I do not believe militaries can solve it. I believe it will take theologians. Preachers. Ishops, you cannot force democracy on people who do not want democracy. Host we will have a chance a our nexttimes guest for deployments in the middle east, representative don weon, republican of nebraska will be joined by barbara lee, the only member of congress to vote against the use of force and she will talk about her resolution to block u. S. Military action against iran. Onse conversations coming up washington journal. Book tvweekend, features three new nonfiction books. Saturday at 7 00 p. M. Eastern,

American People do not trust that the
Mainstream Media is telling them the truth the whole truth. I think that has led to the rise of new media. On sunday, peg and orenstein discusses her book boys and sex. Ofporn has become the defect de factoo educator. What is different for this generation is with the rise of the internet and smartphone and rnopping of pay walls on po sites, they can get anything they want and stuff that nobody wants on their fingertips, their phone. Washington journal continues. Host this is representative don bacon, representative of the district, hasd been deployed many times. How does your experience in the middle east shape your experience in the last few days . Guest immensely. I have 4 deployments to the middle east. During that timeframe, much most of the americans killed were from the armed militias. The least we ever had was 3 and. He most was 30 supplied and led by the force out of iran. If the dod went back and looked, 70 of our fatalities from 2003 to 2011 were from iranian malicious es and militias. I have often thought, why have we not responded . Why are we showing restraint . I am grateful our president finally held the person accountable who killed over 600 americans. I think it is about time. Host does the assassination further embolden them . Guest to go after a base or some of their infrastructure killing 18 and 19yearold iranians, we had the right say. It doesnt count what he was doing in yemen, syria, saudi arabia. We have the tower attacks in 1996. He was one of the top lieutenants. I lost a friend and that attack. Israelber one enemy of was jerel saul amini. Personifiedsemitism. Homeless guy, justice, iran ifhe telling you attack us, you will get hit back. We do not want war with iran. Iran needs to know if you strike us, you will get hit back. For 16 years, we never did that. We are resetting the table so iran knows they cannot get away with this. Host how much information or efing have you thet we will get intelligence briefing today at 1 00. I have studied the general for a decade and a half and i have known since about 2005, his role. He was leader for five or six years before that. Have always known he was a top threat to america. Sayingraig caplan numbers will be briefed at 1 00. Senators will receive a briefing at 2 00 concerning the strike. Questioned our guest questions. If you want to text your thoughts, you can do so at 2027488003. ,ou have heard about this vote not binding, but a vote about the removal of the u. S. Forces. Does this concern you . Guest it does. Here is the other half of the discussion, only half of parliament was there. Those who opposed it showed up to vote. Isis will out, control within a year or two, western iraq, northern iraq, just like 2011 and we have a very small footprint. We dont have the number of forces. Prevail. R heads will in texas. N is go ahead. Caller thanks for taking my call. I wanted to add the side note people need to take into consideration a lot of people a not realize this is combination with a lot of people. I cannot even count on 2 hands the amount of protesters i have seen in iran and india, women. Rotesters some of the most horrifying pictures in iran when you see people hanging off light poles and street corners. They have a history of throwing onto the street. S is not a society that one of the most proamerican, prodemocratic people. Elections here, but the elections put people in ource that do not have fight is with the iranian people, the irgc. Exporterhe number one of terror and we have turned a blind eye to that since 1979 and over the last 29 years, they have killed so
Many Americans, it was time we responded and it was my hope we get a better government and society over time, but it will be the iranians peoples decision. Host democrats line, hello. Caller i am a vietnam veteran and i wanted to make an observation. They are making too big of a deal of this
Iranian Missile attack. H their permanent primitive rockets, they can do more damage than iraq did. Think it was a desperate gesture on their part. Guest i think you are right. The vietcong, they would come in and their goal was to kill as
Many Americans as possible. They were supposed to drive us out of south vietnam. Of these attacks last night and the
Ballistic Missiles they fired were very accurate. They had the ability to strike and kill
Many Americans if they. O chose to do so they knew our response would be devastating. It appears they intentionally get come amessage to iran few kill americans, you will pay. Heavy price there needs to be authorization. If it is defending america, his title 2 or article 2 responsibilities and authorities, i think that is appropriate, there is no intention of putting troops in iran. If you hit us, we are going to damage you to appoint you will not want to do this again. We do not want war with iran, we want them to not attack us. Host there is expected debate on the war powers act by ilhan omar and barbara lee. Is it time to revisit these authorizations and clarify them . Guest i have been a supporter of ray looking at the authorizations. I think there is something wrong. We are in continuous war. It will prevent the taliban from coming into take over afghanistan or isis. If we pull out, you will see the taliban control afghanistan. A safe haven for isis down the road. We need a minimal presence. I will support authorizations. There is something wrong with using an 18yearold or 19yearold authorization. I dont think that is what our constitutional founders wanted. The president responded defensively to what iran was doing and the folks were talking about the wartime resolution. I think they do not have the support for it right now. I have heard democrats do not have the votes. Read, frankly they are using the iranian talking points. Nancy pelosi said it was a disproportionate strike by a president to go after soleimani. That is tote defend americans. It was not disproportionate. Have this to discussion, i am ready to have it because we will win. Bacon. Epresented don from grayson, georgia, frank is up next. Go ahead, you are on. Caller good morning. I was in iraq in 2007. I say this about the iranians, patience is a virtue to them. Anotherwant to see north korea in the middle east from failed leadership of some 40 years when we should have taken out north korea. Trump was exactly right. He took out a terrorist leader in that country, which will theirlly quell some of flood thirst and if it doesnt, we need to use this as leverage. We need to make sure we have unhindered inspections to their nuclear facilities. Guest thank you for your service there and i generally agree with you, iran is looking long term. One of the things that was worse about the iranian agreement that president obama worked on was it said within 10 years or at 10year point, they could pursue a
Nuclear Program and
Nuclear Weapon and it legitimized the roadmap for them to get a
Nuclear Weapon after a decade. We can never allow iran to get a
Nuclear Weapon. If you read the statements from ,he ayatollah or from soleimani they have sworn the destruction destruction asur well. I appreciate the comments. Starting with the taken of our diplomats hostage to the attack at the barracks in beirut to the. Opart towers in saudi arabia for 19 years, attacking us without a response, it was time we communicated clearly, you kill american, you will pay a heavy price every single time. Host iran said they will no longer honor the enrichment limits under the original deal. What does that mean for the
United States . Down ase need to clamp much as we can on economic sanctions. There
Oil Production is 1 5 what it was a year ago. They are lashing out because they are starving economically. We need to choke them to the point that they come to the table and have a good agreement. The first 10 years, the uranian agreement was good. After 10 years, you are clear to have a
Nuclear Program and chase after a
Nuclear Weapon, that was unacceptable. Weas the heartburn gave them a green light after a decade to pursue a
Nuclear Weapon. Host what is the potential for a conflict and what are we prepared to do if that happens . Guest iran knows we could destroy their air force in a day, there navy in a day. They will be careful how they treat us. Donald trump has proven he will respond back. They will respond asymmetrically. Hey have a cyber capability they will primarily use proxy forces like yemen, saudi arabia, iraq. Y control has below hezbollah. Proxyimary threat is forces. Proxy forces attacked us, it is as if you did it. We will hold them accountable from here on out. Host are the current sanctions enough or do you see further once coming down . Caller guest i think we should be as hard as we can on sanctions. They should not be the number one exporter of terror and they have over 1000
Ballistic Missiles that could hit israel. We cannot accept that. Ist republican line, this andrew in washington. Caller i would like to thank don bacon for his military service and i would like to point out any attack must be taken seriously and with and retaliated. If we fail to do that, we invite further attacks. Guest i totally agree. I could not say it better. I want to go back to a statement
Speaker Pelosi said. Striking the leader who killed 609 americans. America should not accept that line of thought. It was not escalatory for us to respond to their attacks. In the end, that creates a more peaceful environment. Host in washington, seattle, hello. Caller you talked about israels security more than the
United States. Do you not agree russia was the one who interfered in our election . You continue to talk about what is going on with iran. Iran did not attack america. It interfered in the 1950s when they had the overthrow. You continue to talk about america like america is sident trump himself said this is what i want to ask you, who do you think is the better patriot, john mccain or
President Trump . Mr. Bone spur. Guest i served 30 years in intelligence, so i cannot accept your statement that i do not believe our intelligence. I was in the intelligence career for roughly 40 years and the intelligence is clear. Sinceas attacking america 1979 and the intelligence was killedeneral soleimani 609 americans in iraq alone, i knew unacceptable and john mccain. He supported me when i was a challenger, when i was the only republican to become a democrat in 2016 and i know. I know
