Tonight, thank god its them instead of you. Live aid lives on. One of the most famous concerts of all time is being turned into a musical. Live aid the musical happened 40 years live aid the musical happened 40 years ago. Live aid the musical happened 40 years ago, it was at wembley, you know a cloudy day four wales, when developing later, some and blustery showers for scotland and Northern Ireland. All the details later in the programme. Good morning. Its monday the 2nd of october. Our main story Health Leaders are warning of extreme disruption to services in england, as doctors begin their most significant Industrial Action so far. The three day walk out is the longestjoint strike byJunior Doctors and consultants in the history of the health service. Theyre arguing for above Inflation Pay rises, but the government says this years increases are fair and final. Our Health Correspondent Sophie Hutchinson has more. Full pay restoration doctors of all levels on the picket lines. But todays three day walk out marks a clear escalation in this pay dispute, a signal that neither consultants norJunior Doctors are ready to back down. The doctors strike runs from 7am today and finishes at 7am on thursday morning. As on christmas day, only emergency and basic care will be provided. Routine services will be severely disrupted, according to nhs england. Im used to the pain. Sometimes its worse than others. Rosie mitchell knows just how frustrating it is to have an appointment cancelled. She has waited two years for a full Shoulder Replacement and had surgery delayed because of a doctors strike. Well, its depressing. It affects every part of your life because, because youre in pain and because you cant sleep properly and you dont know whats coming up. And also, its on your mind because nobody wants a major operation. I just want to get it out of the way and start to get back to some kind of my normal life. So far, nhs strikes have led to more than a million cancelled operations and there have been warnings of risks to patients. Doctors have apologised but say they wont stop the action until they are given above Inflation Pay rises. Starting from a position where theres risk every day for patients in the nhs because theyre waiting far too long on Waiting Lists, Emergency Care is delayed with the delays we see in Hospital Handovers and ambulances being delayed getting to patients and that actually leads to harm every day in the nhs. What were trying to do here is to force the government to address the Workforce Crisis that would allow us to actually reduce that harm long term. But the government says this years rises of 6 for consultants and almost 9 forJunior Doctors are final. Its more than 100 days since the sides spoke to each other, and despite the risks to nhs patients, theres no sign of an end to this dispute. Sophie hutchinson, bbc news. We will be talking about the impact of that throughout the programme. Water companies in england say theyre planning to almost double spending on infrastructure by 2030 to cut leaks, reduce sewage discharge, and Build Reservoirs but the cost would be passed on to customers. Theyve submitted proposals to the regulator worth £96 billion, which would see the average bill rising by more than £150 by 2030. Heres our environment correspondentjonah fisher. We will run out of water not within the next 50 years, but within the next 5 10, if we do nothing. East anglia is the driest part of the uk, and making sure theres enough water for everyone is a recurring headache for the local Water Company. Climate change is the biggest challenge we face as a company. This is part of the solution. Put my plate down the back, yeah . A huge Pipeline Project costing more than half a billion pounds. It will transport water from the wettest to the driest areas, and eventually stretch more than 180 miles. Its taking water from north lincolnshire, where we know we have more rain, bringing it down to norfolk, suffolk, and essex, where we have a lot less. Theres widespread agreement that, after years of under investment, our water and sewage infrastructure just isnt up to the job. Its going to take billions of pounds and big projects like this one to fix it. And the bad news is that its you and i, through our bills, whos going to have to pay for it. Today, the Water Companies put a price on it, telling the regulator they want to spend £96 billion from 2025 to 2030. They say it will be used to build new reservoirs, plug leaky pipes, and reduce the flow of raw sewage into our waterways. Well be challenging and scrutinising Company Plans to show that costs are efficient and to ensure that they are good value for money and that companies are able to deliver on their promises to clean up rivers and seas. The Water Companies say the extra cost for the average bill payer will be £84 a year in 2025, rising to more than £150 extra by 2030. What would you say to someone at home who says, why should i pay . The Water Company have taken dividends, profits, it should be up to them. So the balance that this plan needs to make is that between being ambitious for the region and being affordable for customers, the investment is paid for upfront by our by our shareholders, our capital investment. And that is then reclaimed through Customer Bills over the lifetime of an asset, and that is the regulatory model we operate in. The regulator now has a year to decide whether these plans and price rises will get the go ahead. Jonah fisher, bbc news. Pupils from two schools involved in a fatal bus crash in merseyside will be offered support as they return to class this morning. 15 year old Jessica Baker died when the vehicle, carrying students from west Kirby Grammar School and Calday Grange Grammar School, overturned on the m53 in wirral on friday. The driver 40 year old Stephen Shrimpton also died in the crash. A 31 year old man is due to appear in court today charged with a public order offence, after reports an image of young cancer patient Bradley Lowery was used to Taunt Opposition football fans. The alleged incident happened at sheffield wednesdays home game on friday against sunderland, the team six year old bradley supported before he died of cancer in 2017. Peak time railfares have been scrapped on Scotrail Services from today as part of a six month pilot scheme. The cost of a rush hour ticket between glasgow and edinburgh has almost halved, in efforts to boost rail travel. The operator has warned customers that trains may be busier than usual. Donald trump says he plans to appear in court in new york today, for the opening of a trial where hes accused of a years long scheme to inflate the value of real estate and financial assets. The former us president said he was going to fight for his name and reputation. The chancellor will announce an increase in the National Living wage. Hell also tell the conservative Party Conference that he intends to toughen sanctions for people on benefits who dont take steps to find work. 0ur Political Correspondent ione wells has this report. Should the government be cutting taxes ahead of the election . Are you disappointed this could be the end of hsz . Questions still following ministers everywhere they go. Will the conservatives cut taxes . Will they scrap the Hs2 Railway Leg to manchester . Today, its the chancellors turn to try and move the agenda on. Good morning. His pitch confirming ministers will accept an independent recommendation to increase the National Living wage to at least £11. Not a Surprise Ministers almost always do. Hes also saying he will announce tougher punishments for people on benefits who dont take steps to find work. Though more detail wont come until the autumn. Butjeremy hunt will hope talk of incentivising people back to work will distract from other issues dominating this conference, like whether hell lower taxes, something ministers have said isnt on the table just yet. Theres a reason that taxes are high, and thats because the economy is slow. Were spending an enormous amount on debt interest, and actually, we increase public spending a fair bit. If there are any tax cuts before the election, almost certainly, id say absolutely certainly, they will be reversed and more than reversed after the election. Last year, rishi sunak was far away from tory conference after losing to liz truss and her major tax cutting agenda. Today, shes back, and so are her ideas from last year. Shell use a speech to call on the government to cut tax for businesses, build more houses, and bring back fracking. Rishi sunak s allies would argue hes already won the argument with liz truss to prioritise Cutting Inflation over tax cuts right now. These familiar arguments and disagreements of theirs could mean todays Conference Centre may well feel a sense of deja vu. Ione wells, bbc news, manchester. We can get more on this now from our chief Political Correspondent Henry Zeffman whos at the conservative Party Conference. Henry, what more do we know about the announcements due to be made today . Good morning. Today is all about the economy at the conservative Party Conference, and the economy is a pretty thorny issue for the conservative party at the moment. That is the thing that rishi sunak and jeremy hunt are determined to fix so that they might have a chance of winning the election of that we are expecting next year. Sojeremy hunt of the chancellor will be giving a speech this afternoon in which we are expecting two key announcements. 