. Yeah. Actually, maria teresa nbc news has confirmed through a source familiar with the matter that the u. S. Believes these were russian hackers. In fact, the russian version of the cia, the svr, that broke into both the treasury and Commerce Departments and potentially other Government Agencies as well as private entities. We reported last week that this same agency hacked the private Cybersecurity Company fireeye, which plays a huge role in defending both government and private networks. So the u. S. Government is scrambling right now. This is not unprecedented. This same agency broke into the white house and the State Department back in 2015. But this is considered one of the biggest breaches of u. S. Government networks in some time. My source does say that as far as we know right now, no classified networks have been penetrated, but nonetheless, just gaining access to the email accounts of people at treasury and commerce gives the russians a lot of valuable information that they can use in this ongoing covert war against the United States. Can you share how long this has been going on because apparently this has been going on for perhaps weeks if not months. Can you talk a little bit about that timeline . Yes. My source familiar with the matter, briefed on the matter, does say its understood to have been going on for some months. Its not clear exactly when they first got into these networks, for example, in the case of fireeye or in the case of these u. S. Government agencies. Its not even really clear what they took. Thats the kind of Damage Assessment that will take weeks, if not months, to explore. And we may never know because the russians are pretty good at this, and they can get in stealthily and in this case reportedly they used an incredibly devious method where they hacked essentially a Network Administrators software and got all kinds of access to very sensitive networks. I want to drill down on it because it seems it was microsoft that was the platform that they were using. Is there concern possibly of other espionage and other vulnerabilities not just in the government but perhaps also corporate espionage . Oh, 100 . Like the Washington Post is reporting that the russians took advantage of a vulnerability in a Network Management software called solar winds, which is used by Tens Of Thousands of entities. Someone told me 400 of the fortune 500 corporations. So, again, we dont know the extent right now of the vu vulnerabilities. Thats the kind of thing that experts are looking at carefully. We can expect warnings over the coming days, patches available to sort of close any existing vulnerabilities. This is the kind of thing when the russians are able to penetrate very secure Networks Like this, its not just the government. Its private entities that use the same software that are vulnerable. Look, the United States does this too. We are, as we speak, nsa hackers are trying to break into russian and chinese networks. Its fair game, but its still a big deal when the russian State Government breaks into the Treasury Department and the Commerce Department and major u. S. Corporations. So, ken, one of the questions i have is whether or not joe bidens team has been briefed about this security breach. And i ask because theres been so much misunderstanding of whether or not theyre getting the National Security briefs that are demanded of a president in transition. So that is a great question that we dont know the answer to at this hour. But joe biden has said hes getting the president s daily brief, which is the highest level of intelligence that circulates daily to the president , to top policymakers. Its kind of the intelligence communitys newspaper for the most important things that happened over the last 24 hours. So depending on when the u. S. Government first learned about these hacks, if it was a few days or weeks ago, he may already know about it. If theyre just learning about it now, its really not clear, then he may get it tomorrow or in the coming days. But this is the kind of thing that would be top of mind in the president s daily brief, maria teresa. Ken, what type of retaliation, if any, would the government do towards russia if it was them . I ask because again you said this was the largest breach since 20142015. What kind of retaliation can we expect from our government, if any . So that is a great question, maria teresa, because its not there isnt an easy answer to that because this is not considered an act of war. Its an act of espionage. In fact, when china hacked the personnel records of millions of Government Employees a few years ago, a former cia director said, hey, good for them. That was a great intelligence feat. My hat is off to them. Essentially what the United States will do is try to do the same thing back to russia tenfold. They want to penetrate russian networks. They want to get all the information they can to protect u. S. National security. Now, the difference between russia and china in this regard is that u. S. Officials say china steals corporate secrets to make money. In the case of russia, they are more hacking for National Security purposes, to get information that they can use as, you know, to their advantage. But this is beyond just a game here. I mean theres intelligence showing that u. S. Officials believe the russians are using Microwave Weapons to attack diplomats and spies and that the russians may have paid bounties to kill our troops in afghanistan. So theres a really serious espionage war going on between russia and the United States, and this is just one part of it. Thats exactly right. In the midst of a deadly pandemic, few things are more important than clear, Accurate Health data. Those statistics appeared to contribute the picture portrayed by the states governor ran desantis. According to the new york times, quote, ms. Jones was sidelined and then fired for insubordination, a conflict that she said came to a head when she refused to manipulate data to show that Rural Counties were ready to open from coronavirus lack lockdowns. Jones home was raided even though jones informed them her two Young Children were still in the house. The Florida Department of Law Enforcement said in a statement he just pointed a gun at my children the Florida Department of Law Enforcement said in a statement that its agents, quote, exercised extreme patience and afforded ms. Jones ample time to come to the door and resolve the matter. The Governors Office said that desantis, quote, did not in any way involve himself in the investigation