President Trump. They are both patriots. We are getting to the point both the demonization on sides is wrong. In the end, we are all americans , we live in the greatest country in the world and we have to uplift our communications. The intelligence was clear on iran. Iran has been attacking us, it was time to respond. Host you suggested this attack does not warrant a military response unless intel suggests iran is planning a major attack. I fear if we engage in a prolonged conflict our allies may tell us we are on our own this time. Carefullyneed to work to strengthen our alliances. We are the wealthiest country in the world. Itna has 70 of our gdp and is growing. Our primary advantage when you look at china and russia is we have allies. Who are the allies of russia and china . Korea. La, cuba, north we have great allies and we have to work hard to strengthen them because in the end, that is the advantage we have. They are getting aid from russia and from china. I would agree that we need to work closely with allies and maintain that partnership in this. I dont think we will have a prolonged fight with iran. Once iran knows we are serious and we will respond to attacks against us, they will be much more circumspect and we will see a more peaceful environment. Host considering relations now, do you think the war in iraq was worth it considering how much influence . Guest in 2003 when i was a lieutenant colonel, i felt one way. As you go through 16 years of what has happened, i do not think it was the best solution. What we did after the invasion, we broke things that should not have been broken and we fire to military. And i dont think the invasion was wise. What would
Saddam Hussein be doing today . It could be worse, we dont know. A lot of bad has come from the invasion. Host democrats line, you are on with our guest. Glad to meet an old neighbor. I was born and raised in kansas. I think you are just north of me. Now i live in
Salt Lake City because i converted to the mormon church. I am really old now, i am three quarters of a century old and politics has always fascinated me. Never we have a war somewhere, we need to keep troops there or we might have to go back. Wanted to ask you i am out in left field about but the leader of north. Orea, he drives me crazy i am worried about
Nuclear Fallout on south korea and other nations, but i would certainly as ampted to tell him representative of the
United States, like the president or , stop building
Ballistic Missiles or whatever it is he is doing to threaten the rest of the world or i will blow you off the face of the map. Ago, we wereyears close to war with north korea. When i spoke to the chief of staff of the army as the chairman, here is his analysis of what the war would be like was frightening. I have known before that, but he made it clear how ugly a war would be. In the unclassified papers we assessed north korea has most of our bases in the pacific. I applaud the president for engaging with north korea to deescalate. We cannot take our foot off the sanctions and the trade embargoes because we have to eventually get north korea and to assure us he is going to get rid of
Nuclear Weapons and allow us to verify he is doing it and until he does that, we cannot take the weight these we have cut off 80 of their
Oil Production. And hegun is unstable is a risk to the entire theater and the country. Host the briefing you are expected to reach today, what are you going to ask and what do you want to learn . Caller i know their background and killing americans goes back to 1979. Particularly in iraq, i have all that information. I would be interested to know exactly what was he doing in baghdad . He was working with the militia who attacked and killed an american a week earlier, did the attacks on our base and then the attack on our embassy. Doinghe was the leader that. We dont know what they were coordinating or discussing. We are hearing reports they were organizing future attacks against our diplomats and military. I would like to hear exactly what was he doing then and what was the plans in the future that precipitated the attack . I know enough to say the targeting of general soleimani was justified. He killed enough people alone that it was justified to target him. I want to know what was he planning in that moment and what was he planning to do in the future. 1 the pentagon host said host the pentagon was saying iran intentionally missed. Guest i think it is plausible. Had the capability to hit. They would have been able to program those missiles where we were at if theythey chose not ts because they believe
President Trumps threat, you kill an american, there will be hell to pay. Caller good morning, congressman. Quick story and a question. I was working a mechanics shop before the iraq war began and one of the guys went for a few months, came back and clearly was not the same. Is no longer working with us. He got hired as a fireman, which was great. My friend tom, we noticed a material difference in his personality when he returned. I was wondering if you can justify sending 18yearold soldiers, marines back out to iran for a conflict that can impact their lives again. I did not serve. I never had the service my friend it. Coming back, he was different. It upset me. Pts israel. I had minor pts when i came back. There is muscle memory that kicks in. Pts is real. You cannot program it out. I think of our poor men and women who drove convoys in iraq where i. E. D. s were going off everyday, even america, i would drive down the street, i cannot imagine, not looking for those roadside bombs that were so deadly against americans. We do not want to send
Ground Forces to iran. We do not want war with iran. We cannot allow them to attack americans and not have a response. That is what we have done since 1979. We have been attacked by iran, up until last week, and we have never responded. Americans killed in iraq by iranian proxies. That is not all right. It is time we responded. We do not want war. We will not send
Ground Forces there. If there was an escalatory situation, we would probably use air force and navy. We could destroy their air force and navy in a day. Themuld put more hurt on then they could do to us. They know to be careful. They know this president means it. That is a good thing. Host don bacon, thank you for your time. Another perspective from barbara lee of california who will join us to talk about her efforts to block u. S. Military action against iran not authorized by congress. That conversation coming up next on washington journal. Our

Host barbara lee, democrat from california, 13th district, appropriations and budget committees. Good morning. Remind our viewers the position you have taken over the years on iraq. Guest let me walk back quickly with history. 2001, authorization to use force relates to 9 11. I did not vote for that resolution. That 60 word resolution was a blank check. It was overly broad. Iraq resolution, which 2001 served as a basis for, we debated the
Iraq Resolution. I offered alternative. If you remember, and for those who dont, president bush, secretary powell presented the argument there were weapons of mass destruction in iraq and we were concerned about that. We decided, unfortunately, to authorize use of force in iraq. I did not vote for that. 132 no votes against that. I offered amendment that said, hold up. Wait until the appropriate agencies conduct inspections so that we them will know if there were weapons of mass destruction in iraq. I believe my amendment got 74 votes. It was defeated. Have we passed that, we would have learned later there were no weapons of mass destruction in iraq and we would have saved thousands of lives, our brave men and women who fought valiantly because we asked them, is,dreds of thousands of iraq that then provided an opening for iran. This is the beginning of where we need to review. Ago itded several years was time to repeal authorizations, 20012002, we have been
Building Support to do that. Bottom line. We are trying now to make sure 2002
Iraq Resolution is revealed, taken off the books. We did that in the authorization act, a bipartisan vote. When it got to the senate, the president , the
Trump Administration, the pentagon and senator mcconnell took that provision out. We need to go back to the drawing board. We are working out to once again have a vote on that amendment, that resolution. Relates to my 2002 repeal is to repeal the authorization to use force which authorized use of force in iraq, which this administration and prior administrations continue to use in many ways to justify use of force, not only recently but over 41 times in 19 countries according to
Congressional Research service. These are declassified reports. We need to debate costing consequences of use anywhere in the world, especially now. By taking this off the books, that gives the public a chance to weigh in through members of congress to determine whether or not we should move forward with our constitutional responsibility. One more thing, pedro. 25 or less of members of congress in
Service Today were here in 20012002 and didnt have a chance to vote for the use of force. Host our previous guest said he did not think there was support as it currently stands among democrats. Guest i think there is. The public is weary. The
American People want us out. They do not want these wars to continue. They want members of congress to make these decisions. These are constitutional responsibilities. We must make them. The amendment i offered, we have republican support, and over the years the public has weighed in and said, look, we have to rein in any administration and require congress to do its job. There is support for that. People dont want to see our young men put in harms way unless they know what the rationale is, the cost and the consequences. In fact, does it help or
Hurt National Security . Host when it comes to the resolution, do you currently have enough members . Guest the resolution i am offering, we have not only democrats but republicans supporting it, i believe 242 votes last year put into the
National Defense authorization act. Monroe connor has an amendment that would say no funding for any military attacks against iran unless the administration comes to congress. That passed. We know we have the votes for that and we are working on a comprehensive war powers resolution saying we must limit the president s actions unless he comes to congress and debates and request authorization. That is the way our constitution works. That is the way democracy works. The public, i believe, is ready for us to reign in this administration. They do not want to see us continuing this. We must debate and authorize or not any military action against iran or anyplace in the world. Host 202 7488000 for democrats, 202 7488001 for republicans, 202 7488002 for independents. Facebook alsond available. Where do you stand on the assassination of general soleimani . Guest when you look at the result, unfortunately, of what and place, this was, yes, assassination of someone everyone agrees was a bad person. That is not the issue. This was an attack against the country. It set off a spiral of unfortunate retaliatory events. Does it make us less secure or more secure . What has happened, we have seen last night in terms of retaliation. Lets hope now both sides can understand we need to ceaseanddesist and deescalate. We will see this spiral out of control. We need to understand we cannot use military action regardless unless there is imminent threat, and in fact from what we know and what the pentagon said in terms of the goal of this assassination and strike, was that it was to prevent further acts of hostilities. That was in their written statement. I question the notion of weinent attack and in fact, will learn more later this afternoon when we go to our classified briefings. Host first call from marilyn, independent for barbara lee, go ahead. Caller good morning to both of you. I would like to have the representative comment on my,. I am a vietnam aerial veteran, organized soldiers against the war in vietnam, based at fort jackson at the time. Just like the vietnam war and u. S. Policy then, the current policy of trying to dictate and run other countries, including the assassination and the whole operation, afghanistan, iraq, 2001 way back to the early 1990s all of these have been designed to protect interest of the u. S. Billionaire class. It has nothing to do with protecting human interests of working people in the u. S. , farmers, the
