Rick perry was the governor of texas. Moderator thanks. Candidate howdy. Moderator we have responses from the voters and we focus here tonight on what was most important to them and the number one issues. Topping the issues, immigration and the economy. What would your policy need towards Illegal Immigrants . Candidate the issue is what is happening all over the land. The cost of immigration is on the states. Until we get the border secure, it does not stop. Like a serious wound you want to staunch the flow. Some say that we will deal with the ilLegal Immigration issue by reforming it and securing the border. Of the American People do not trust washington dc to do with the issue washington d. C. To deal with the issue. I looked at the president and said, mr. President if you do not secure the border, texas will. They put them in the river and we deployed at the National Guard. Because of the effort, we saw the increase in apprehension. It takes boots and security fencing. Im talking from tijuana, el paso, and brownsville with technology to see the activity that is illegal or suspicious. I know how to secure the border. Elect me president and i will promise you that the will to secure the border will reside in the oval office. Moderator ilLegal Immigration until we get a handle on it, should we reduce the number of green cards . What should the number be . Candidate we need to be smart about it and they cannot even keep up with it. We can find a package halfway around the world and we cannot keep up with the people who have overstayed visas. Moderator the economy has 2 gdp. How can you make the economy grow faster than 2 . Candidate i am more than a passable expert because the state of texas created more jobs than anybody in this room. One third of all of the jobs created in america occurred while i was the governor of texas with smart policies that let you keep more. We had Public School policies that were accountable and said to the businesses that you find a Skilled Workforce in the state. It is intertwined with the Energy Policy. Canada, the United States, and mexico have more resources than russia and saudi arabia and we can drive income tax down and create a renaissance in manufacturing. Moderator thank you. We should make them competitive. In pennsylvania, we talked about restoring the great center of america and getting americans back to work who have not been. 2 wage growth. It has stagnated with the americans from 2565 who do not have a College Degree and do not have manufacturing jobs anymore. We are down to 11 million. The line is going down. If we do not allow the country to be competitive with the rest of the world, we will see decline. There is no hope for those who struggle the most. That is why the campaign is making manufacturing competitive and is putting a flat tax that will have a transition time for manufacturing. We will start at a 0 rate and we will go back. We will have repatriation cut to 5 . We will have expensing instead of depreciation. Moderator what percentage . Candidate 20 . I have an income tax, Corporate Tax, all 20 . Moderator speaking to the economy, in New Hampshire, someone maxes out on public assistance and that is 14 an hour. In massachusetts, 20 an hour. How to view incentivize people to go to work . Candidate i managed a bill on the floor of the senate that wanted to do things. We put time limits and a work requirement. We eliminated entitlement programs. I did that. I was the leader. We should have done it for snap and other means tested programs. Next door, a germanic reduction. Dramatic reduction. There has to be a 12 punch. There has to be jobs for those who want to work to get them off of the welfare programs. It is manufacturing and putting time limits and work requirements on welfare. We have never seen such decrepit wage growth. The people coming in legally and illegally are unskilled workers competing against our young men and women who want to succeed. We are not giving those people a chance. Im the only person in this race calling for a 5 reduction 25 reduction in unskilled labor. Everyone elses dancing around it. Moderator how do we do that . They need to do it in a legal way. With the 12 million we need to find who they are. If they are godfearing, they will pay a penalty and have to wait. The ones where the 12 million who violate the law will have to be deported. At the same time, we need to make sure we protect who gets in and out of the country. I have a friend in the business who says that it takes two years to find out if somebody is cheating. You cannot wait to years. Two years. We need an expedited process. If it makes sense, we go forward. We need to call them on it and take action. You asked about the economy and if i could speak on that, i was the chairman of the budget economy and our economy Budget Committee and the economy took off. We cut taxes and allens the budget. Balanced the budget. We cut taxes and we are in the black. Cutting taxes, balancing budgets , it works to drive economic growth. Moderator tim asked about balancing the budget. He and his wife have to live within a budget in their household and he and his wife do not understand why washington cannot. The budget was balanced. It has not happened. How is washington going to live with the same responsibility that people live with . Candidate we need a allens Budget Amendment in the constitution. Balanced