or judicial process. Joining me now is Rebekah Jones. Rebekah, thank you so much for joining me. I think that video is really hard to watch as a mother, as a homeowner. Talk a little bit about what got to the point that they needed to execute a Search Warrant for you. I had no idea that they were there for a Search Warrant for pretty much it said any and all electronic Electronic Devices that they could just take with a blank slate. I thought the way they were coming in there, that they were looking for somebody or Something Else. I thought they were just coming to take me. It was extremely confusing. There were 39 seconds between when the police announced that they had a Search Warrant and when the door was opened. So talk a little bit about what led to your firing. I think that will clarify perhaps why they were going after you particularly, and was it you they were looking for or someone else . I created the department of health, the state of floridas covid19 data systems and its publicfacing dashboard, and i managed that system alone for months until we started to reopen the state, and we were asked to come up with some kind of way to analyze whether or not each county was ready to reopen. I did the analysis, presented it. It didnt match the plan that was already printed and stapled, so they asked me to change numbers so the data would look like it supported the plan. And i refused to, and then i was taken off the project. And when i spoke to my boss about filing a whistleblower complaint about what was going on and the danger that was posed to other peoples lives because of what was going on, they fired me. So it seems that yours is not an isolated incident. Take a listen to two epidemiologists on npr this morning. We developed Community Metrics to help guide our Community Health around risk and School Closings and openings. The metrics said we were in one stage, and the mayor decided that we were in another and told the schools to open fully when thats not what the metrics indicated. Talk about how this so much parallels what happened to you when you were creating your dashboard. It parallels in that its another instance of Government Officials exerting their power over handling this pandemic unilaterally and Making Decisions that are not just in spite of science but completely opposite to it. The epidemiologist that you just showed that clip from, from npr were fighting for the science on behalf of an issue that is grossly misunderstood in this country and thats how covid19 and the trends that weve seen in schools reopening, which i actually had an oped last week that said that schools should be closing because of the data that weve gathered at the National Reporting database for k through 12 schools, the covid monitor. Rebekah, one of the things that struck me about that npr interview was how both of the individuals that were whistleblowers as well were women. And one cited the fact that women and individuals of color who are scientists fighting this pandemic, trying to Bring Research forward, were having a really tough time. And she said that it had a lot to do with how science is oftentimes related to and spoken by men. Can you talk about that . Yeah. Ive unfortunately personally experienced a lot of misogyny in the last seven months since leaving the state. And the debate over what a scientist is came out, and then whether or not, you know, you could be a scientist and look the way that i do or talk the way that i do. And that seems to be directed almost entirely at women. Right now were in this entire debate over a very sexist piece in Wall Street Journal that said that people without Medical Doctor degrees shouldnt refer to themselves as doctor. And that was directed specifically at dr. Jill biden, our soontobe first lady. So its something absolutely that ive dealt with. Desantis, at a Forum Governor desantis at a forum for trying to get rid of the stigma of Mental Health this week actually used the term shes got issues referring to me. So there is absolutely coordinated effort to just dismiss women in any instance that they speak out to make them seem irrational or overly emotional or reactionary, and its really an unfortunate thing. Id also like to point out that i fully believe that if i didnt look the way that i do and i wasnt white, that the situation would the police at my house could have easily gone very, very differently. That is a point of privilege that i have. So, rebekah, i want to talk about how the pandemic, the reason that were in a third surge is because all of a sudden we have politicized science. How do we get back on track where facts matter, data matters, the work that you do matters so that it informs public decisions and Public Health decisions so that people do not get hurt . How do we get back on that track . Science in opposition to politics isnt new. My academic background is actually in climatology, specifically paleotellisology, which is just to say i study storms over long historical periods. And Climate Change is fraught with this idea of, you know, challenging scientists and that their science is corrupt with politics. And its never scientists that want to mix with politicians. Its politicians that want to mix in their beliefs with science. And really this long history even, you know, you look at the Heartland Institute and Cigarette Smoking and tobacco causing cancer was another thing that doctors faced. Its nothing new. And getting back to it, at least to that level of it, is going to take some time. There are only 2 of the counties in the u. S. Right now where prosecutors are actively going after the Death Penalty. And even as the states are shutting it down, we had the lowest number of executions this past year than since the 80s. Here you have simply because they can, attorney general barr and trump deciding to kill people, and theyre almost like knocking people off like cans on a fence. And thats an exertion of their power. The supreme court, when it set up the Death Penalty in 1976 and brought it back, made fatal errors in the way they set it up. One, they made a criteria thats impossible to know what it means. I mean, but you have to know that Lethal Injection is a masking of death. They have done 200 autopsies of people who have been leethally injected and have found out in the lungs of these 200 people are filled with fluid, which meant that people were drowning. But because they had been given drugs and people couldnt see it, it looks like they were going to sleep, and they were drowning. It was like being waterboarded.
