It does present a bit of a headache for western governments because the issue with lebanon, if you look at the map and the geography, there is only one way out. You cannot go south into israel, you cannot go east into syria, there is only really the airport and of course that is in a very vulnerable position, it would only take one attack on the airport and it would be very difficult to get people out.