Common People of iran, iraq, afghanistan, the u. S. The biggest purveyor of violence in the world is the u. S. Government, not the u. S. People, the u. S. Government. Guest thank you for your service. I hear you loud and clear. We have got to, and i think when you look at the history of our country as it relates to engagement in military actions, conflicts throughout the world, diplomacy has not been the first option. Military option unfortunately seems to be the first option. We are there again. We need to look at how we help solve the worlds problems as it relates to global peace and security by using three pillars of
Foreign Policy. Diplomacy. Have yes, defense is always there. We have a strong
National Defense and our brave troops always do exactly what we asked them to. We have not used diplomacy in a way i believe, leads to peace and security throughout the world. Host hamilton, texas, john, republican. Questions,ee quick please. Have you ever voted for military action in your career . Guest have i ever voted for military action in my career . I do not believe i have ever voted for military action because i have not seen the real facts that would justify the use of force that would put our troops in harms way where we would not use the diplomatic tool of our
Foreign Policy first. Caller second question. Host ask the remaining questions. Caller that is what i was trying to do. She is kind of taking her time with the answer. Second question. Do you think we spend too much, just enough or too little on military funding . Thirdly, do you support, would you support, like we have bases in korea, the philippines, germany, israel, other key strategic areas in the world, would you support a permanent force in the middle east . That is what the problem is. We are going to always need to be there. Thank you. All, we need to be throughout the world, trying to enhance peace and security, whatever that takes. Conflict resolution, reduction of tension, prevention of war. I certainly believe our military and nonmilitary agencies can be a very forceful, positive force in the world in seeking peace and security. With regard to our military 740t, we are up to over billion. Billion at least 200 authorized for use in the penny on. I am the daughter of a veteran. I understand the need for strong
National Defense. Authorized for use from the pentagon. Oftentimes, we learn the pentagon has not been able to pass audit yet. There are taxpayer dollars that could be better used in developing housing in our own country in terms of the homeless population, our educational system, strengthening our own economy and creating good paying jobs. We have a lot of taxpayer dollars in the military budget which should be actually used for domestic priorities. That would still leave us with the
Strongest Military and
National Defense in the world. I would vote to oppose the increase in taxpayer dollars for military spending. I know, until we get that pentagon budget audited and stop this waste, fraud and abuse of your tax dollars, we are going to continue to see military budget grow and see our domestic needs not a priority in the federal budget. Host mark on twitter saying how many president s have used force in the past . President obama in syria and iraq. I did not support that. We asked for several occasions for the authorization to use force and there were a couple times when president obama presented one and i believe the speaker would not take them up. For me, this is not partisan. Regardless of the party of the president , it is up to members of congress to do its job and demand authorization for use of force if we are going to put out troops in harms way. Host has there been broad discussion of drum policy . Guest progressive caucus in past years has helped forums and talked about use of drones and had witnesses from yemen and other countries talk about the impact on civilian populations as it relates to drone attacks. Under obama, we saw the increase in the use of drones and resolve what was taking place in terms civilians asths of related to unintended consequences of drone attacks. Host barbara lee, our guest. Walter, independent, massachusetts. Caller good morning. Guest good morning. I, we need more females in congress. I have been paying attention, starting to pay more attention to the cspan life hearings. I have noted the female congresswomen bring us from the brings up hell sometimes, the types of things they put on the table to legislate. I want to see more women in those seats of power. That is what we need. You know what im saying . Wante end of the day, i the
American Public to start thinking like adults and stop acting like children. Stop lining up behind your favorite politician in your favor
Political Party when they start arguing these political issues. The time to figure out when this started i am a common sense person. Who started it . Lets start from there. A lot of americans dont want to face it. Our country has been instigating issues with this country since the 1930s. Iran has a lot of oil. A lot of you slow americans, you are acting slow right now. It is all about the oil. We could come up with excuses why this one needs to get bombed but our country does not go anywhere unless there is a real reason. Host thanks. Guest thank you. What is important is we not forget the public wants peace. Peace in america and throughout the world. That is what members of congress should actually focus on in terms of
National Security. Protect we make sure we our american citizens abroad, our troops, those who are in harms way regardless of where they are from but also, very importantly, we must remember every man, woman and child deserves to live in peace and harmony, in a community that is safe, with good schools and health care and all the quality of life issues democrats are working for in terms of work for the people. Us toblic is relying on make sure they are secure and safe and have quality of life they deserve. Massachusetts, chuck. Caller how you doing . Good morning. I listen to my fellow massachusetts guy, i am with him 100 . Documentary on american expenses showing a imilar demagogue tactic, think trump has been using for three years. Guided by this, using lies, mccarthy, 250 people in the state department who were communists, trump, one of them being this information they have about the upcoming attacks iran. Both of them could not come up, mccarthy one, when asked, [indiscernible] they never showed up. Basically it is instilling fear in ordinary people and eliminating logical debate about the real things. Word, terested in the demagogue. Host what are you specifically interested in learning from our guest . Caller im sorry . Host what are you interested in learning from our guest . Caller from . Host what would you like to ask her . Caller does she believe this attack was basically a diversion to take away the attention given to impeachment . Host we will leave it it guest a couple months ago this president said he was going to withdraw troops from iraq. All of a sudden now we see this military strike and assassination. One would have to ask, what happened during the interim . Of course, impeachment occurred of course, this president the facts were laid out in terms of abuse of power and how he has put his personal agenda above the countrys national interest. The public needs to question the timing and in fact, is this a diversionary tactic . Donald trump is a master at diversion. Host the briefing today, what specifically will you ask . Guest first of all, i want to know issues around imminent attack. There is a real problem there when you look at what the pentagon said in terms of rationale to prevent further hostility and attack. The president has said there were imminent attacks. That needs clarifying. What was the intelligence . What brought them to that point . This has brought us to the brink of, unfortunately, another war. We have to reduce tensions and deescalate. We need to know. We need that clarified immediately. Again,y, i want to hear, why the administration decided to pull out of the
Iran Nuclear Deal. I want to hear from them and see the connection between and how they see the nexus between that and what has taken place. Complying withs requirements of
Nuclear Agreement, every
International Agency verified or was responsible for inspecting, verify that fact. Why would this administration pullout of such an important arrangement and deal . How do they see what has happened then and now with iran pulling out . Do they see the world as a more dangerous place . Is iran now able to move forward to acquiring
Nuclear Weapons . I want to see what they have to say in terms of their position. Position is is it is unfortunate and dangerous. We should have stayed in that deal and we should not have allowed iran the exit route they have taken now. Host barbara lee, 13 district from washington state. Caller good morning cspan and representative. Guest good morning. Caller it is refreshing to see someone who has the wisdom to know when we should not have gone into iraq. I drink the red koolaid at the time. I believe we should have. Hindsight 2020. We should not have gone in. We went in for the militaryindustrial complex. Im not a democrat calling on the republicans line. I see george w. Bush is the worst president this nation ever had. Deep state militaryindustrial complex president. What i wanted to say though, a caller called yesterday, a woman that had a german dialect and reminded us the reason iran and us are in this mess is because our deep state cia fomented a revolution when a duly elected president of iran, elected democratically was overthrown so we could put in a dictator because they wanted to keep the oil he was elected on a platform to stop the
British Petroleum company from only giving iran 3 of the oil profits. Host with that in mind, what would you like to ask our best . Guest . Caller do you or would you think about introducing bills that would abolish our cia and reformed it with new leaders under a different leadership . It has done nothing but destroy prospects of this country decade after decade. Guest i have not thought about putting in a bill to abolish cia. I have to tell you, regime change is not a policy this country should embrace. In fact, in the past, unfortunately, as you laid out, that appears to have been our policy. We have to make sure the public inerstands we do not engage regime change. We need to move forward and try to figure out ways to work with allies to try to bring democratic reforms and conflict resolution and diplomacy in terms of overall