Budget Amendment in the constitution, which i have in pushing for. We need balanced budgets for values. We do not have the right to live high on the hog and put the bills on our children. I spent years and we got it done. We can do it again. It is politically challenging. Frankly, the effort to get there is not that complicated. I have written only 16 budgets in my lifetime. These things can be done. They dont necessarily have to be done by killing or chopping programs. As president , my priority is to get us on a roadmap to create a balanced federal budget to get us going in america. Lindsey graham was elected to the house and has served as a senator. Americans may have to give up a program they like. That is a tough message. How do you tell the truth . Candidate you have to have a concrete plan and you cannot speak in generalities. The spending is between americans understand we are mortgaging away the future and killing the programs. We are living longer and better life. That is a blessing. We need to increase retirement age. For those who are the most fortunate, we need to say to those, if you have done well in this country, we need you to not take a Social Security check. Those are things that americans are willing to give. We underestimate the American People. There are challenges that promise a better future. It is not the American People who are failing the entitlement system. They are not telling them the truth. Moderator veterans in New Hampshire, we have one of the highest populations here and we do not have a fulltime hospital. Should every state have a fulltime hospital . Candidate they should be able to take the veteran card and go to any Health Care Provider and get treatment from them and should not have to wait. If they want to go to that hospital, good for them. We should keep the promise to the veterans and we are not because of the incompetence of this administration. Lets get the v. A. To do what it needs to. We need to honor our veterans by giving them the health care they deserve. Moderator one of the Biggest Health care crises is facing New Hampshire. One asked me if i would ask you about this. A daughter passed away with a haireroin overdose. Why is there not more help for these addicts turn to prostitution . Candidate there should be and there is in new jersey. They go to mandatory drug treatment because this is a disease and the war on drugs has been a wellintentioned failure. This is a moral failing. Everyone has made a mistake. There, but for the grace of god, go i. If you are not a Violent Offender and dealing drugs, we need to get you treatment. The fact that this could happen to anyone and that this is guided by sensitive economic standards, it is not. Anyone can have this happen to them. Candidate there is no question that it needs to be replaced before it is repealed. You do not want to pull a safety net out from people. The reason i dont like obamacare is not so much because it does not work and because it is not affordable. It is because if flies in the face of what we are as a nation. It is for and why the people. By the people. Obamacare comes along and the government says, we do not care what the whole think and we are shoving this down your throat. That is antithetical to the founding principles of the country. I would put the power back into the hands of the consumers with the savings accounts that are available from that ehe day you are born until you die. You give people flexibility. If you are 500 short, you can give et it from your mom or uncle. Virtually nothing is coming out other than Catastrophic Health care. The homeowners policy that would work well for a majority of people. Not for the indigent. How do we take care of the indigent . Medicaid. 400 billion to 500 billion. What could you buy with that . A concierge practice, most cost between 2000 3000 a year. Think about this, washington says that you cannot give Health Savings accounts because they would not the able to manage them. They think everybody is like them. That is not true. They said that about food stamps. They would learn this. You do not go to the emergency room. People go to the clinic for the same treatment. They get the diabetes under control. You learn personal responsibility and we are doing things that teach that rather than dependency. Moderator and the senate, there was a vote on plant parenthood. Planned parenthood. Candidate taxpayers should absolutely not Fund Planned Parenthood and the recent videos show the level of depravity that we have something to. Sunken to. We have another question. What is your game plan to reform the tax code . Moderator mine is raised on who i believe is the fairest individual in the universe, god. He says, i want a tithe. There must be something inherently fair about proportionality. Jack governor, is america doing enough now to prevent another major terrorist attack on u. S. Soil and what security steps are we failing to take . Mr. Bush i think we have let our guard down. It is typical when you have an attack like 9 11. We responded, had a security apparatus, and over time other things have come to the forefront. Senator graham is right. This is a war against western civilization. These are barbarians. As isis stays in a caliphate literally the size of indiana in two countries, doing nothing allows them to send tweets out to recruit people in our own country. We have a Security Threat