The Uns World Food Programme says the situation in gaza is dire with food and water running out, as israel continues a siege of the territory. This is a live shot of the gaza skyline tonight as residents there brace for more strikes. People are relying on their own generators, solar power, and we have seen a number of the number of buildings lit up decrease. It is darkness now. Meanwhile, the Israeli Defence chief has admitted failures in the military s duty to uphold security and protect israeli citizens. A short time ago i spoke with our International Editor jeremy bowen for his assessment of where the war stands. Well, where we are is that the Israeli Military build up is continuing apace on the border with gaza. And also theyve moved a lot of troops and heavy weapons up to the northern border with lebanon because there are concerns that his brother which is the powerful iran backed militia in lebanon, avowed enemies of israel, might get involved. There have already been some increased tension there and some exchanges of fire. As of this morning when i spoke to the israeli army about this, they said that they are preparing for a ground operation, but the order has not been given. I do think, bearing in mind the strength of what Prime Minister netanyahu has been saying and he was speaking again in the knesset this afternoon, i think a Ground Offensive is going to happen. I mean, i would be amazed if it did not, because i think the kind of maximalist objectives that the israelis have set themselves, which is to, as mr netanyahu put it, wipe hamas off the face of the earth. You cant do that from the air. It means sending in troops with boots on the ground and in tanks to try and do it that way. Its going to be quite a Military Challenge when they do it. And jeremy, can i ask you about the humanitarian situation in gaza now as it continues to get worse . Well, it sounds like its absolutely dire. Gaza is about less than ten miles from where im standing. Israel has had gaza under siege to different degrees since 2007 when hamas took over. But this is an entirely different level of pressure because theyre stopping anything going in there, stopping the electricity that comes from israeli power stations. Theyre stopping food deliveries. Theyve turned off the water that goes in there, too, from israel. And medical supplies arent being delivered. You name it, its not coming in. And that is something which will cause, is causing, along with the bombing, an enormous humanitarian crisis. And its putting massive pressure on the civilian population. And there are plenty of people who will who will say that by doing this, by targeting effectively the population with these measures, the israelis will be breaking the laws of war. They deny that. They say that its all the fault of hamas, that hamas are responsible. If hamas was to release the hostages, its taken, perhaps, i think the suggestion is that perhaps there could be something done. But, you know, at the moment ijust see this getting worse. Were not in the process yet yet of trying to wind down a crisis. This crisis is escalating. I will take you back to those live pictures of gaza. We are assuming that those israeli strikes into gas are continuing. We have one bit of breaking news, saying that gaza people must remain on their land. The president of egypts has been speaking, saying that people in gaza must remain in gaza. Clearly gaza has a land border with egypt and some are suggesting that people from gaza leave through that border into egypt, but we just have one simple line saying that people from gaza must remain on their land. We are trying to establish the context of those comments and then we will bring them to you. You can hear sounds of explosions well are ok tracking those pictures for you. The us secretary of states is in israel, saying that israel has the right to defend itself precautions must be taken to harming civilians. I came to israel bearing a simple message. The United States stands with israel and with its people. Today, tomorrow, every day. In my meetings with the Prime Minister, with president herzog, with the ministers in israels newly formed National Emergency government. We discussed in detail what israel needs to defend itself, its people and how the United States can help to meet those needs. Were delivering on those needs as we speak, and we will work closely and swiftly with congress to meet them as they evolve. In our time here in israel, everywhere weve gone, weve met people whove been touched in One Way Or Another by hamas bloody hand. A loved one. A friend, a classmate, a neighbor. A colleague. Killed, maimed, missing. We encountered a Nation Knit Together by grief, but also a nation united and resolve. The United States shares that resolve. We stand shoulder to shoulder with the people of israel. They are bent upon our destruction, notjust they are bent upon our destruction, not just as they are bent upon our destruction, notjust as a they are bent upon our destruction, not just as a jewish state but as a western country. Today there is a clear divide between the axis of evil, those who want to destroy our way of life physically, and those who defend themselves. And today we are all in the same boat, whether its the United States, israel, uk or western countries. I want to put one thing that Antony Blinken said to you. He said, its important to take every possible precaution to avoid harming civilians. At the moment, israels position is that food, water, basic supplies, power wont be let in. Is that a collective punishment of 2. 