0ne which we are expecting two key announcements. One is to do with the National Living wage, effectively the minimum wage, which most people are paid. He says the government will accept the independent advisors recommendation for it to grow up to at least £11 an hour from next year. That is some ligament always does, they always accept those recommendations, but nevertheless, still a significant moment, because that is a big increase. Secondly, he will be talking about the Sanctions Regime for those who dont do enough, in the governments eyes, to seek work and toughening up on that later this year. I should so that shortly before jeremy year. I should so that shortly Beforejeremy Hunt year. I should so that shortly before jeremy hunt speaks, year. I should so that shortly Beforejeremy Hunt speaks, we will Beforejeremy Hunt speaks, we will be hearing on the fringes of the conference from the woman who actually made him chancellor, liz truss. She is kind of the ghost of this event, because last year, she was the choice of conservative activists over rishi sunak to be Prime Minister, and she will be arguing for tax cuts, but she well knows Thatjeremy Hunt will not be offering those in his speech. fix, lat offering those in his speech. A lot offering those in his speech. A lot of changes offering those in his speech. A lot of changes in offering those in his speech. A lot of changes in a offering those in his speech. A lot of changes in a year. Offering those in his speech. A lot of changes in a year. And offering those in his speech. A lot of changes in a year. And we will also hear about some guidance on mobile phone issues in schools. Yes. Mobile phone issues in schools. Yes, a story breaking mobile phone issues in schools. 1913 a story breaking overnight. The Department For Education will be releasing shortly, we are told, new rules for schools, where they say they want pupils to be able to bring their Mobile Phones to school, to help them with the journey to and from school, but not use them during the school day. When i say those are new rules, what we dont think they are going to be as new laws compelling schools, it will be guidance from the government basically suggesting best practice for schools, so one concern here i think might be, is that actually necessary . From the sound of things, in a lot of things, that already is in a lot of things, that already is in place. The Department For Education last year concluded it did not need to produce new rules because so many schools are doing this anyway. But clearly something has changed and we will hear more than that from the Education Secretary i am sure. Than that from the Education Secretary i am sure. Henry, thank ou ve secretary i am sure. Henry, thank you very much secretary i am sure. Henry, thank you very much. Good secretary i am sure. Henry, thank you very much. Good luck secretary i am sure. Henry, thank you very much. Good luck today. | secretary i am sure. Henry, thank| you very much. Good luck today. A long three days for henry and the team that there just down the road. The time now is 6. 14. If you havent watched last nights strictly come dancing yet, heres a Spoiler Warning les dennis was the first to be voted out of this years competition. The actors samba with partner nancy xu failed to get him through the first round of eliminations. Such a shame somebody has to leave. I thought he would be in it for ages. He was great fun. He will be remembered. Now he can enjoy the rest of the series like the rest of us. They still stay involved, and may be without the stress of being voted on a Saturday Night. Heres carol with the weather. A foggy start for some of us, especially in the south west of england, where the fog is quite dense. Some pockets of fog and mist elsewhere as well, so bear that in mind if you are travelling. Another thing worth mentioning is the difference in temperatures. At the moment in exeter, the temperatures 17 celsius, whereas in aboyne in aberdeenshire it is hovering between three and four, so in essence this morning, mild and murky in the south, clearer and cooler in the north. A couple of Weather Fronts across southern areas, some drizzle coming out of this cloud across ireland and wales, else across Northern England. Blustery showers continue through the day on and off across northern and Western Scotland and Northern Ireland. We could see one or two getting into Eastern Scotland and Northern England later on, but the rain developing more widely through the day across england and wales. Some of that will be heavy and also thundery. Temperatures 13 in lerwick took 22 in london. Yesterday we gotjust over 24 celsius. Through the evening and overnight, all the rain across england and wales moves over towards the north sea, and a lot of it will clear. We hang on to the showers across the north and also the west, and the wind will start to pick up across Northern Areas as well. Feeling fresher in the south tonight compared to what we currently have. Any dregs of this Weather Front Clearing away through the course of tomorrow, then we are in more of a west and north westerly flow, more showers coming in from the west, some of them getting over towards the east, as we go through because of the day. It will also be windy, particularly across the northern half of the country. These are attempts, 12 in the north to about 19 in the south. Not feeling as humid in the south as it has done for the last few days. Carol, thank you. Lets have a look at todays papers. The times leads with health strikes, reporting that hospitals are facing steep bills to pay for cover whilst doctors are on the picket line. The paper says one medic received almost £8,000 for a cover shift. The daily mirror unveils a number of high profile Celebrity Backers for its Campaign Calling for Free School Meals for every Primary School child. 0livia coleman, kate winslet, and brian cox are among those supporting it. And the Daily Express leads on a preview of Chancellorjeremy Hunts tory conference speech, in which he says he wants to incentivise work over claiming benefits, as well as raise the National Living wage next year. We will speak to him a little bit later on breakfast. The front page also includes a photo of rory mcilroy lifting the ryder cup last night. We are also hoping to talk to luke donald later in the programme. It is 6. 18. We are hoping to speak to him after 8. 30, 6. 18. We are hoping to speak to him after8. 30, but 6. 18. We are hoping to speak to him after 8. 30, but we know they were partying into the night. Keep your fingers crossed everyone. L earlier this year, the promising british athlete Innes Fitzgerald turned down the chance to fly to the world Cross Country championships in australia for environmental reasons. After speaking out on climate issues, her story made headlines Around The World and now shes won a bbc green sport award. Qasa alom has been to meet her. Bubble and squeak. Innes, congratulations. What you have done has been something that is really inspirational. How do you feel getting this award . Yeah, ifeel like its a real privilege. I never set out to achieve awards from this. Ijust wanted to raise awareness about, like, climate related issues within the athletics and sporting world. Trying to get up and coming athletes think about what theyre doing and their impacts on the climate as well. Earlier this year, innes turned down the opportunity to compete in the Cross Country championships in australia because of the impact flying there would have on the environment. It was like, well, i can go there and i might do really well, but can i justify taking that Flight Withjust doing like one race, running for like five minutes, which obviously would mean so much if i was to do really well, but the emissions from that flight is just so great and i just at the time couldnt justify it at all. Three, two, one, go. What was that conversation like with you . Did she talk to you about it beforehand . Yeah, we talk about it and obviously it factors into what training were doing if someones going to be going, you know, peaking again for another chance. And its not a problem. If thats what innes wants to do, thats what were doing. Its not like its a major deal. When youre a junior, thats huge for you, going to those champs. Its a massive sacrifice for innes. But in terms of development in the long term, it doesnt change anything. Did you face any backlash at all to that . I mean, theres always someone. Yeah, i was trying not to, like, get too down and reading comments and stuff online, but i kind of like was thinking, look, ive decided to do this. Ijust need to stay strong and just believe in myself. Although other people might be belittling my decisions, but its definitely really empowering when i get messages from other people saying, im so grateful for what youve done, or like, im now changing this in my life. It gives me confidence that actually what im doing is making a bit of a difference. Coachjust said, take a break, innes. Innes just said, no chance. I think its really hard, especially for young people knowing that theres an opportunity and then being torn by it, because like innes has often said, she finds the personal impact of the Climate Crisis upsets her. But shes also wanting to perform. She senses an opportunity to go there to win and shes feeling conflicted. Obviously, i would be so proud if she had been there, but then i was so proud with how the story caught on and the way in which it was portrayed and people thinking, well, yeah, we do need to make a stance on this. The other side to