that israel and we should do what we need to be doing, and protecting the homeland is the first duty of the president of the United States. Jack president obama referred to isis as the jv team. I think they have graduated to the varsity. If Ground Troops in syria could cut down isis strongholds, would you take the order . Mr. Bush i would take the advice of the military very seriously. We need a strategy. This president has admitted we do not have a strategy when it comes to isis. The idea of boots on the ground i am not sure that is necessary, but special forces embedding our troops with the Syrian Free Army training them at a much faster rate we have spent half 1 billion to have 60 people ready to go. If this is a serious effort, we to treat it seriously, so engaging in the world, creating alliances with traditional arab nations, supporting it with air power and military power creating a strategy, and sticking with it. There needs to be a political element as well. The United States is not trusted because no one has a sense that we are going to be around. It is hard to engage with the turks, the jordanians, the saudis they will not make the commitment. Jack you said to me you started today in california a big country hard job running for president. You have been out of office and even your colleague senator rubio speaks highly of your time. What compelled you to run . Mr. Bush i think we can grow this economy at 4 and the fact that paul krug disagrees with me warms my heart. It would involve fixing the tax code, how we regulate, embracing the Energy Revolution with a north american strategy that would allow for high wage jobs to be created in our own country, and moving from a broken economic integration system to an economic driver. That allows us to solve entitlement challenges and many other things. In return grow at that rate we need a secure world. I think i have the leadership skills to do that. We cut taxes to 19 million reduced the Government Workforce by 13,000, 11 . We were one of two states to go to a aaa bond rating. I left with a 9 billion reserve. In the bureaucracy, especially in washington dc, it is powerful, because people that have benefited from the status quo want to preserve the status quo, so when you challenge the status quo and say this problem has been festering for too long and we will fix it, or these folks have been in charge for too long, the truth is 80 of the American People now think we have a professional Political Class that is the status quo, and we have festering problems our budget gets bigger and bigger every year for 40 years and we have been talking about ilLegal Immigration. How long have we been talking about the border being insecure 30 years. How long have we known it was insecure 30 years. We talk a lot at election time, but somehow we never solve these festering problems. It is because the status quo is in charge. Leaders challenge the status quo. Ms. Fiorina philly popular actions are when you have to say to people we cannot afford this anymore and lord knows we need to do that in washington, d c jack can you win with that message . Ms. Fiorina people understand. The government has gotten bigger and bigger every year for almost 50 years. You have to invest in things that are priorities, securing the border, helping people eventually truly need help, and you need to quit spending money where you are wasting money, and we are wasting hundreds upon hundreds of millions of dollars every year and we know where it is because there are reports that come out every year, they land on congress desk and nothing happens. Jack former first lady Lady Hillary Clinton you have been a strong and steady critic. She will be testifying in a few months on benghazi, the email d believe those are political inconveniences for the former first lady, or are there bigger issues the American People need to know about and are there potential illegal worries you have on the email server or anything else . Ms. Fiorina i think Hillary Clinton thinks they are political inconveniences, but they are far more than that. She lied about benghazi. They knew it was a purposeful terrorist attack on the anniversary of 9 11. She went to the American People and talked fiction about a videotape. She has lied about her servers and the kinds of information she had on our server and why she kept everything on a single device. These go to the core of her character. In order to beat Hillary Clinton or whoever the nominee turns out to be, we have to have a nominee that will throw every punch because it is a fight for the future of this nation, for the character of this nation, and unfortunately, we know sometimes the right questions to not have asked in a president ial debate. Jack should planned parenthood received federal taxpayer funding . Ms. Fiorina absolutely not. This is about the moral character of the nation not about whether you are prochoice or prolife. Taking care of people that need our care is part of our moral fiber as well. Governor bobby jindal was elected to the u. S. House of representatives in 2004 and has served as governor of louisiana since 2007. Jack governor jindal, if you are the next american president i think most people would agree you would be coming into a divided america on race relations, income relations a lot of talk about who has how much money, and who does not and talk about what you do about