3 Million People . Is that consistent with taking every possible precaution to avoid harming civilians . So we must clarify some facts. Actually, israel provides only 10 of the water of gaza. The rest is coming from egypt and that is continuing and unharmed and uninterrupted. But you cannot expect a country to provide electricity to an enemy state who is bound to destroy it. I dont think that london would have provided electricity to the nazis after the blitz of london. This is the same thing we have to understand. Sometimes its important to look at history, not all the time. You can draw conclusions from history, but what we see here today is no different than what we saw injapan in 1945 and in germany in dresden in 1916. And let me tell you one more thing, and that is there is no ceasefire with hamas and again, like there was no ceasefire with the nazis, it is a an unconditional surrender. Now, if hamas were to stop the fire, to come out and give up their arms, then we can speak then. Hamas should be neutralized as a fighting force, also as an ideaology. And this is where we are now. Well, where we are now. Does this all mean that a Ground Invasion is inevitable . I believe so. I believe so because, you know, the hamas is dug in. Actually, there is a whole underground city under gaza. And this is what they use, all the materials that we help them supply to build homes, but they build their bunkers underneath. Now, what i suggest is, and i think this is the only solution that we create a humanitarian corridor for all those who are not involved, the citizens of gaza, which are not part of hamas. And we feel for them, their plight is not because of us, its because of their defunct leaders. We believe that a humanitarian corridor can take anyone from gaza who wants to leave, and he will leave unharmed to the vast expanses that exist right across the border, on the other side, to the sinai desert. So across the border with egypt. Absolutely. We have seen it, by the way, just a few years ago, two million refugees fleeing the butchery of assad in syria went over to turkey. Turkey received them. They put up tent cities and supply them with food and with water from help of the International Community. This is a logical thing to do with the palestinians. And then after hamas is no longer a an entity to speak of, then they can come back. You will have noticed on the live pictures of gas at the side there, you can see the explosions which is why we are keeping this live feed up during our interviews and during are broadcast this evening. There have been sounds coming from that feed, as well, and another explosion just there. We are keeping a cross that. Im just hearing in my ear potentially aircraft as well, so we are going to keep across this live feed is another seeming exclusion there are echoes out. I want to take you inside gaza has yet another seeming explosion takes place there. The bbc has rare insight into whats happening in gaza because we have handful of journalists inside the territory. One of them is Adnan Elbursh a bbc arabic journalist today, while reporting what has happened in his district he came across friends and neighbours who had been killed. He sent us this report, and a warning it contains distressing images. My name is Adnan Elbursh, a reporter for bbc arabic and a resident of gaza. Here in shifa hospital, bodies lay everywhere. The injured scream for help. You can never forget these sounds. Among the dead and wounded my cameraman, mahmoud, has seen his friend malik. Malik has managed to survive, but his family have not. This is my local hospital. Inside are my friends, my neighbours. This is my community. Today has been one of the most difficult days in my career. I have seen things i can never unsee. This young girls home was destroyed. Her relatives have been killed and she needs help. My daughter is the same age. I want to give her a hug. In the chaos, we try to understand what is going on. A mother sits next to the bodies of her family. We were sleeping and they bombarded our house like everyone else. We dont have any Resistance Fighters in our building. All the building is full of residents. 