Foreign Policy. As long as we continue with use of force without congressional is notty, regime change taken off the table. I think we should look at that and debate more. In the past, we have had legislation that would say it cannot be used out of taxpayer dollars to conduct regime change military operations. Host politico talking. Strugglinghave been to agree on what the revolution would look like. The vote expected this week, not formally scheduled. Guest we have to discuss. This is important for democrats and republicans and the country. We have to come together with a war powers agreement, in terms of resolution. I will continue to work with leadership and all those in caucus to come up with strongest possible resolution. That is a good way and a good path forward. Host will a take place this week . A vote take place this week . Guest i am not certain but we are in the process of negotiating and discussing what provision should be. It is better to make sure we have unity, a good boat and hopefully republicans will support it also and work with us to come up with a resolution they can also support. Host jennifer, independent, oregon. Caller hi. Oregonnifer dawn from and i have been watching cnn and breaking news live about iran and the retaliation. I have never heard anyone say anything or even the president addressed actually us as a nation, personally, regarding those retaliations. We have a lot of iranians in our country. About we be concerned retaliation upon our own soil, within our own country . Should we be afraid . Say, weirst, let me should not be afraid. We should be vigilant. We should make sure our
Civil Liberties are protected and iranian
Civil Liberties are protected. We have heard reports of, unfortunately, some being stopped at airports throughout the country. We have to remember this is a democracy. We cannot target and try to take away people several little peoples
Civil Liberties. Part of the work we need to do is ensure the public understands, the public needs to weigh in with members of congress and say to the members to make sure we put a check on this administration, to deescalate tensions and stop military actions that lead to retaliatory actions. The public has got to be very vocal. We have to be very concerned about
Civil Liberties of iranians and others in our country during these issues of heightened security tensions and in fact, make sure we do not do the wrong thing in this democracy and ensure
Civil Liberties are protected. I would say we have to be vigilant. We should not be afraid. We should not intimidate for profile people in our country. Host beverly, washington, dc, democrat. Caller thank you so much. I have ang because question about a president s power. It was stressed upon me in school i am in my 40s the system of checks and don says. What other repercussions checks and balances. What other repercussions of a president not involving congress . Are there repercussions if a president bypasses that system . Does the third branch get involved . Can a sitting president say, we are going to war without any kind of repercussion . Guest that is exactly what has happened. The public has to ensure repercussions are addressed at the ballot box, of course, in november, because, this president , our system of checks and balances has been eroded. Say he is not acting as a democratic leader of a democratic country. He is acting more like a dictator, in many respects, and shutting down debate, not allowing people to testify, not working with the congress to make sure we move forward on our agenda for the people, making sure
Mitch Mcconnell does not bring up legislation, over 400 bills that we have passed to the senate. When you see what is taking place, i really believe this to shutdown trying our system of checks and balances. That is a very dangerous place to be. This is a democracy. We have three branches of government. In fact, he should not weigh in with a congress to only support his agenda alone. Host barbara lee, 13th district, california, appropriation and budget committees, thank you for your time. Guest my pleasure. Host we will ask you a, going back to the question that started the conversation this morning, the attack that took place against troops in iraq. No casualties reported. Prime Ministers questions, which you can see on cspan,
Jeremy Corbyn questioned
Prime Minister johnson about his relationship with
President Trump, particularly in light of the attack. [video clip] u. S. Actions have undoubtedly escalated risk of dangerous conflict in an already destabilized region, putting civilians, u. K. Troops and nationals at risk and leaving
Iran Nuclear Deal in danger of being dead in the water. This governments response is not in the interest of this country but seems more interested in prioritizing the
Prime Ministers relationship with
President Trump over the security of the region and of this country. Speaker, that mr. This
Prime Minister is unable to stand up to
President Trump because he has hitched his wagon to a trade deal with u. S. . That prioritizes
Everything Else he ought to be considering. Speaker, i was waiting for the green men to come out at the end. [laughter] the trade deal. Absolute fiction. What i will say is, the u. K. Will continue to work for deescalation in the region. We have had success in bringing together a
European Response and that with our american friends and working with the iranians and iraqis to dial this down. Of course no doubt, the leader of the opposition, saying, who receives 10,000 pounds from the

American People what they think. I wanted to know, how on earth you propose to import democracy to a theocracy . Best of luck with that. How on earth do you talk with people who want you dead . I wanted to know, how do you feel about an emp . That way the refineries would be worthless. Van, republican, i uniontown, pennsylvania. Caller thank you. I want to state there is too much going against the president. We are not giving him a good chance to make his decisions, to do his job. There is too much hampering him. He needs more support and backing. Host what do you think about the missiles . Caller i did not get a good chance to view that and make a decision. Host do you think it escalates the situation between the u. S. And iraq . Caller who was firing the missiles . Iran . Bases,t hit the military no casualties. Caller it actually hit them. They arenow that probably itching to look for any nitpicking to provoke military fighting and the more we do not engage them, the better and stronger they will get to really attack and do worse on and we have let them go away long. If it escalates, it gets bad. It is not the president s fault. It is how long they have been let go. They were eventually going to do this stuff. The as of last night, president is expected to make a statement regarding the events, sometime this morning. No exact time given yet. If it happens during this program, we will show you. Stay close to cspan for more info. Carolina. E, north caller thank you. Strategically, for the base, i have friends who were deployed. Scary, because you worry about friends. Saying it was not insane but disturbing as a veteran you hear a lot of people ignorant about the history of iran and the u. S. Conflict, the shah and all these things but patience makes more sense than blatantly attacking people and killing someone. [indiscernible] people are not being told things. It is disturbing. Go bomb him, go kill him but you forget there are a lot of people in the midwest, all over the country that actually go host how long should strategic patients take place . Is, it is howing it is fun. You do not get the complete story. You hear propaganda on both sides. It is how it gets spun. We were the ones to pull out of the
Iran Nuclear Deal. I not saying it was perfect. The idea should have been, what parts dont we like . Lets negotiate and get concessions to get the parts we want to put into it, not just like, pull out of the deal and then, imagine someone killed one of our leaders . We would respond in kind with anything. The other elephant in the room is, talking about terrorists, but saudi arabia funded 15 out 9 11 werists of dont talk about that. We still buy stuff from them. Im not saying it is all bad. You have a large swath of terrorism from saudi arabia as well. Host brian, woodbridge, virginia, independent. Caller vietnam veteran, also. Mcconnelltch comparing a foreign general, even though opposing general, enemy combatant in the past when we were at war with iraq, the qis, that war ira is over. That is an opposing general. Not an enemy combatant and definitely not a terrorist that
Mitch Mcconnell put on par of
Osama Bin Laden, who was a gangster and an
International Outlook terrorist. Itputting him on that par, is open season on all generals, even in a not declared combatant situation. What if someone drone strikes are joint chiefs of staff . That is an outlaw act. We just did the same thing. 52 other nonmilitary cultural sites . Previous caller mentioned saudi arabia. The
White House Correspondents Association on tuesday slammed the white house for lack of transparency after it failed to disclose

Oval Office Meeting with a foreign leader at the oval office should be on the public schedule with the readout of the meeting released after it is over. That is jonathan, the president. Longstanding precedent. Patrick in michigan, democrat. I was wondering what kind of war do you feel this is going to be . Ground war . Air war . Sea war . Do you think it will affect the u. S. Gas price . Host why do you think there is going to be a war . Caller because they already we are goinges and to retaliate, because that is what we do. Tweet regarding the instances of yesterday. Devastating irony. Marco rubio with a tweet this morning. Some of the responses from yesterday, also taking questions from reporters, mark esper at the pentagon talking about the obligations for the u. S. To deescalate. [video clip] we are not the ones who have escalated this over the past 40 years, certainly the past several months. It has been iran, proxies, consistently escalated this in terms of size, scale, scope, of attacks. We had direct in selfdefense. We had to take appropriate actions. The ball is in their court. What they do next will determine what happens in subsequent moves. Host short profile of the

Qassem Soleimani. His body was returned to the
United States and buried in sacramento. He has been buried at the greater
Sacramento Muslim cemetery. Tom, republican. Caller thank you. We need to look back at history and see what we need to do. What we have done a drone to kill hitlers that would have saved a lot of peoples lives . Would we have sent a drone to kill
Osama Bin Laden . This general was sanctioned by the u. N. Not to travel to the country and he did it anyway. He was making plans. I think it was completely justified. If we have technology to take out these people planning to hurt us, why dont we do it . Down dangerous when you go the path of appeasement. The nuclear deal was nothing about iran just getting money. We gave them billions of dollars in cash and that is probably where these rockets came from. No one says these things. This is history. Learn from history. Go from there. Host linda, dallas, texas, independent. Caller yes. Host you are on. Caller yes. I am on. I am independent now. I used to be a democrat. I changed over because i disagree with both parties, with the wars going on. I dont like what they are doing to the environment, for the younger generation. I am 70 years old. I will be casting my ballot. Host what did you think of the attacks yesterday . Caller i thought it was outrage. We have been in the middle east meddling, whether is their fault, our fault, he said, she said, i am sick of that. This world does not belong to the aging people like trump and other old folks calling in like myself. This is a new generation for a younger generation. I am voting on their behalf. I hope they vote. Host president obamas former defense secretary in the