that, i mean, there may have to come a time where you are going to have to go to these events, not necessarily just for the times on the track, which you are smashing, but soaking in that atmosphere, getting used to the whole process of it all, competing against the best across the world as well. Yeah, no, definitely. Obviously, i want to go as far as i can on the global stage, and do as well as i can. But there might be sacrifices i have to make along the way. So is this a case where youre not necessarily saying that you wouldnt rule out flying or going to other places, but you just want to think long and hard about it . Yeah, i think i dont want to make any decisions now about what im going to do in the future. I think it will all just come with time. Obviously, id love to go to world champs and the olympics one day, but i kind of want to make sure i think all the decisions i make through thoroughly. Well done, guys. Good job. The stance that innes has been taking, do you think that is rubbing off on other athletes or others that she trains with, in some way they look up to her . Yeah, i think because innes is fast, the youngsters just love her anyway. So whatever innes does, shes like their hero, i think. I really hope in the future, therell be more green decisions that are made within the governing bodies. And i think itsjust about working together, working with each other, working with Different Companies that can help provide greener and Sustainable Ways of doing things thanjust the norm nowadays. I think i shouldnt feel restricted just because i want to speak out about the problems that we have. I feel like i should be able to balance that and do well in my running as well. Well done, innes. Youve been amazing on and off the track and you thoroughly deserve this green sports award, young athlete of the year 2023 from the bbc. Well done. Thank you well be speaking to innes live at 8. 50. To find out more about all the winners of this years green sport awards, theres a special Programme Available now on iplayer, and across the bbc sport website and app this week. Witnesses are being sought by the parents of a boy who got trapped and badly hurt in an escalator at London Bridge station. Four year old oscar suffered life changing injuries after a visit to the new years day parade on 1st january. The boot he was wearing got stuck in the side of the escalator and his parents have now decided to take network rail to court. Mentally, were still not over the situation. We still, we relive it quite a lot. And hes very cautious now, more than ever. But its, hes too cautious to things so he always asks me, is that ok . When it should be completely fine. Network rail say although it is saddened by the incident, it would be inappropriate to comment while a case is ongoing. The conservative Party Conference was nearly rocked by a comment made by their Candidate Standing in next years london mayoral election. Susan hall made this slip of the tongue. I will be sitting at my desk in city hall as your first female labour. No, not labour never labour Yourfirst Female london mayor. It was shut after crucial bearings, deep underneath the bridge were found to need replacing. Traffic can once again use the bridge from this morning but it will be a few days before the scaffolding comes down. Lets take a look at the tube board now. Metropolitan line, no service between Chalfont Latimer and chesham due to a person on the track. Now onto the weather with sara. Morning. Another really mild start across london and the southeast this morning, again temperatures in the mid teens to start. An awful lot of cloud which We Saw Yesterday of course and then through the day today that cloud is going to thicken even more bringing light and patchy showers this morning. Heavier ones this afternoon and evening, they could be thundery. There could be some breaks in the cloud, it will still be quite warm as well. Overnight tonight were going to start to see that whole system trying to pull away off towards the south and east, so some clearance developing eventually from the north and west. Consequently its not quite as mild first thing tomorrow morning. Temperatures typically holding up. The Bigger Picture for the middle part of the week, as the High Pressure is building in from the south, it will be fairly breezy, tuesday and wednesday. But a lot of dry and fine weather and in fact, for tomorrow, it will be a bright day, lots of sunshine through the day but it will be fairly windy. And those temperatures actually will have come down and they will be closer to average for the time of year. And then that High Pressure will try and settle midweek, could be warmer again next weekend. Thats it for now. More on the website. Hello, this is breakfast withjon kay and sally nugent. The price of a first class stamp is going up again for the third time in 18 months. From today one will cost you £1. 25, thats up 15p, while a Second Class Stamp stays at 75p. That isjust one set of cards in one box in one aisle in this massive warehouse. Stewart is making sure they are all organised so they can send the right cards to the right retailers. The concern is for you and me to send cards, it is getting more expensive. From today the cost of a first class stamp has gone up by 15 p. Second class stamps are the same price. I went out yesterday and bought a book of four first class stamps, which cost me £4 40. Today, this would cost me £4 40. Today, this would cost you £5. If you have got old stamps, as long as they have got a bar code on, they can still be used. The worry is that businesses like this could be affected by the rise in cost of sending cards and letters. To give you a sense of how big the Greeting Card Industry is, in this warehouse alone, they sent out 50 million cards to retailers across the uk and Around The World every year. My goodness, we do like to send our cards. We spent £1. 5 billion on Greeting Cards on the uk last year. As a nation we send more cards per person than any other country. The concern is that with stamps getting more expensive, we mayjust think twice stamps getting more expensive, we may just think twice and stamps getting more expensive, we mayjust think twice and perhaps send fewer cards. Lets speak to david who is the Chief Executive here at this fire. How much of a difference will make, 15p, is that a rise that people might be deterred . We are always concerned about Price Increases but we believe that the industry is fairly robust in terms of why people send Greeting Cards, its notjust about of why people send Greeting Cards, its not just about the class. It was not as straightforward as you might have expected yesterday. The tears flowed, the beers have flowed. And im not sure much sleep has followed those celebrations in rome that lasted into the early hours. As the European Team capped off a remarkable turnaround after that humiliating defeat in the us two years ago. Andy swiss reports. They are europes golfing gladiators, a roman triumph from a remarkable team. Earlier, the home fans had arrived full of confidence. They only needed four points. America needed a miracle. And at first there was no sign of one. After early wins for Viktor Hovland, Tyrrell Hatton and an emotional rory mcilroy, europe needed just half a point. It all seemed straightforward. It wasnt. Matt fitzpatrick had a putt for the cup, but he missed. Max homa didnt and a us fight back was on. Superb. But with european nerves jangling, enter Tommy Fleetwood in dazzling fashion. Oh, shot of the day shot of his life when he was guaranteed a half point, the celebrations could begin. And when in the next hole he won his match it was official. And the ryder cup is back in european hands. Tears ofjoy for fleetwood. European euphoria, but also relief. Its an amazing feeling and an amazing pressure and just so happy that we managed to do it. And soon the trophy was theirs and rome was rocking. Well, what an unforgettable day for europes players and for their thousands of fans here. Theyve won back the ryder cup in sensational style. Andy swift, bbc news, rome. Leading those celebrations, rory mcilroy. That was on the team bus, alongside team mate shane lowry there. Remember mcilroy was in tears two years ago. The 3 1 home defeat to aberdeen on saturday was their third of the Scottish Premiership season and put them seven points behind leaders celtic. The club said results had fallen short of what everyone connected to rangers would expect. Former midfielder steven davis has taken interim charge. It was an eventful start to the new Womens Super League season. There was a record crowd of over 54,000 at the Emirates Stadium as arsenal were shocked by liverpool 1 0. And the defending champions chelsea picked up where they left off beating their london rivals tottenham 3 1. The american striker mia fischel, a lifelong chelsea fan, said it was a dream to score on her debut at stamford bridge. Chelsea are going for a fifth consecutive wsl title. Englands laurenjames scored their second after half time. So a great start for emma hayes side. Last seasons runners up Manchester United got off to a winning start away at aston villa. They had to come from behind goals from lucia garcia, and then this header from striker Rachel Williams in injury time gave marc skinners side all three points. We spoke about this on yesterdays programme, but the row over the use of the Video Assistant Referee in liverpools defeat to tottenham on saturday is rumbling on. Liverpool say Sporting Integrity