120 people lived there. The corridors of the hospital are filled with bodies. The morgue can no longer cope. The bodies of the dead have to be laid on the floor outside the hospital entrance. You never want to become the story, yet in my city, i feel helpless as the dead were given no dignity and the injured are left in pain. That gives you an insight into what are teams in gaza are going through. Just to let you know why we are keeping these live pictures of gaza up, this is a live feed Camera Position and over the last 15 minutes or so we have just seen those flashes of light from explosions and heard there are echoes of military fire, so we are keeping across those pictures. The darkness in gaza is explained by the fact that power is running out, people are now dependent on their own generators, some solar panels, some fuel for generators, but the main sources of power have now run out, so it is limited. 0ver main sources of power have now run out, so it is limited. Over the last couple of evenings, as we see another huge flash of light there, we have seen buildings lit up. It is pretty dark, as you can see. As another explosion happens there. This is day six of the israel gaza war. The Gaza Health Ministry 14 hundred people have been killed in gaza since israel launched retaliatory air strikes. It was in response to attacks that have been launched by hamas Saturday Israeli Authorities Say at least israeli Authorities Say at least 1,300 were killed. Earlier i spoke to danny danon who is an israeli mp for the Knesset Party and former Deputy Minster of defense for the country. I asked him if israel is doing enough to avoid civilian casualties in gaza yes. You know, our goal is not to harm civilians. Our goal is to eradicate hamas. And we intend to do it. So we will try and well do our best to minimise the number of casualties among civilians. But anyone who will get hurt in gaza, the responsibility is hamas. Well, there are there are palestinian groups. There are palestinian. An unprovoked attack against israel from gaza. People from gaza entered our communities, slaughtered our babies, raped our daughters, and went back to gaza. Not only hamas militants, but also residents from gaza. We have evidence for that. So we are not going now to punish anyone from the residence. But if there will be casualties, we are not to be blamed for that. Well, there are palestinians describing this as collective punishment, 2. 3 Million People in gaza. Not all supporters of hamas. And when you stop basic supplies going into gaza, they argue that isnt protecting civilians. So lets talk about providing supplies. 18 years ago, we moved out of gaza. We disengaged completely. We took out all the jewish communities. We have no responsibility for gaza whatsoever. They have a huge border between gaza and egypt. The border is not under our control. We left the border with egypt in 2005. So if anyone wants to send supply, you can do it from egypt. Israel was recently bombing that border. Bombing that border crossing. So im telling you that we should not be the one taking care for the needs of gaza. If the International Community wants to send supply to gaza, they are more than welcome to do it. Another point we are doing our best to convince he population to move away from hamas headquarters. The population to move away from hamas headquarters. 0nly today we send pamphlets and Text Messages to the neighbourhood of beit lahia, and we told the residents there, move out, dont stay there because we are coming to attack hamas. It will happen. And we dont want you to be in in the line of fire. That has left 330,000 people homeless in gaza. They are not homeless. You know, they can move south, they can get support from unwra and other organisations, but its better for them to move from the homes for a few weeks rather than to stay there next to hamas headquarters and then unfortunately there will be casualties. But you just said theyre not homeless if they have to leave their homes and their home is flattened in an air strike, they are homeless. Well, i dont know what will happen to the homeless. Its not our goal to flatten anyone house. Our goal is to kill the terrorists who came unprovoked and slaughtered our communities. Slaughtered our communities so no one can come with any complaints to us. What do you want us to do . To sit idly by and to wait for the eu and the un to condemn hamas and to ask them nicely to stop attacking us . The Days Whenjews were massacred and no one reacted are over. We have our independent country, a strong military, and we are going to use the might of the idf to restore security to our citizens. This is bbc news. The Minister Responsible for International Aid said a review of funding for Palestinian Refugees could lead to fast tracking of government support, meaning essential humanitarian supplies could be moved nearby. Faisal islam has more on the world banks annual meeting in marrakesh. Events you have obviously been overshadowed by events in the middle east. Some European Countries have suspended their age to those in the gaza strip. I put that to the Uk Development minister, who has been trying to make sure that there is no what he calls leakage of eight to the hamas administration. The implication of what he told me a few months ago was they were looking in both directions, both at protecting the sanctity of that funding to the un refugee organisations in gaza, but also the fact that that need might be much more quick than previously thought. This might be much more quick than