Man dead in officer-involved shooting in Parkersburg By May 24, 2021 - 6:41 am PARKERSBURG, W.Va. — A man is dead after being shot and killed by a Parkersburg police officer Sunday afternoon at Oakwood Village apartments. Parkersburg Police Chief Joe Martin said the officer fired at Rufus Ramsey III, 34, of Parkersburg, after Ramsey allegedly rushed at the officer with a meat cleaver. Martin says Ramsey had previously stabbed a female neighbor at the apartment complex with the weapon. She is hospitalized. Martin said the investigation has been turned over to state police. Chief Martin told the Parkersburg News and Sentinel newspaper Sunday it appears the officer followed proper procedure.