has been undermined by an error that failed to overturn an incorrect decision to disallow a luis diaz goal for offside with the match still goalless. In a statement, the club said they will explore the range of options available. The var officials were stood down from duty for the rest of the weekend and the governing body for referees, pgmol, admitted that Darren England and assistant dan cook had failed to act. It has also emerged that cook, england and michael oliver, who was the fourth official, were also part of a Match Officiating Team who took charge of a league game in the United Arab Emirates on thursday, raising more questions. Its a very mild start to the day for many of us this morning, but if you are in aberdeenshire, its a chilly start. Temperatures down there to three degrees. Quite a murky start in the south, mist and fog around, dense fog currently in the south west of england. Clearand fog currently in the south west of england. Clear and cool in the north but here we have some showers. The reason we have got Cloud In Southern Areas is because of this Weather Front, it is fairly weak but it will p9p up front, it is fairly weak but it will pep up later on. Low pressure not too far away in the north west, and here we will have showers especially northern and Western Scotland and Northern Ireland, on and off through the day. You might hear the odd rumble of thunder from them, a few will get into the east and Northern England. Forthe will get into the east and Northern England. For the rest of england and wales especially late morning into the afternoon, this is where we will see the Heavy Rain Developed and that will be thundery in places. Still humid and warm in the south, highs of 22 in london. Pressure behind the Weather Front, 13 to 17 degrees across scotland, Northern Ireland and Northern England. Through the evening and overnight, all of this rain pushes it steadily east. A lot of it clearing off into the north sea. Continuing with blustery showers in the north and west, the wind started to pick up. No problems with frost, overnight lows, seven to 14 degrees. As this front thinks south, we will notice Pressure Conditions are starting to follow on behind. Here is the front first thing in the morning, it does clear away. We have another Weather Front heading south as well, a fairly weak feature. As you can see from the isobars, we are looking at a west or north westerly breeze. Windy across the north of the country, that breeze blowing in a lot of showers initially to the north and west but some of them will make it over towards the east. In between we will have sunny spells. Temperatures 12 to 19 degrees. By tuesday, we will have lost the humidity across southern areas, feeling much fresher more or less across the board. As we move from tuesday into wednesday, High Pressure starts to build in southern areas, but we have a clutch of fronts connected to low pressure moving across the north of the country. That means rain across Northern Ireland and scotland, through the day we will push that in across Northern England and continue to Journey Towards the north sea. Behind it there will be some showers but where we have got High Pressure building in the south, much drier conditions and here we are looking at one or two showers potentially in wales and the south west, highs 12 to 19 degrees. Beyond that, as we head into thursday, breezy and wet across the north and west sums it up. Cloudy with a few showers or light rain and drizzle in southern areas. Moving on into friday, there will be more sunshine in southern areas but wetter and windier in the north. If the forecast turns out as we think it is going to as we head into next weekend, its going to be quite warm in southern areas, especially where it could hit 25 once again depending on the sunshine if on saturday. Thank you, carol with that in mind. Lets go back to a sunny saturday in july 1985. Live aid, one of the most famous days in music history, when queen, u2, david bowie and many others performed an all Star Charity Concert at Wembley Stadium. Now live aid is being made into a Stage Musical and bob geldof has given the show his blessing. Hes been talking to our entertainment correspondent colin paterson. Its 12 noon in london, 7 00am in philadelphia, and Around The World, its time for live aid. One of the most famous concerts of all time is being turned into a musical. All right live aid, which raised Money Forfamine relief in ethiopia, was watched by an estimated 1. 5 billion people in 1985. Now a Stage Version is heading to the Old Vic Theatre in london with the blessing of the original organiser, bob geldof. Tell me why, i dont like mondays. Live aid the musical, why . Live aid the musical, whod have thought . You know, live aid the musical happened 40 years ago, it was on in wembley, you know. They came and said, we know youre going to say no, but we want to do it because our dads have never stopped talking about this day. We think its theatre. You know, lets put on a show we can be heroes, just for one day. The musical is called just for one day after the line from david bowies heroes. Are there people playing david bowie and bono and Freddie Mercury . No, no, its not a tribute thing. I wouldnt have anything to do with that. I hope that someone gets my message in a bottle. The songs drive the drama along. It hinges on individuals and their experience because that was live aid. Well, tonight thank god its them instead of you. The plots will balance a behind the scenes look at how both band aid and live aid came together with a love story inspired by real events. Very cleverly, theres a story, and the story is based on actual testimony from the day. Its real people telling their story throughout this. So its complex theatre. Which songs do you pick from live aid . Where do you begin this . Speaking words of wisdom, let it be. The Band Aid Charitable trust will receive 10 of all ticket sales. Bob geldof hopes the musical will tour, possibly internationally, after its original nine week run starting injanuary. The one thing he has not been enjoying . Going to early script reads and seeing someone play him. Its bad enough being bob geldof, its slightly worse seeing somebody pretending to be you. The one upside from me is that hes got an amazing voice, stage bob, so people will actually think that i sing as good as that Feed The World live aid lives again. Colin paterson, bbc news. He has certainly got some good some. I remember it so well, dont you . It was a magical day. It has certainly got some good songs the live aid musical, just for one day, will have a nine Week Limited Run at the Old Vic Theatre in london beginning in january. I would say, i would guess, it has the potential to run longer than that and travel around. One day everything will be a musical, wont it . Bbc breakfast, the musical ila if youre learning to drive at the moment, your biggest stress might not be parallel parking or three point turns but actually finding somewhere to take your test. Theres a huge backlog this year, with some learners waiting from today thousands of extra tests are being made available, to help cut the Waiting Lists. In september, the average wait time for a driving test in britain was 20 weeks. There are more than half a million learners booked in for their test over the coming months. The driver and Vehicle Standards Agency said the Long Waiting Times are due to increased demand, Industrial Action on Civil Service pay, and a change in customer behaviour, with more people booking in advance because of concerns about not being able to get a test. The dvsa is now taking steps to reduce the wait, including recruiting new examiners and asking recently retired examiners to come back to work. Were joined now by mark born from the aa driving school, and polly, who passed her test this summer. Morning, both of you. Polly, you did quite a clever thing to pass your test, share with us how that come about. , test, share with us how that come about. ,. ,. , ~ about. Yeah, my dad was quite keen for me to get about. So i did my theory straightaway, and then you can book a test so we kind of booked one in a random placejust to have a test so we kind of booked one in a random place just to have one so you can get the cancellation later down the line. We went the night before and stayed in a hotel and practised that evening and then in the morning as well so i knew the road is a bit. Absolutely, and certainly get a slot somewhere. Absolutely, and certainly travelling get a slot somewhere. Absolutely, and certainly travelling to get a slot somewhere. Absolutely, and certainly travelling to places. And certainly travelling to places like lincolnshire or in the south west as well, and it is using these south west as well, and it is using these booking apps where you book a test, because there are no tests available test, because there are no tests available locally Cookery Book A Test and available locally Cookery Book A Test and then hope for a cancellation locally, so you book a test cancellation locally, so you book a test and cancellation locally, so you book a test and then hope for a cancellation on these apps look for a cancellation for you. That is part of the a cancellation for you. That is part of the problem. Since we have had the backlog since covid, these businesses have sprung up to capitalise on the fact that it is so difficult capitalise on the fact that it is so difficult to capitalise on the fact that it is so difficult to get a test. So the news