previously thought. Might be much more quick than previously thought. This is probably the most scrutinised previously thought. This is probably the most scrutinised aid previously thought. This is probably the most scrutinised aid budget previously thought. This is probably| the most scrutinised aid budget that britain has anywhere in the world, it is watch 20 a7. Two years ago we stopped giving any money to the palestinian authority. The changes we made them make us confident that it is doing the right thing. And this fast moving and desperate circumstances it is only right that we should be looking at all possible outcomes were humanitarian support may be needed. We are well advanced in doing that and they will start to move essential humanitarian supplies forward so we can respond fast. We are absolutely on the case and will do whatever necessary to play our part in meeting humanitarian aid. Amongst yourfellow part in meeting humanitarian aid. Amongst your fellow European Development ministers, there was a debate and some have actually withdrawn age. Is that taking any part of the uk governments thinking, that it what has happened is so egregious that eight might be withdrawn from palestinians. The americans withdrawn from palestinians. Tue americans have withdrawn from palestinians. Tte americans have increased their aid to anwar. This is one of the most sensitive areas in the world and we are pretty confident that it is doing what it said on the ten are not looking away anywhere else. You can hear there not looking away anywhere else. You can hear there from Andrew Mitchell that, yes, they are looking to clarify and to check that the uk eight, the tens of millions of pounds that goes into the palestinians, that that goes to refugees. They want to ensure that, but the sense that i got was that Andrew Mitchell was preparing to make sure that that eight was immediately available, move perhaps nearby in the region, if, as we have been hearing, it might be required sooner than expected. The uk is arranging flights to get stranded british nationals out of israel. The Foreign Office says the next claim will be leaving tel aviv sometime today and more flights are planned in the coming days. In london, to british people whose relatives are amongst those taken hostage by her mass by hamas, have been speaking. My have been speaking. The outlook for the next few days as we look towards the weekend will bring quite a lot of sunshine, but, with that, a decidedly chilly feel some chilly days and some cold nights. Some places will see their first frosts of the season. There will be a few showers around. Some of those could be wintry over high ground in the north. During today, Southern Parts have seen cloud and some outbreaks of rain. That was how it looked in hastings. And some really heavy rain is on the way for friday in association with this area of low pressure, this frontal system, pushing up from the south. Turning really wet overnight across parts of england and wales. There could be enough rain in places for some flooding. But some mild air will be pushing up with this weather system, so overnight lows across the southern half of the uk in double digits. Further north a little bit chillier, but not as cold as it was last night because it will be quite breezy, and there will be this little weather front bringing some cloud and some splashes of rain. So, for tomorrow, outbreaks of rain particularly across parts of england and wales, although there will be some sunny gaps. Turning really quite windy across central and Southern Parts and also very windy up to the north. Sunny spells and showers for scotland and for northern ireland. Here, getting into some chilly air, 10 13 celsius. Some mild or even warm conditions further south it could get to 20 celsius in london, but that will not last into the weekend. Now, we will see gales during friday night across northern parts of scotland, but its the Wind Direction that brings the real change in the feel of things. These north westerly winds bringing Colder Weather southwards across all parts of the country. Now, that said, there will be quite a lot of sunshine around on saturday, but showers in areas exposed to that north westerly wind and those showers turning wintry over high ground in scotland. Temperatures of seven celsius in stornoway, 1a celsius in london and in plymouth. On saturday night, there will still be a few showers. We could see snow down to say 200 or 300 meters above sea level across parts of scotland. Under largely clear skies with the winds easing, its going to be a cold night. Many places getting close to freezing, some places getting below freezing. A touch of frost for quite a few locations, i think, on sunday morning. But a mostly fine and sunny day, not as many showers. The winds will be lighter, but it will still feel rather chilly. Temperatures for most between eight and 13 celsius. Hello, im christian fraser. Youre watching the context on bbc news. In these disaster cases you have to choose between patients, which one will survive more and then you choose your patient.