that. How can unify the country . Gov. Jindal im tired of the president trying to divide us. We are all americans. Were not hyphenated americans africanamericans, asianamericans, poor americans we are all americans. The left likes to see ourselves as victims. It and if its them as it benefits them as candidates. This president is trying to turn the American Dream into the european nightmare make us more dependent on government. Give Bernie Sanders credit. He is honest enough to call himself a socialist. Hillary clinton and barack obama are no better, but they are not honest enough to call themselves socialists. Jack making washington work for us again i guess there is this feeling that everyone would agree washington is not working for america, in fact, maybe working against us. You have a good story to tell. A few other governors have a good story balancing the budget, cutting the deficit, growing jobs how do we believe you can go to washington, if elected and change the culture to balancing budgets and making the American People feel good about the government again . Gov. Jindal we have a lot of talkers. We need a doer. We cut the budget in louisiana by 26 . We have over 1000 fewer bureaucrats. Eight credit upgrades. Top 10 state for private sector job creation. In dce, even the republicans talk about slowing the growth of federal government. That is not enough. We need to shrink the size of the federal government. Do you measure prosperity in the government sector or the real world . Hillary clinton measures that in the government sector. We measure it in the real world. Secondly, it is also important that we get rid of the permanent Political Class in d. C. We need term limits. We have politicians that go there, it becomes a career. Not only doing a term limits, we need to stop them from paying from being lobbyists. We need to pay them a per diem. Make them live under the same rules. They love the obamacare until their exemption was taken away. Jack New Hampshire decided against arming recruiters in our National Guard or troops domestically as when they are abroad, as you know, they can carry a side arm and protect themselves. Should we be arming troops in New Hampshire, your state in louisiana, at these basis and recruiting centers . Gov. Jindal absolutely. I signed the executive order louisiana. Gov. Walker first of all, it is not a clean power plan, it is a costly power plan. It wou to the nations economy. I am an eagle scout. I want clean air, clean air, clean water, but i want an economy that my children and grandchildren can grow in. The proposal is a was saw to the nations economy and we need a leader that will recognize the balance. Jack it was not long ago one congress looked at cutting the budget and they balked when sequestration came about. How could you lead and work of congress on both sides of the to cut spending and be specific in some areas of the budget that could and need to become. Gov. Walker i inherited a budget deficit and we fixed it. We still reduce taxes by 2 billion on individuals, cut rates, reduced one of the brackets, actually on job creators, farmers, manufacturers, and others out there. Property taxes are lower in my state and they were watching years ago. I know how to balance the budget. It is a combination. It is through growth and reform. Growth we laid out a multipronged plan to once and for all repeal obamacare applications and families back in charge of health care, raining and the sorts of things we talked about out of control regulations, and all of the above Energy Policy that allows us to use the abundance of what god has given us here, make sure everyone gets the education and skills they need, and to reform and lower the tax rates. On specific reductions a big part of reform is taking major portions of the federal government medicaid transportation, natural resources, others, take them back from washington and send them to the states. Governors are much better at being more effective and efficient and accountable that managing those programs. Jack you survived they recall you have a good story on balancing the budget you have a surplus how much . Gov. Walker we started with 1 billion, use it to cut taxes and we have another budget that will have a cash balance again. The Rainy Day Fund is 165 times bigger than we first took office. Jack in the process you have been known as someone that takes on the union are you antiunion, antiworker . Gov. Walker i am proworker protaxpayer pay we gave workers the freedom to choose whether they want to be in a labor union or not. Many chose to keep the money they use to pay for union dues to pay for their kids college education. We are protaxpayer. All the power treated in the hands of the elite union bosses. We redistributed that to the taxpayers. In our schools we no longer have seniority or tenure. We can hire and fire based on merit. We can put the best and brightest in our classrooms. Four years later, Graduation Rates are up, thirdgrade scores are up if it can work in a blue state like wisconsin if it was not too late for wisconsin, it is not too late for america. Jack biggest challenge you think you were successful on . Gov. Walker taking on the budget in a way that focused on reform and not just austerity. If i would have just been about cuts, i probably would have been recalled but i focused on reform and growth and that made the difference. Governor