Washington Post offers a look at what is going on currently. The greatest test of mr. Trumps presidency. There is more to that in the
Washington Post if you want to read those thoughts. Scott, massachusetts, independent. Caller hi, yes. Couple things. First, i am ex military. Ust iran has been doing to is despicable. People that turnaround and are outraged at the general being killed, it is just wrong. What their attack was was basically a cry. They wanted to make themselves look good to their people without actually hurting any of our own. They really didnt want to hurt us. They know we will destroy them. Which we can. President trump has every right to attack the person, to protect american lives. We should stand behind our president , which isnt happening. Right now, i dont care if a democrat or republican is in office, the issue we have is he is our commanderinchief, the president of the u. S. He has the right to defend the american citizens, not to go to war but to attack people. If we have the technology, then take them out before they take us out. If we would have done it earlier, we would not have had 9 11, other problems we have now. Host dave, democrat, harrisburg, pennsylvania. Caller thank you, pedro. [indiscernible] host dave, i apologize, your signal is breaking up. Is it possible to get near a window or clearing for a better signal . Caller [indiscernible] mi good . Am i good . Host yep. Caller every time history comes up, people get cut off. American people need to know, they were a democracy. We intervene in their country. The british were stealing from them. Something there oil, not giving them proper proceeds from profits. Wanted to kick them out. They went to the cia. Cia came in, kill their
Prime Minister, put the shah over those people and they live in despicable conditions for years until 1976, the year i graduated high school. Those people took their country back. Host how does that history of life today . If you do not know your history, you are doomed to repeat it. That is what were doing. We are repeating the same old 1953we did those people in or whatever it was. The timing of this . Come on, pedro. Host denise, college park, maryland, democrat. Caller hello . Host go ahead. Caller hi. Three comments. Prayer toant to give our u. S. Troops, the potential war that may be rising. Secondly, trump, day one, into irane, coming out of the nuclear war agreement, only because of barack obama was part of it. Shows you right then and there what his intentions were. Generalfar as the assassinated, yes, back to the previous caller, republican caller, he has the right to do this and that but there are laws. Congress must be aware of what is going on, to be a part of it. It is not about right or wrong. It is about whether there was imminent danger involved. I personally believe there was no imminent danger, which i do not know, i guess we will all find out, one way or another, i hope. There was no imminent danger. I dont think the general should have been taken out. To me, it is something to antagonize that country so that war can arise. Host ok. The president expected to speak this morning regarding what took place yesterday. If it happens during this program, up until 10 00, we will show it to you. Someone who spoke yesterday, chuck schumer, talking about, with reporters about why in instances like this,
Congress Needs to reassert war authority. [video clip] constitution gives congress the power to make war, for very good reason. If you read the federalist papers, your history, one of the things we are most afraid of, was a president , a chief executive who would grab too much power and rush to war. And, and, in the bottom line is simple. This president s
Foreign Policy, i describe it in two words. Erratic. Wrong. He is erratic and impulsive. Two words, erratic and impulsive. If you look at every
Foreign Policy endeavor this man has been involved in, we are worse off. North korea, photo ops, love letters, north korea now has an icbm and many more
Nuclear Weapons. Syria . We are a much weaker shape. Russia . Every time he has confronted vladimir putin, putin has cleaned his clock. This president , when it comes to these things, does not have strategy. I am worried he will either by impulse, action or just lack of strategy bumble us into war. Congress must be a check on that. Founding fathers gave us that our. We will do everything we can to exert it. Founding fathers gave us that power. Host silver spring, maryland, democrat. Senate receiving the briefing 2 30 p. M. The gang of eight received briefings yesterday on intelligence. Caller thank you. For us to be this invading or overthrowing government is to maintain our standard of living. We need oil. We need slave. We need to overthrow government all over the world to install puppet government that would give us natural resource. Bottom line. Thank you. Host illinois, tracy, republican. Caller good morning. Thank you for having me. I would like to give a prayer for our militant women and men and the people of the u. S. It islf would like to say a sad time in america. We have a chief and commander who does not respect our judicial system. I feel we need to wake up. We have a system here, we have a terrorist attack in america. We have nothing to be said about. Sad about. If they were going to kill anyone, their killing someone because we were attacked [indiscernible] had a plan to kill our
American People. And goes over to korea and gives our america to kim. He praises putin. We are asking people to talk about the events of yesterday. Caller i feel they did what they wanted to do and should have done. I am not saying it was ok. Host you are saying that they should have done that, but are you saying it was ok . Caller i am saying because it was one of our generals, we will retaliate. This is what is happening with so many things that the socalled chief and commander do. Host ok. Lets go to david in wyoming. Hello. Caller good, you got that recording thing up. We have been putting up with 40 years now. They have been terrorizing the middle east all this time. It is about time this country does something about it because they have been doing this for a long time. Democrats are already piling up against trump. Everything trump does is bad. Every democrat that i have heard so far this morning is bad mouthing trump because of his decision. Is a knownl terrorist and has killed hundreds of american citizens. Got to be held accountable. Host that is david in green river, wyoming. Again, the president is expected to make comments during the morning about the strikes that took place late tuesday. If they take place during this show, we will show them your comments. We will shoulder your comments. There is a piece this morning in the near times, irans cyber theat saying, while doomsday scenarios of iranian cyber supplies are overwhelming, they are a distraction. Iran has no
Proven Ability to create largescale cyber damage. The
United States should not focus on destructive
Cyber Attacks by iran. Iran has launched
Cyber Attacks on
American Financial systems and government networks, their impact has been shortterm, reversible and relatively limited. The newughts are in york times this morning. Again, we are talking about the attacks that took place yesterday. Missiles fired on iran. No reported casualties from the. You can call the lines. We are going to continue our conversation, taking a look at what you saw over the last 24 hours, putting it into context, particularly when it comes to military and other affairs. Katie bo williams joining us. Have that conversation when washington journal continues. The house will be in order. Has been years, cspan providing america unfiltered coverage of congress, the white house, the
Supreme Court and
Public Policy events from washington, d. C. And around the country, so you can make up your own mind. 1979, cspanble in is brought to you by your local cable or satellite provider. Cspan, your unfiltered view of government. Washington journal continues. Host this is
Katie Bo Williams. She is with defense 1. She is here to talk to us about the recent days with iran. What we have seen really over the last few months has been this titfortat. The iranian proxy groups acting in iran, making strikes against a where there are u. S. Forces present. Obviously, that culminated with the strike that killed an american contractor. The
United States took summer tell you torry action, but that culminated in the strike that killed general because some soleimani. Last night was irans reaction to that. Irgc, byclaimed by the the iranian state. This was not done through a proxy group, which really hints at how serious the death of soleimani was for the iranians. What is also important here is that we have already seen the foreign minister of iran come out and say this was a proportional attack and has been concluded. Been someere ihas proportional i think theres a possibility that what we are watching right now is an offramp from escalating tensions. We really wont know until we see whether or not there is further reaction on the part of either iran or the
United States. Host we have seen the pentagon putting it to iran on whether or not to deescalate. Guest that is one of the questions reporters have been asking. Saidadministration has this was intended as a defensive action, intended to protect an imminent attack by solo money. Oleimani. What we have not seen it yet is what the imminent attack would have been. Mark esper told us the attack was days, not weeks away. The experienceto americans had going into the aq war, there, a lot of pressure on administration to kind of put out some evidence. Host we will see briefings today on capitol hill. Is it believed evidence will be offered . Guest they are certainly going to be asked. Beginning of 8, the top leaders in both of the sun and the house and
Intelligence Committees have already been briefed and have gotten the supersecret evidence. Democrats have come out and said there are holes in this, we are a little concerned about this. The broader house and senate will probably not get that level of detail today. Im going up there today to talk to lawmakers coming out of these meetings and hear what they have to say. Was justified . Host this is
Katie Bo Williams, defense 1, their
Senior National correspondent. If you want to ask her questions about
National Security aspects, particularly with the events of the last two days. One of the things we did see when it comes to the
Iraqi Government was this vote, the removal of u. S. Troops. Explain exactly what happened, pointed in context of reality if that is going to happen. Guest that is going to be one of the most interesting things to watch out of this entire series of events. Iraq has this burgeoning nationalist movement that has been pushing towards a potential ejection of u. S. Troops, really for the better part of a year now. There are a lot of different political factions in iraq that are pushing furthest, not all of whom like each other. The vote that the