from difficult to get a test. So the news from the difficult to get a test. So the news from the dvsa last week that they are going from the dvsa last week that they are going to increase the number of tests are going to increase the number of tests and are going to increase the number of tests and not to make a ten to start tests and not to make a ten to start to tests and not to make a ten to start to make tests and not to make a ten to start to make a dent in the backlog, that is start to make a dent in the backlog, that is a start to make a dent in the backlog, that is a real start to make a dent in the backlog, that is a real good thing. That is a real good thing. There are 150,000 slots that is a real good thing. There are 150,000 slots released that is a real good thing. There are 150,000 slots released today, i that is a real good thing. There are| 150,000 slots released today, what does that mean . Does that mean . There is a half a million backlog does that mean . There is a half a million backlog but does that mean . There is a half a million backlog but that does that mean . There is a half a million backlog but that is does that mean . There is a half a million backlog but that is great i million backlog but that is great news, million backlog but that is great news, those slots, because the behaviour news, those slots, because the behaviour of people booking tests early or behaviour of people booking tests early or not cancelling tests if they early or not cancelling tests if they are early or not cancelling tests if they are not ready, so if you have ot they are not ready, so if you have got a they are not ready, so if you have got a little they are not ready, so if you have got a little bit more capacity within got a little bit more capacity within the tests, it does take the pressure within the tests, it does take the pressure off. There is nothing worse than having pressure off. There is nothing worse than having to go, i have to go for my test than having to go, i have to go for my test because if i dont, it will be another my test because if i dont, it will be another six months. Thats a really be another six months. Thats a really difficult thing, if you are unsuccessful, the thought of having to wait unsuccessful, the thought of having to wait six unsuccessful, the thought of having to wait six months for another test and the to wait six months for another test and the extra costs. It s to wait six months for another test and the extra costs. And the extra costs. Its an added incentive to and the extra costs. Its an added incentive to pass, and the extra costs. I time now to get the news, travel and weather where you are. Hello. Im asad ahmad. We still relive it quite a lot. And hes very cautious now, more than ever. But hes too cautious to things so he always asks me, is that ok . And just to confirm, Conservative Susan Hall will stand against labour london mayor sadiq khan in may. Some good news for River Crossers, as Wandsworth Bridge has reopened after having closed injuly. It was shut after crucial bearings, deep underneath the bridge were found to need replacing. Traffic can once again use the bridge from this morning, but it will be a few days before the scaffolding comes down. Lets take a look at the tube board now. Metropolitan line, no service between Chalfont Latimer and chesham due to a person on the track. And a signalfailure is causing minor delays on the central line. Im back in half an hour. Bye for now. Good morning, welcome to breakfast with sally nugent and jon kay. Our Headlines Today the longestjoint Strike Action in nhs history. Junior doctors and consultants are walking out for three days from today, in a long running dispute over pay. Water bills to rise by £150 a year, part of a proposed upgrade plan by suppliers, to cut the amount of Sewage Spills. Tougher rules on benefits and a boost to the National Living wage the Chancellorjeremy Hunt will be on breakfast this morning, as he sets out his plans at the conservative Party Conference. Fresh from our visit to Buckingham Palace last week, 500 words judge sir lenny henry will be here to tell us about his new childrens book. For some of us, a foggy start to the day to day, especially south west england, and for england and wales generally, cloudy startled some heavier rain developing later, for scotland and Northern Ireland sunshine and blustery showers, i will have all the detail throughout this mornings programme. Sally has more news now. The chancellor will announce an increase in the National Living wage when he addresses the conservative Party Conference in manchester today. Jeremy hunt will also say hes planning stricter rules for some benefits claimants. Our Political Correspondent ione wells has this report. Hes also saying he will announce tougher punishments for people on benefits who dont take steps to find work, though more detail wont come until the autumn. Lets speak to our chief Political Correspondent, Henry Zeffman, whos at the conservative Party Conference. Henry, what are we expecting today . This is a conservative party that is staring at the possibility of defeat in a more meaningful way than they ever have done in the 13 years since they got back into government in 2010. Rishi sunak and his team are trying to do this week is to just begin to reverse that decline and arrest the poll gap that they have with the labour party, so what you will see today from jeremy hunt is an argument which i think will carry through over the next year up to that General Election, and that is about strengthening what he calls the social contract. So that means higher wages, we will hear about the National Living wage going up to at least £11 an hour next year, but it also means tougher measures on those who the government believes are not doing enough to seek work. There are difficulties for rishi sunak here, as you would expect, given there is as you would expect, given there is a General Election coming up which the party may well lose, there are potential leadership candidates just offering here and there are little policies that conservative activists here might be attracted to, and of course there is liz truss, the ghost at the feast, who will be delivering at the feast, who will be delivering a speech just Beforejeremy Hunts speech, at which he will be calling for more tax cuts for businesses at which she will be calling for more tax cuts for businesses, something we already knowjeremy hunt is not going to do. And were hearing about Government Guidance for Mobile Phones in schools. Yes, we expect an announcement very soon on new rules, new guidance for schools for kids with Mobile Phones. They will be saying of course they want children to have Mobile Phones to help them with the journey to and from school, but they should not be using them at school. I say rules, these are not going to be new laws that schools are compelled to follow, it sounds more like it is going to be guidance. A year ago, the Department For Education said they did not think they needed guidance because so many schools were doing this anyway. Clearly something has changed, we expect more details on that soon. More details on that soon. Henry, thank ou more details on that soon. Henry, thank you very more details on that soon. Henry, thank you very much. Spanish authorities are working to identify the remains of 13 people who died after a fire engulfed three nightclubs in murcia. Emergency crews were first called to scene in the early hours of sunday, when a blaze broke out in one venue and spread to neighbouring clubs. The cause of the fire is not yet known. A 31 year old man is due to appear in court today charged with a public order offence, after reports an image of young cancer patient Bradley Lowery was used to Taunt Opposition football fans. Doctors are urging those who are eligible to get their free vaccine to protect themselves and help reduce the strain on health services. From today, the price of a first class stamp is going up again, for the third time in 18 months. Ben is at a Greeting Cards factory in gloucester this morning. How much will they cost . The key number, and i have found a card to illustrate, is 15. 15p is how much a first class stamp goes up by from today, up to £1. 25. To illustrate that, i went and bought a book of four first class stamps yesterday, they cost me £4. 40. If you buy the same book today, it will cost you £5, one of times what it cost you £5, one of times what it cost you £5, one of times what it cost you last march. Royal mail says the costs have gone up, the fuel going to be trucks to get those deliveries around the country, staffing, all of those have gone up, the piece in time it still has an obligation to deliver to all uk addresses six days a week one and addresses six days a week one and a half times what it cost you last march. I should say that the price of a Second Class Stamp remains at 75p, if you have first class stamps, is long as they have a bar code on, they will still be valid, so you do not have to throughout your old ones, they are still valid. But the concern is for firms that rely on us sending cards and letters, like this Greeting Card firm here in gloucester, and i will speak to them about the impact it could have a little later. About the impact it could have a little later everyone knows tortoises are slow movers, but whenjoey a tortoise from penzance seemed particularly sluggish, his owners took him to the vet, and made an astonishing discovery. An x ray revealed that joey had developed an enormous bladder stone. The vet who operated on him said it was equivalent to a human having one the size of a basketball. Joey is expected to make a full recovery. Poorjoey it was more like the size of a tennis ball, but the equivalent of a basketball for a human. The time is 6. 