George Package served as the 53rd governor of the state of new york from 1995 to 2006. Jack this comes from the live free or die alliance in New Hampshire what federal agencies do you think should be eliminated . Mr. Pataki let me start by saying we should get rid of obamacare, common core, and reduce the size of the federal workforce by at least 15 . People are going to say how can you do that . I was governor in new york three times. I had an overwhelmingly Democratic Legislature and reduce the size of the workforce by over 50 . We reformed entitlements, cut growth in metal medicaid. We had over one Million People fewer on welfare. One program i would repeal is obamacare. I would work to get democrats to support our conservative policies. I did that in new york. Jack do you believe the Affordable Care act can politically be repealed . Mr. Pataki not only can it be repealed, i think it has to be repealed. It will get worse and worse. Not only is it hurting health care for americans, it is also one of the reasons the economy is not growing. I cannot tell you the number of employers i know that say we are going to keep the workforce below 50 so we are out from obamacare. There are millions of americans working 28 or 29 hours a week because obamacare would kick in if they worked 30. We have to put in place an alternative and i would sit down with enough democrats, as i did in new york, to have an alternative that allows us to repeal and repay it. Our freedom depends on those who put their lives on the line to defend it. You have a Health Care System that denies them service where as many as onethird waiting in line for treatment have died and an administration that lies about it is wrong to we have to reform the Health Care System for our veterans and do more for our mental health. On the tax code, the biggest killer there is for manufacturing. I grew up in a small town. I am the only one that worked in a factory when i was going through college. My factory my family all work in a fact repaired we have the highest tax on manufacturing in the world today, the worst regulatory climate for manufacturers. I have to lower the tax burden. That would allow the great workforce to compete and create jobs. By the way despite the bad policy and manufacturing while i was governor we were able to get over 20 billion in building computer chip factories in upstate new york, great jobs. Grow the economy, allow workers to have an opportunity to have solid careers and shrink the federal government. Jack what should the tax rate the . Mr. Pataki four manufacturing, i would say 12 . Energy costs are coming down. We have the best workforce and work ethic in the world and we have entrepreneurs risktakers. The federal government is the biggest single impediment. We can grow manufacturing jobs here. Jack on planned parenthood should Taxpayers Fund it . Mr. Pataki planned parenthood has a horrific disregard for basic human life. I think it is when you look at the federal government, obviously when we talk about the size of it and the concept of being able to shrink the size of state government. If anybody gets on the stage whether any of these candidates here or anybody on the left that says there is any way to go forward in this country without cutting and without growing, those are the two things that we must do in this country. We have to cut spending. I know a little bit about cutting spending. We had a 10 billion shortfall in 2003. We went in and made the cuts. We told people we would do that. We realize thats how you have to live your life. The government has to learn to do it as well. The states that have been successful, governors have done that and made successful cuts. We cut the 10 billion out and cut the regulatory laws down. We had sweeping tort reform. We had health care explode across texas. Two years later, we came back into session, we only meet every other year for 140 days, we had an 8 bill budget surplus. Thats what you can do in this country. I believe in this country. I believe if you put those principles in place, the greatest days of america are in front of us. Jack governor perry, i heard several primaries that pick, people want to run for president with good intentions and say we need to reform the tax code. It is too complicated. Can we reform the code . Gov. Perry we can. We start with the Corporate Tax code. There are two things to make growth occur in this country. As i said earlier, it is with american and north american Energy Policy. Im talking about all Energy Policy in this country and all Domestic Energy sources. We need to be using those because you drive down the cost of electricity by this abundant power we have. Couple that with this Corporate Tax. You lower the Corporate Tax policy or Corporate Tax rate by 10 . Every accountant will tell you that you will see a mid level wages increase between 5 and 10 . The other side of that is it is incentive to manufacturers. We can bring back manufacturing in this country like you have never seen before. Blue collar workers ought to say perry, im going to vote for you because you will raise my wages. Thats what this is about. We are going to lay out a positive message for the people of the country, where they see the best days of america are in front of us and it happens by using Domestic Energy and creating a climate for manufacturing like weve never seen in this country before.