Iraqi Parliament took, essentially toed the government of iraq request that the
United States leave. This was not a binding vote. There are a lot of parliamentary and legal steps that have to happen in between the vote they took on sunday and any potential
Firm Decision of, the
United States has to leave and we are ejecting them. Right now, the
United States is in iraq at the invitation of the
Iraqi Government to fight isis. That is also something that a lot of iraqi politicians still want. In particular, the
Prime Minister is still very aware of the fact that there are still and unitedin iraq states money and might is instrumental in making sure those isis cells are not able to regenerate. Even some of the iranianlined politicians are aware of this. No one wants and isis takeover. You are seeing a lot of these iranian politicians come out and making a lot of noise saying this is bad and the
United States should go, we dont want any foreign interference. At the same time, they are slow rolling the process. The other big unknown here is iraq has been grappling with massive protests on their streets against foreign interference of the government, corruption and the political elite at large. A lot of that has been directed at iranian influence, but a lot of it directed at the political elite in general. That should not be confused with thinking that these protests were proamerican. How the leadership is able to the uncertainty in these tensions with u. S. Relationship and ongoing demands from these protesters as we go forward is going to be really interesting. Host the defense secretary was asked about the movement of allied troops in the region. [video clip] ive talked to many of our partners in iraq, many europeans. They are fully supportive of us, they are with us. Ive been told by them that some of the moves they are taking are for protection. It does not signal any withdrawal from iraq. Host does not stand true . Guest as far as we know, yes. Beenf the things that has interesting to watch about the situation is,
President Trump wants to bring troops out of the middle east. He has repeatedly said he is ambivalent about having a major presence in the middle east. Even in recent days, trump has that eventually, we want to bring these guys home. The moment is not now. There was some speculation as the vote was being taken that
President Trump might use this opportunity to try to remove troops, saying iraq, you dont want a seer, fine. We dont want to be here either. That does not appear to be the case. From everything i am hearing from the pentagon and esper, the
United States doesnt want to go anywhere right now in part because iraq continues to be a major linchpin for
Counterterrorism Operations across the middle east, particularly in syria. There are only 1000 forces on the ground in syria. Most of that work is being done out of iraq. I think from a
National Security perspective and most of the professionals in the government you speak to dont want to go anywhere right now. Whether the political winds shift in such a way that trump either feels he wants to pull all of the troops out, to cant fulfill a campaign promise, whether or not the iraqi paints itself into a corner and doesnt have an option but to ask the
United States to leave, i think that is a different question. Host we have calls lined up for you. The first one comes from salem, massachusetts. You are on with
Katie Bo Williams. Caller good morning. I am actually a color from the previous session. Caller. My question was i have to say, i thought that the way they handled it was well thought out. I thought they tried to think things through regarding the world order, etc. I cant say the same for trump. I was very disappointed when he decided to assassinate i think is the term they are using. I dont think there is a lot going on in terms of understanding history of iran, iraq, or the people of those countries. I feel that we push our own white nationalists on them at times. I think the shooting of that man, they undermined it, they didnt understand what importance he was insignificance. I think it was rash. I think it shows part of what he does every day. He gets up and says simply, what i my doing today . How does that make me look good for my people, his right wing people, not the people of the
United States. Host thanks. We will let our guest respond to it as she wishes. Guest the decision on whether soleimanistrike sau has been a problem for a while. He is certainly responsible for hundreds of american deaths in iraq. Nobody is mourning the loss of
Qassem Soleimani, per se. The question is, was the risk of a broader conflict with iran, that might be invited by killing him worth it . The thing that should be remembered is that soleimani was a beloved figure in iran. Some of them didnt like him, some of them left him, but we have seen mass outpourings of grief inside iran just since his killing. That, in and of itself hence to you how serious this guy was to iran, and the seriousness of a potential conflict with iran because of that. I think previous administrations i have made the decision that it wasnt worth it to try to take soleimani off of the chessboard because the risk of a broader conflict with iran was too great. Whether or not the
Trump Administration made the right that remains to be seen. Right now, everybody is pausing and taking a breath, taking stock. If things dont go any further, this could turn out to have been a very wise decision by trump. We may we could do escalate, see where it was the right choice. Caller hello . Host you are on. Caller this is regarding to a caller you had earlier talking about the iran deal, pulling out of that and the money that obama gave him that was probably funding the muscles that iran just shot over. First, the money wasnt just coming from the
United States. That was money that was held up from the sanctions years earlier. All obama did was give the iranians back their own money. First and foremost on that. I could even believe. I am so confused now. Guest you are not the only one, jennifer. Host once again for clarification, what are we talking about as far as the money the
United States gave to iran . Guest when the
Iran Nuclear Deal was being struck, there had been a weapons deal done in the 1970s. The
United States had provided weapons, sorry, the
United States had sold weapons to iran, they were never delivered, but they had paid us. That money has been sitting in limbo since then. Part of that money was cash that belongs to iran that we simply returned. There was about 1 billion interest that was agreed upon to be paid. That is a hugely controversial policy decision. Legally, yes, the money did belong to iran. The argument you will hear from critics of the
Obama Administrations decision was that that infused tehran with cash they were able to then find terroristrrying out actions within the middle east. That is an ongoing policy debate. Since the
Trump Administration pulled out of the
Iranian Nuclear deal and reimposed crippling sanctions on iran, tehran has really been strangled from a financial perspective. What has happened is that since may, the iranians have really ramped up their aggressive actions to sort of pushback on that the
Trump Administration has put them under. Those who support the
Trump Administration say this is a sign of the iranian regimes desperation. This is a sign the strategy is working. They are really struggling under these sanctions. If you also talk to supporters of the
Trump Administration, they will say the reason they are able to do any of this is because the
Obama Administration gave them, returned all of this cash to them, provided them with the financing to be able to carry out some of these actions. Critics will say, the only reason they are carrying out these aggressive actions are because you are strangling them with sanctions without a diplomatic offramp for them to try to figure out, how do we get out from under these sanctions, move forward . Host going back in recent history, bobby from twitter asked about the contractor that was killed. If he was part of the u. S. Military. Asking questions like, who paid him, what was he doing . Guest i think the really critical part about this hasractor,
President Trump been really clear from the beginning that american deaths were going to be his redline for military action. This is a president who has been really reluctant to use military force. He fought to pull forces out of syria, out of afghanistan. You can argue that he hasnt actually been able to achieve either of those goals, but certainly from a rhetoric standpoint, trump has said, im not interested in spending american blood and treasure overseas. The death of an american is what seems to have shifted that calculus for him. I would call you back to the iranian shootdown of an american drone over the summer. President trump ordered strikes in retaliation but called them off because he said it wasnt proportional. No americans were killed in the shooting down of a drone. One unamerican was killed in this attack, you saw mike pompeo come out and say what was the justification for killing soelimani, he said you need to look no further than the killing of unamerican an american. Say i would like to mi on the air . Host go ahead. Caller i think
President Trump is doing an awesome job. I think we would have another 9 11. Sent people think that 9 11 came because we were fighting oil. We were not really reacting to 9 11. I have had a lot of responses on democrats and a lot of different ways. They dont understand that if we and the worldn that we are the
United States, that they cant kill us, that isis needs to cant take control of everything, we might as well give up. We are america, so we fight for our right. Our people know what they are doing. Our president knows what he is doing. Becausetry is divided people arent too intelligent. They dont see what isis is. They dont see what terrorism is. Host thanks. Guest i think the caller makes an important point about how divided the response to this decision has been. And by this decision, i made the decision to go ahead and strike soleimani. One of the big criticisms you have seen on the hill is that there wasnt any advanced notice to congress about the decision to go ahead and take this strike. Some republican lawmakers were told. The broader gang of8 did not get a heads up. What is important is that not necessarily that that was wrong or inappropriate or irresponsible i have talked to a number of democratic lawmakers who will say generally, i dont really want to know in advance when we are going to do one of these supersecret special
Operations Missions because i want everyone safe on the ground before that happens. What that means is that the president lost an opportunity to get congress on board with his plan, so that if either something had gone wrong during the original strike on soleimani or now if we get into a broader conflict with iran, he has lost the opportunity to get congress on his side. T is going to have a bunch of people saying, you never told us. If you dont do that sort of consensus building, there is a political cost to that down the line. I think that is exactly what we are seeing play out right now with skepticism about the intelligence that led to the strike in the first place. Brings up theally debate over the wars powers act. What does history tell us as far as the ability to change what the president actually has as far as power . Guest right. Any president has
