Org] all month on cspan, we are featuring the winners of our studentcam documentary competition. Middle and High School Students created videos answering the question, what issue do you most want the 2020 president ial candidates to address . Our first prize high school is to our goes to thomas mckenna. A 10th grader, homeschooled in lovettsville, virginia, their winning entry is titled overreach from the oval office. Then i have article two, where i have the right to do whatever i want as president. In fact, i dont even talk about that. I have a pen and i can use that pen to sign executive orders and take executive action, administrative action that moves the ball forward. On day one, we take out our executive order pen and we sign every damn thing on this issue. According to the constitution, all three branches are supposed to check and balance each other. But over the past few years, the executive branch in particular has time and time again overstepped its bounds. Executive overreach is a runaway train, and it threatens the balance of our government. We dont make significant change to the rule of law anymore. We do it through executive orders. And regulations. That may sound like an academic point, but its not an academic point. The worst part is 2020 candidates are looking to concentrate even more power in the executive branch, more specifically the presidency. , what are limits on executive power supposed to look like, and why should we care . Unlike for legislative power where you have the enumeration of various powers that congress gets. Article two says executive power is vested in the president of the united states. So, its more nebulous with the scope of those powers are. Be enforcingd to Laws Congress passes, rather than making laws himself. The laws surrounding president ial power are complex. Enforcing the law that Congress Passes rather than making the law himself. They did not want a king. And some of the arguments of the impeachment of trump right now are those arguments, that he is acting like a king. Some of the arguments against obama was he was acting like a king. Those are the limits of executive power. What does it look like when the president oversteps those powers . Constitutional scholars have argued the last two president s have given us plenty of examples. At the conclusion of the obama presidency, dr. Something similar occurred under president trump. A similar diversion of trumps occurred under president trump. He reprogrammed funds from the Defense Department to use for his wall. Trump may not spend money for his wall or other activities unless it has been authorized and appropriated by congress. No matter who is elected next term, the rhetoric of the 2020 candidates indicates that executive overreach has become normalized. Not a single one has objected to the expansion of executive power. This is what i would do, day one, executive order to restore the legal status of everyone in the daca program. I am going to attack prices on commonly used drugs like insulin and epipens. Congress is not acting. The president is the one doing things. Would you want the president to take actions you dont like . So, how do we stop this runaway train . A professor at the university of texas says Congress Needs to reassert itself as the main lawmaking power of the government and put the executive branch back in place. I dont care if its donald trump or one of the democratic nominees. They are going to assert executive power. What is the Congress Going to do to rein those assertions in . Ultimately, this responsibility falls to the president. The person best positioned to rein in executive power is whoever is sitting in the oval office. Everybody wants action, but nobody wants to take it. By reining in executive power, we can ensure that power in washington remains balanced between the three branches.