13. Heres carol with the weather. A little fresher for the north, but still pleasant for the time of year. A fair bit of cloud around, and across england and wales today, that is certainly going to be the case for most. Some rain developing later as well, cool and clear in the north, but here we do have some blustery showers. Across northern and Western Scotland and Northern Ireland, and later a few getting into Northern England. As we come south, quite a bit of cloud around, and as well as that, we have some dense fog, particularly across the south west, one or two pockets around the airports for gap which, for example. Moving a bit further north, one or two breaks, some drizzle getting across parts of wales and Northern England first thing, then showers and Northern Ireland, northern and Western Scotland. But on either side of his showers, some sunshine, and really thatis showers, some sunshine, and really that is what will continue through the day across Northern England, scotland and Northern Ireland. Most of the blustery showers in the north and west, a few over towards the east, but the rim will develop more widely across the rest of england and also wales, and some of that could be heavy and thundery. As we head through the evening and overnight, all this rain continues to push off towards the north sea, the showers continue in the north east, and the wind will pick up north east, and the wind will pick up as well, but feeling much pressure behind this band of rain across southern areas. So all change winds again. Carol, thank you very much indeed. All all change once again. Dirty water, sewage in our seas and rivers, and how to pay for improvements these are issues weve covered many times here on breakfast. Now Water Companies in england are outlining plans to nearly double spending on infrastructure by 2030. Proposals have been submitted to the Regulator Ofwat worth £96 billion from the year 2025. If approved, the water firms say the plans will cut leaks by more than a quarter. They say theyll also invest £11 billion to reduce Overflow Spills, which they describe as the most ambitious modernisation of sewers since the victorian era. The firms say that would prevent 140,000 sewage Overflow Spills per year, but how would these improvements be funded . Well, customers water bills are expected to rise by £150 a year by the end of the decade. The Regulator Ofwat now has 12 months to decide whether these plans and price rises will get the go ahead. Our environment correspondent jonah fisher is at a Water Treatment works in cardiff. We have talked about a plan and investment and where the money will come from, is this it . Come from, is this it . Good morning from a rather come from, is this it . Good morning from a rather whiffy come from, is this it . Good morning from a rather whiffy cardiff. Come from, is this it . Good morning from a rather whiffy cardiff. If i from a rather whiffy cardiff. If youre watching from cardiff and the valleys this morning and you have just been to the toilet, what you flush away as probably either on its way here or arriving in the next couple of minutes, because this is the main Water Treatment facility for cardiff, it serves about 1 Million People and can process about 6000 litres of sewage a second. Why are we here . As you mentioned, massive proposals being put together by The Water Industry today for an investment from 2025 to 2030. Applications of course on all of our bills, but put together, this package, this proposalfrom the Water Companies is the biggest investment package The Water Industry has ever seen. Iam now i am now joined Iam Nowjoined by i am nowjoined by peter perry, the Chief Executive of welsh water, which is slightly different from the companies in england, it is a not for profit company, but still involved in the proposals today. Peter, thanks forjoining us. You are asking for £3. 5 billion, youre saying it will cost about £120 in terms of increases by 2030, how do you justify that to customers who are saying, these are really difficult times . Some of it will go on spills, but also in wales, the Biggest Issue we have had direction on from the Welsh Government is to deal with the phosphorus issues we have on some of our special Conservation Area rivers, so that is where the bulk of the spend is going, that is what will give us the biggest environmental gain. How can we be i sure that when we give you this huge amount of money, if it is approved by the regulator, that you will put it to good use . Because last week, the regulator looked at the performance of welsh water, said it was on the bottom category, stodgy to pay back £24 million to your customers. Should we will be putting more money in your hands . Absolutely. The reason we are in that category is primarily the impact of 2022, which you will remember was one of the hottest, driest years on record, followed by the winter freeze thaw. Lots of our investment is targeted at improving kpis, went to those issues experienced in 2022. Peter, thank ou ve experienced in 2022. Peter, thank you very much experienced in 2022. All the different Water Companies will be laying out for their customers in their respective regions today exactly what it means for them. We are talking about averages in terms of increases, but it will be different depending on where you are in the country. 0k, oh, thank you very much indeed. The family of a 15 Year Old Girl who was killed in a School Bus Crash in merseyside have described her as warm hearted, wonderful, and devoted. We have heard from the family over the weekend, we others were sent our best wishes, but it is very difficult, obviously two people have sadly lost their lives, and then as you were saying, two students have been badly injured, one particularly so. It is very difficult, but we will be in contact with the family and offer support where we can. I know there has been an outpouring of support from the community, how much help is that been to you and to the families over the last few days . Huge. I cannot underestimate that enough. Can i thank everybody . It is just remarkable, situations like this, how it pulls people together, it really does. It is quite heart warming the way people react to these things. I have had messages from people i have not seen for years. The whole education community, for example, a local school offered minibus support, staff to come and cover our staff so we could help with the situation on friday, it isjust we could help with the situation on friday, it is just overwhelming, really, in terms of the support we have had. I know the families as well appreciate the support, and it is just being there for each other, and ifound is just being there for each other, and i found that, is just being there for each other, and ifound that, i is just being there for each other, and i found that, i was with the casualties as they were being treated on friday, a special area that was set up, and this is that human contact that is important, and nobody should underestimate that. And as a head teacher, what can you do over the coming days, weeks and months, what do you need to do now . Just be there. It is about being present, really. Theres no manual for this, you obviously do training and courses to be a head teacher, but there is nothing in the script about this. It is about being human. Ifound about this. It is about being human. I found that about this. It is about being human. Ifound that on about this. It is about being human. I found that on friday. You about this. It is about being human. Ifound that on friday. You have about this. It is about being human. I found that on friday. You have to make decisions quickly, obviously, on a day like that, so for example i was dropping a colleague of the casualties including station, and i just ended up staying because i thought it was right to be there. It is an instant you have is a leader, we have a fantastic team here, so it is just about being there for people and doing whatever we can an instinct you have as a leader. But despite those improvements, we still have 300,000 people who have been unemployed for more than more than a year despite not having a disability or an illness. We think its fair, given that we have got1 million vacancies in the economy, that they should engage properly with all the support we are giving them to find a job. So yes, we are going to look at the sanctions system. What we are saying is, if you do the right thing, if you take a job, we are increase in National Living wage to over £11 per hour and be worth your while. That is a fair deal that most taxpayers will recognise as their the right approach. Will recognise as their the right a roach. ~ will recognise as their the right aroach. ~ will recognise as their the right aroach. ~. , approach. When you say changing the sanctions system, approach. This is something that mel stride is looking at carefully, but we want to make sure that sanctions dontjust at carefully, but we want to make sure that sanctions dont just apply to people who dont engage with the process, turning up for an interview, but we want to make sure that people seriously are doing the right thing to find a job, that the outcomes are what they should be. So thats what