Broad Authority under article 2. Is, does it raise to the level of what we consider to be a war . That is a really open question from both a legal and policy standpoint. A number ofou have lawmakers on capitol hill right now, largely democrats, who are seeking to introduce legislation that will essentially curtail any broader conflict that
President Trump is able to carry out with iran. There is disagreements even within the caucus about how that has been defined and whether or not the individual strike on soleimani should count as a war or whether or not that should be ofething more akin to a lot the precision strikes the
Obama Administration took that it argued legally did not meet the threshold of war. Thathing i would say is there is a lot of broad concern right now that the
United States and iran are stumbling into a war. I think one of the things that people should look for as they are trying to assess, is the
United States really gearing up for some kind of broadbased ground conflict with iran, is what kind of troop mobilizations are happening. So far, all we have seen is 4500 people being sent to the middle east on top of the anywhere from 45,00065,000 troops that are there on any given day. That is not a lot. If you start seeing broad mobilizations of
National Guard units, reserve units, mobilizations of armored units in texas and germany, then you might say, this looks like the
United States really gearing up for war. 4500 members, a brigade being sent, not a lot. Host this is
Katie Bo Williams with defense 1. We are told the president will address and make comments on this issue at 11 00 this morning. Stay close to cspan for more of that. Floral park, new york. This is from matt, independent line. Caller how are you guys doing today . Andally appreciate cspan the guest has been very helpful. Definitely minimized my call. I am looking this thing from a whole. I follow two different news sources and i feel like a lot of people get their news from one source nowadays. Im following iran for the last two years. 2015 and 2016, we settled something from the carter administration. The guest spoke about that, which i was happy here. The thing is, i am following the
New York Times, specifically. Protesterser 400 that lynch teenagers over there. The human rights record is still poor. Tohave a potential nominee the lifestyle that they would eventually put him in prison for. This tactic, i am waiting to hear more about the report. I believe there is intel that wasnt really privileged to the public. Im still waiting to hear about that. Host what would you like our guest to address . Caller the point i wanted to make was what is the difference between why is the left protecting iran, and why does the right get involved with saudi arabia . Civil rest have to happen in the middle east . Host got you. Guest i would love to be able to answer the question. I think the
Trump Administration has really treated saudi arabia as kind of, really for the first half of its first term as kind of the linchpin of its middle east policy. Saudi arabia is over here and our main goal is to counter iran, which is over here. That simplification has not totally worked in part because saudi arabia, with the killing of jamal khashoggi, has really made it difficult for the
Trump Administration to pull saudi arabia close and say, we love you guys and you are going to be our main bull work against iran. I think the other thing that has been very interesting to watch is because the
Trump Administration has been so cautious about using military force against iran, i think saudi arabia initially thought the
Trump Administration might be a little more robust than they have been, a little more reactive. When they did not respond to either the shooting down of the drone or the september 14 attacks on the saudi oil facilities, when the
United States didnt step up and respond militarily to either of those, i think that force our real recalibration of thinking in riyadh. We have since seen saudi arabia deescalate tensions with iran across the region, particularly in yemen where they are still carrying out this proxy war with iran. I think that really symbolizes in the region and uncertainty about what is a trump here, strations strategy how far they willing to go to achieve this goal of, we are going to try to box in iran unless they complete these 12 or 14 points that secretary pompeo laid out, start acting like a normal nation. Host from jacksonville, florida, pat is up next. Host hi caller hi. I would rather think of myself as more of a libertarian or independent. My question is a general one. Is the u. S. Government one of the only governments that politicians are kept in power for 20 plus years . And do you think that that could be part of the problem . A blow over of john bolton being the key person . Guest certainly not in the middle east. We are not alone in that regard. You need to look no further than syria. Many of these regimes in the middle east are either monarchies, dictatorships, run by consistent families. No, i dont think that is necessarily unusual in the region of the world we are talking about right now. I think electoral politics and frustration with electoral politics is something that perennially bubbles up in washington whenever we have a big controversy involving life and death and whether we are going to send the military and. In. I think that immediately becomes one of the political issues. These people are only trying to get elected, should we impose term limits, that kind of question is an evergreen one. Host what should we gain from the missile attacks as far as capability for iran . Guest one of the things we are seeing this morning is that there dont appear to have been any casualties, either american. I have seen iraqi reports that there were also no iraqi casualties. Neither of these have been confirmed, but that is our understanding, and i think that is probably right. That could be read on number of different ways. You could read that as, yes, the iranians have
Ballistic Missiles that they are able to fire at american targets in iraq, in syria. They are probably not as sophisticated as ours. I think i had one expert that was telling us, this is a show of force, but what it is really displaying is the relative weakness of the iranians capabilities compared to the
United States. Is, did thedication iranians deliberately try to avoid casualties because they wanted this to be a cabined retaliation that they could go home and say, look, we avenged soleimanis death, but wouldnt spark any retaliation or a broader conflict. Again, that is something i am hearing from some sources. That is obviously theorized. No one can see inside their mind. That is certainly a possibility. Host is the
Nuclear Agreement effectively dead . Guest the announcement that the iranians made is that they are going to no longer abide by any of the restrictions on stockpiling enriched uranium. They are still allowing
International Inspectors in. Yes and no, i think is the answer to that. If they are able to essentially go back to pre2015 breakout , what are we still trying to protect . What are inspectors even going to be able to say that is with the end goal. There is this last bastion of the agreement still standing. The europeans want us to continue. One of the things about that announcement is that that was an announcement this is much to europe as it was to the
United States. If you dont want us to go back to building a nuclear bomb, you, europe need to help us survive the headwinds we are facing with the
Trump Administration. Host we will go to john in north carolina. Caller good morning, everyone. Kate, i love your earrings. Here is three little things. One, she did even know who soleimani was. Two, he did this as a distraction. Three, if these republicans would stop drinking the koolaid and look at all of the evidence going on, there would be no problems, he would be voted out like he is supposed to, but there are too many people who are there, protecting this man, and it is ridiculous. What he is doing to this country is ridiculous. I wish people would wake up. There, our soldiers over and our sailors and ex navy, and it makes me sick to see how this man is playing everyone like fiddles. Host tahnks, caller. Guest impossible to separate what is going on with iran from impeachment, if for no other reason then
Just Congress is being pulled in between two of its most consequential duties, one is matters of war and peace and whether or not it has a responsibility to constrain the president or enable him, and whether or not to impeach and now vote to remove the president of the
United States. Extraordinarily tense time on capitol hill. From a constitutional and antoric perspective, and
Election Year to boot. Obviously, there are indications this is a wag the dog stirke as a way to distract from the impeachment story. That may be a thing that we will simply never know. Then thether reason order to go after soleimani, or the permission to go ahead and strike if he appeared was apparently a standing permission that had been given. This may have been a strike of opportunity. We may not know that immediately. That is obviously a question reporters are asking. Host what is the chain of command when getting to a strike . Guest this would have to come from the president. The president would have to say yes, kyl soleimani. Host does the
Defense Department lay out the particulars . Guest that is one of the big questions. How quickly did the strike come together . That was alsongs very interesting to watch about the strike was the brazenness with which soleimani was moving around baghdad. He had just landed at the and one of the founders ezbollah and someone else just picked him up and they were going to go meet with the
Prime Minister. Soleimani may have thought he was untouchable in baghdad. Host from new york, republican line, teresa. Caller hello . Host you are on. Caller i want to tell you what i think is disgusting. I have been watching your program for quite some time this morning, and we are supposed to be talking about the iran missile attack on our u. S. Troops. Our veterans, who are protecting our country, protecting other peoples country, and no one wants to talk about that. They want to put our president down, they want to talk about even your earrings. What about our veterans . Host we have been addressing those missile strikes all morning long, whether it be people calling in like yourself or having guests talk about it that have been previous. Lets hear from travis in washington. Caller thank you for cspan. For the overseas first folusia. What i still go to bed thinking about is how restrictive we were as far as our limitations of rules of engagement. The slaughter that happened could have been avoided if we were allowed to use our
Field Artillery and the full might of the u. S. Military. That is what i am really proud that the president now is using the full amount of our military because it is not a fair fight when you go in with all of those restrictions, and they have no restrictions. That is what i wanted to say. Thank you. Struggles of the huge the military has faced a has been the fact that these battles are happening in dense, urban environments where there are civilians. Where you are fighting an enemy who is not as concerned, in some cases is trying to prevent civilian deaths as the
United States. You could argue that the
United States is not concerned enough. That is its own separate debate. One of the challenges that the military faces is you cant just sort of go in and bulldoze the entirety of mosul and assumed that is going to win the fight. If you talk to military leaders because it is just going to breed more terrorists at the end of the day if you sort of destroy civilians. Use theppropriately rules of engagement is something that has been struggled with. One of the key examples that comes to mind is the targeting restrictions for drone strikes in particular, this exodus in the terrorism fight in africa. Not thatnow whether or kind of question what has made any difference one way or the other with soleimani. The reason the
Obama Administration did not take him out had nothing to do with host this is
Katie Bo Williams with defense 1, she is their
Senior National correspondent. Thanks for your time this morning. For the last part of our program, we will go back to the strikes from yesterday from iran on those u. S. Bases. You can make those comments. We will take those calls when washington journal continues. This weekend, book tv features 3 new, nonfiction books. Jeffrey rosen and

Jerome Hudson argues that
News Coverage in the
Mainstream Media benefits the political left, in his new book. I think generally, it goes back to the distrust that you see in survey after survey. The
American People dont trust that the
Mainstream Media is telling them the truth or the whole truth. I think that has actually led to the rise of new media. On sunday at 9 00 p. M. Times editoryork discusses her book. We dont talk to boys. We dont talk to them as parents, we dont talk to them at school. Talking about sex is natural. For that matter, masturbation is natural and important. What is different for this generation is with the rise of the internet and smartphones, they can get anything they want and a whole lot of things that nobody wants at their fingertips, on their phone. Weekend book tv this and every weekend on cspan 2. Washington journal continues. Host if you want to make your comments on the missile strike, you can do so on our phone lines as well as social media. Also, if you want to text us thoughts, include your name, city and state and text us. You can use that same line if you want to call us, particularly if you are a veteran, an iraq war veteran and you want to give perspective on what you have seen play out the last two days. Oregon, youaverton, are up first. Good morning. Caller hello. Good morning. I had a question of your last guest, but i will make it in the form of a comment, maybe another guest can answer. That when weme got into the agreement with iran, it was working. They werent enriching nuclear material. It was working, and then all of a sudden the decision was made rather than trying to up the agreement or improve the agreement, it was just, lets pull out and put these heavy sanctions on, which then, it ended up this backandforth. They were angry over the sanctions and we were angry over what they did against the ships. It ended up in this backandforth. Wonder why we didnt just improve on the agreement and work with them. Host ok. Lets hear from chuck in pennsylvania. Caller hi. Thanks, cspan. I guess i have a comment, question. It is atching rt, network on a dish channel, i think. They were reporting since late last night that as a result of the missiles that iran fired into iraq, that they are reporting 60 or 80 dead and 200 wounded. Networks, ihe other didnt see anything like that, so i am wondering, is that true or where they all civilian casualties . If you have any information on that host rt is reportedly backed by the russian government. You should take that into your consideration. Yea. Er understand, but i understand that. Well then that is another question, i guess. Why would they be reporting that, or why doesnt anyone commenting on that . Host ok. Lets hear from rodney in california. Caller good morning. Thank you for cspan. First of all, i appreciate you guys a lot. Back in 2008, i had surgery. Nurse come toan my house and take care of me. Thei am trying to say is iranian people are peaceful, too. They just want to be respected and not be run over just like any other nation. They have that right. They are a sovereign nation. Bully, all we are doing we all want peace in the middle east. We want peace here, too. We cant play bully to get it. When we pulled out of thejcpa, the
Nuclear Bombs getement, it took years to the irani ends to settle down and sign a contract like that. People ought to look out when you have people saying, only i alone can fix it. You better look out for that type of person because we, buy ourselves can do absolutely nothing. Host lets hear from pete in pennsylvania. Caller thank you for taking my call, pedro. My comment is this. When was the last time that
Congress Declared war . I believe it was world war ii. Was on another channel saying congress should get involved. I dont think they really want to do that because havent they blamed every president for every conflict we have gotten into since . Host so what did you think about the events of yesterday . Well, if that is all that has happened, maybe we could just let it go, but we will see if there was any loss of material or materials. I hope there wasnt any loss of any life. It is a thing to ponder, of we have at i think big struggle in this world that has been going on for centuries. Basically, it is something people dont want to talk about, it is the struggle between two specific religions. Host that is pete in pennsylvania. On this network, we regularly show something called
Prime Ministers questions. It was
Boris Johnson who was strongly talking and blocking the decision to kill
Qassem Soleimani. Heres a portion of his statement. [video clip] haseneral, the government said it was sympathetic to the assassination of soleimani. What evidence does the
Prime Minister have that this was not an illegal act by the
United States . Speaker, clearly, the strict issue of legality is not for the u. K. To determine. It was not our operation. I think most reasonable people would accept that the
United States has a right to protect andbases and its personnel, i would remind the house that the individual concerned, qasesm responsible, among many things with arming the who houthis, sustaining the assad regime in syria, and of course, supplying improvised explosive devices to terrorists, who i am afraid killed and maimed british troops. That man had the blood of british troops on his hand. Host the
New York Times updating that u. S. And iraqi officials said there were no deaths, but iranian news outlets claim differently saying dozens were killed. Sally in virginia. Caller hi. Trump trump doesnt recognize anything, but the attack on the sites in ir aq was clearly very carefully calibrated. I am hoping that it is a sign that the iranians are not going to launch some sort of all out cyberattack, which they are capable of doing in retaliation. I think that there are people and the pentagon who will what it is about. I seriously doubt that the president knows what it is about. Host fred in phoenix, arizona. Caller good morning. I would like to ask about an article i read on antiwar. Com. Shiite the reason the militias are in reach of america basesybe attacking their doing thisthey are and being attacked by missile and drone attacks from israel. Useicans allow israel to american territory in syria to conduct these attacks. Attacks, are israels endangering america and leading us into another war . Host jackson in indiana. Caller thank you so much. I have heard a lot of callers and different individuals say that
President Trumps tweets should not be any concern. It most definitely should be. This is the individual showing who he truly is morally and ethically. He is the number one guy in charge. We definitely need to look at all aspects. That is my comment. Host
President Trump expected to address about these issues at 11 00. We plan to show you that at 11 00 on arming channel, cspan, pending the house schedule. The house is scheduled to come in about six minutes from now. Thishe
New York Times morning, there is a story under the headline debating how to define an attack by the u. S. It says the
United States banned assassination, but didnt define it. The column saying that if the administration can demonstrate manis activities in iraq made him an adversary in that conflict, it can broad wartime authority. It goes on. Aaron in upper mar burrill, maryland. Caller i would like to put a finer point on the 150 million that president obama gave iran. It was adjudicated at the hague, which is essentially the
Supreme Court of the world. They oversaw trials for the nazis, warlords, crimes against humanity. America fought the law and the law won. In addition to that, if you had to pay interest, it would be like if you put 1000 back in 1979 in the stock market and you asked for your money back, they wouldnt give you your money back, and he fought it for 40 years. You dont get 1000 back. Host we are asking about the events of yesterday. Could you make comments to that . Caller it is all part and parcel for what is going on now. It started in 1979 when the cia overthrew a duly elected democratic election. Host sam in rockford, illinois. Caller hey. My question is in three parts. Back in april, was the designation of troops a bipartisan effort. Was that designation or did that designation affect operations . Is it true that the u. N. Leave soleimani not to iranian soil due to that designation . An
Intelligence Officer in iraq between 2007 and 2008, and i was stationed out in alassad, it is a relatively safe area overlooking a lot of terrain. Generically, i am just going to say they have good standoff from attacks, and i am sure they have had
Early Warning. President trump is doing the right thing. He was not trying to start a war, but you cannot reason with a terrorist. Iran tounded him the tune of almost 2 billion, or however much he gave them with his appeasement activity and overseas apology towards over the years that it weakened positions. Policy
President Trump is only concerned with protecting american citizens and our interests because we do have responsibilities for the middle east. That is all i want to say. People want to condemn him because he is a strong, decisive leader and they cannot handle that. Minnesota. From the house is just about to come in. Caller i believe we are becoming a military dictatorship. Countries,es in 137 and we think that we can be everywhere and everybody elses fault that we are in their country. We dont belong there. We should allow people to live and children to live and people to have food and homes. We are doing this to pat the pockets of the oil companies. I think it is a horrible disaster and we will pay someday because we are walking right into what has been a part of history forever. The sun does set on the british empire. Sun will setd the on the empire we are trying to do. I think it is a disgrace. Host a couple of things to watch out for today. On capitol hill, it is about 1 00 where members of the house will receive a briefing concerning the events of yesterday. Various officials from the president s staff and various departments will conduct that at 1 00. On the senate side, that will take place at 2 30 this afternoon.