well be talking more about this afternoon. You thats what well be talking more about this afternoon. About this afternoon. You been talkin about this afternoon. You been talking about about this afternoon. You been talking about how about this afternoon. You been talking about how you about this afternoon. You been talking about how you have i talking about how you have supposedly cut taxes and improved the thresholds for people. Thats a bit rich, isnt it . People watching this morning know all too well, your own mps know all too well, that the tax bill had never been higher in history. Liz truss made you chancellor a year ago and she will say today at a conference that there should be tax cuts, michael gove was saying yesterday that there should be tax cuts before the next General Election. How much do you feel that pressure . We election. How much do you feel that ressure . ~. , election. How much do you feel that ressure . ~. ,. ,. Pressure . We have had a pandemic, and hue pressure . We have had a pandemic, and huge global pressure . We have had a pandemic, and huge Global Energy pressure . We have had a pandemic, and huge Global Energy shock. I pressure . We have had a pandemic, and huge Global Energy shock. But l and huge Global Energy shock. But what im going to be saying to liz truss, to everyone up here in manchester this afternoon, is that if we want faster growth, if we want an end to tax is getting ever higher, it is possible but there are not any short cuts. We need to make it easier for businesses to expand, we need to spend taxpayer money more efficiently, we need reforms to welfare which i have been talking about. But the encouraging news is that we are making progress on that journey, inflation has come right down, we have recovered better than france or germany from the pandemic. And we have a Prime Minister with rishi sunak who is prepared to take those difficult decisions but we need to stick to the course. You have said need to stick to the course. You have said that need to stick to the course. You have said that tax need to stick to the course. You have said that tax cuts are virtually impossible. That word virtually impossible. That word virtually is interesting because it leaves the door slightly open. Do you regret seeing that language being spoken, because it leaves the door open to people like liz truss and michael gove. I door open to people like liz truss and michael gove. Door open to people like liz truss and michael gove. I am trying to set eoles and michael gove. I am trying to set peoples expectations and michael gove. I am trying to set peoples expectations fairly. And michael gove. I am trying to set peoples expectations fairly. If i and michael gove. I am trying to set peoples expectations fairly. If we i peoples expectations fairly. If we were to give a big tax cut this year, that would be inflationary, it would put money in peoples pockets, and that would mean that prices would go up. 50 and that would mean that prices would go up and that would mean that prices wouldo u. ,. ,. , would go up. Jon, let me finish this point, its very important. If. This point, its very important. If we want to put money in peoples pockets, if we deliver the targets to halve inflation, thats not a 1p cut in income tax, thats a 5p a boost their incomes. That has to be the primary focus. If we want to cut taxes in the long term and get out of the ratchet of every rising taxes, that is possible but it requires difficult decisions. But we will make that decision, rishi sunak and i, because we recognise that taxes are too high and we want to bring them down. Taxes are too high and we want to bring them down. When you said no tax cut this bring them down. When you said no tax cut this year, bring them down. When you said no tax cut this year, we bring them down. When you said no tax cut this year, we will bring them down. When you said no tax cut this year, we will be bring them down. When you said no tax cut this year, we will be in i tax cut this year, we will be in 2024 quite soon, its not long till christmas. Im assuming that means we could well get tax cuts next year. I dont know whats going to happen. If i give have a plan . I dont know whats going to happen. If i give you i have a plan . I dont know whats going to happen. If i give you an| going to happen. If i give you an example, since the spring budget, our debt Interest Payments as a country have gone up dramatically because markets have repriced the long term cost of debt. I dont know whats going to happen in the spring or late next year. But if you are asking me, do i want to bring down the tax burden, the answer is absolutely yes. But i cannot tell you when i will be able to do that. I think people understand that there are not short cuts to these things. We want to make sure the nhs has the money it needs, we want to make sure that schools are properly supported, we want fantastic public services. And we need to grow the economy, be more efficient in the way we spend money, then we can start to bring down taxes. And there is a choice, because the other big party in british politics, the labour party, they dont want to bring down taxes. The last Labour Government put up taxes in 13 out of 13 budgets. Live aid lives on one of the most famous concerts of all time is being turned into a musical. Live aid the musical happened 40 years ago, it was at wembley, you know. A foggy start to the day for some of us, england and wales fairly cloudy today, some blustery showers but in between some sunshine, all the details later in the programme. Good morning. Its monday the 2nd of october. Health leaders are warning of extreme disruption to services in england, as doctors begin their most significant Industrial Action so far. Sally has more news now. Water companies in england say theyre planning to almost double spending on infrastructure by 2030 to cut leaks, reduce sewage discharge, and Build Reservoirs, but the cost would be passed on to customers. Theyve submitted proposals to the regulator worth £96 billion. Our environment correspondent jonah fisher is at a Water Treatment works in cardiff. Morning, jonah. So morning, jonah. 50 bill going up . Yes, the biggest package of investment in our water and sewerage infrastructure that this country has ever seen, £96 million, as you said, of proposals that have been submitted to the regulator. The Water Companies say that money will be spent on a variety of different things, including ten new reservoirs, more work to plug leaky pipes, and considerable investment in trying to stop those sewage flows into rivers and oceans that we have talked so much about. But it will come at a cost, when that we as bill payers will have to foot. The estimate put forward by the Water Companies today is on average, it will add £156 to the typical annual bill by 2030, so quite a significant amount. The chancellor is very clear with liz truss and with others that the government because my priority remains Cutting Inflation first and foremost, which rishi sunak was, like the most important tax facing the british people at the moment. Now, that is a little bit controversial, because there are conservative mps who think, look, an election is coming next year, and people need help with the cost of living now, and people should receive that help in the form of direct tax cuts. Perhaps even starting in thejeremy hunts autumn statement in november. It is not about stopping them from having a mobile phone to help with the journey to or from school, but it is about new guidelines about their use during the school day. I say guidelines because this does not sound like new laws, new statutory guidance to use the us and jargon. It is actually just the government basically putting best practice procedures out there for schools to use. Clear skies following behind but still some showers in the north and west, still blustery but the wind picking up still blustery but the wind picking up across Northern Areas. A special night in southern areas than last night. Tomorrow, the dregs of that Weather Front to clear, which will happen readily in the morning, and then in this westerly or north westerly breeze, which will be noticeable, we will see more showers develop. Coming in from the west, drifting over towards the east, something in between. Temperatures of 12 to 19 celsius. Into wednesday, a clutch of Weather Fronts will bring rain across scotland and Northern Ireland, eventually into Northern England, as the whole lot drift eastwards, showers behind it, and i had of it, with High Pressure building, it will be much quieter and drier, and these are temperatures, 12 in the north to 19 in the south, but it looks very much like it will warm up winds again both by day and by night. Carol, thank you. The issue of what can be done about sewage is something weve covered many times here on breakfast. And now Water Companies in england have outlined plans to nearly double spending on infrastructure by 2030. Proposals have been submitted to the Regulator Ofwat worth £96 billion. They include building new reservoirs and doing more to fix leaky pipes. Lets cross to environmental campaigner Feargal Sharkey quickly to get get his reaction to this. Good morning. You have been calling for investment, calling for improvements, and they say this will deliver that. I improvements, and they say this will deliver that. Improvements, and they say this will deliver that deliver that. I think this is quite a breathtakingly deliver that. I think this is quite a breathtakingly dangerous i deliver that. I think this is quite l a breathtakingly dangerous thing deliver that. I think this is quite i a breathtakingly dangerous thing for the industry to be doing. In fact, i would go so far as to say it is almost a collective act of industrial self harm. What the industry are voiding here is the simple fact that the regulator, ofwat, has confirmed were already paying them this money, and we have been doing that 31 years. The industry in the Water Companies have admitted that, annually they certify to ofwat, they have had our money, they have paid themselves £72 billion in dividends. The question we should be asking, where is our money gone, what has happened to it, when can we get a refund . I am left with no conclusion. This bill increases Water Companies owning up to the perilous financial state a number of those companies are in, thames water shareholders have just written down the investment by 300 million, the agency has downgraded the whole industry for negative, they are simply asking the consumer to pay a second time for a record they never got, a mess they have got into through their own greed and financial mismanagement. Feargal, this is the movie financial mismanagement. Feargal, this is the movie have financial mismanagement. Feargal, this is the movie have been financial mismanagement. Feargal, this is the movie have been asking | this is the movie have been asking for, this at least is the start of that. , ,. , that. Does the investment needs to be made . Yes that. Does the investment needs to be made . Yes. But that. Does the investment needs to be made . Yes. But let that. Does the investment needs to be made . Yes. But let me that. Does the investment needs to be made . Yes. But let me repeat l be made . Yes. But let me repeat this, the regulator has confirmed we gave the Water Companies the money, all the money they ever needed, for 34 all the money they ever needed, for 31 years to build a properly functioning sewage system, if anybody is going to pay for it it should be the shareholders not the customers, it is the shareholders who have taken our money that was supposed to be spent on the sewage system, and lord knows what they have done that, but i for one would like an answer because it clearly was not spent on the sewage system, the shareholders are the ones we should pay. Also joining us in the studio is david henderson, Chief Executive at water uk. What do you say to the point that feargal is making, the shareholders should be paying for this, not the people at home and paying the bills . I am very glad for the campaigning work i am very glad for the campaigning work of i am very glad for the campaigning work of many activists like feargal and im work of many activists like feargal and im glad he agrees that the investment is needed. They have accepted investment is needed. They have accepted that that should not have happened, we now need to invest and build those happened, we now need to invest and build those reservoirs to secure our water build those reservoirs to secure our water supply, it has come down a third water supply, it has come down a third since water supply, it has come down a third since privatisation in 1990, and we third since privatisation in 1990, and we will cut its down by another guarter~ and we will cut its down by another guarter~ we and we will cut its down by another quarter. We wish we could go further than that. Quarter. We wish we could go further than that. I quarter. We wish we could go further than that, i see it feargal is laughing. Than that, i see it feargal is laughing, but this is honestly as fast as laughing, but this is honestly as fast as we laughing, but this is honestly as fast as we think we possibly can. 0n sewerage. Fast as we think we possibly can. 0n sewerage, feargal is right to say that ofwat has said that companies are funded to meet their legal requirements, we are going to go further requirements, we are going to go further than that and triple the level further than that and triple the level of further than that and triple the level of investment which a court judgem level of investment which a court judgem it level of investment which a court judge. It was another 140,000 fewer judge. It was another 140,000 fewer activations of sewage overflows, which we think is as fast as we overflows, which we think is as fast as we can overflows, which we think is as fast as we can physically possibly go, because as we can physically possibly go, because we are determined to put this right because we are determined to put this right. We know people care very much this right. We know people care very much about this right. We know people care very much about this, which is why we apologise much about this, which is why we apologise earlier in the year for not getting into the cellar, but we are where not getting into the cellar, but we are where we are now and we have complains are where we are now and we have complains of plans to secure that. But i complains of plans to secure that. But i think complains of plans to secure that. But i think feargals point is about shareholders making a lot of money, the industry paid out half £1 billion to shareholders last year, thatis billion to shareholders last year, that is hard for people to hear at home when they are already struggling with bills to hear that now they are going to have to pay quite a lot more in water bills, why should those shareholders not pay . Last year, all the shareholders made nothing last year, all the shareholders made nothing at last year, all the shareholders made nothing at all, you would get more now if nothing at all, you would get more now if you nothing at all, you would get more now if you put that money and a fixed now if you put that money and a fixed term now if you put that money and a fixed term deposit in a bank. Investment requires a return, investors investment requires a return, investors can put their money elsewhere, we desperately need investment in this country, we have a tired investment in this country, we have a tired set investment in this country, we have a tired set of investment in this country, we have a tired set of infrastructure, laid end to a tired set of infrastructure, laid end to end a tired set of infrastructure, laid end to end it would stretch to the moon end to end it would stretch to the moon and end to end it would stretch to the moon and back, some of it is over 100 years moon and back, some of it is over 100 years old, it is in desperate need 100 years old, it is in desperate need of 100 years old, it is in desperate need of upgrading, which is why we need need of upgrading, which is why we need to need of upgrading, which is why we need to invest, and if you want investment to be need to invest, and if you want investment to he needs to attract investors~ investment to he needs to attract investors. Your response to what you have heard here this morning . It is ust the have heard here this morning . It is just the normal have heard here this morning . It 3 just the normal claptrap from the industry. I note mr henderson avoided answering the central question, the Water Companies have admitted for 31 years, we give them all the funding we needed to build a properly functioning Sewerage System that did not spend 7. 5 million hours dumping sewage into the environment. The European Court ofjustice demanded at end this country was found to be operating illegally in 2012, and i note he has still not answer the central question, why are we being asked to pay for a second time for a service we did not get . And as forfixing time for a service we did not get . And as for fixing leaks, time for a service we did not get . And as forfixing leaks, let me remind mr henderson, over half of all Water Companies failed to meet their we could target, they looked almost a trillion litres of water per year, the honest truth is shareholders will pay for this, and the reality is the only non looking piping Water Company ever built was the one between bill pay is Bank Accounts and shareholders pockets. The parents of four year old oscar said his wellington boot got caught between the side of the escalator on new years day. Action is being taken against network rail. Mentally, were still not over the situation. We still relive it quite a lot. And hes very cautious now, more than ever. But hes too cautious to things so he always asks me, is that ok . Metropolitan line has minor delays between Chalfont Latimer and chesham. And a signalfailure is causing minor delays on the central line too. One of the most famous concerts of all time, live aid, is to become a Stage Musical in london next year. The greetings cast industry is huge, this warehouse alone distributes 50 million cards every year to retailers in the uk, andindeed every year to retailers in the uk, and indeed Around The World. As a nation, last year we spent £1. 5 billion on cards. And we send as a nation more cards per person than any other country in the world. The question is, well more expensive first class stamps deter us from doing that as much in future . Lets get an overview of some of the concerns, lets speak to amanda from the Greeting Card association, the trade body. Do you think 15p rise in the price of a stamp will put people off . No, we love cards in the uk. You know, live aid the musical happened a0 years ago, it was on in wembley, you know. Stage prop, there is only one bob that is really nostalgic. The live aid musical just for one day will have a nine Week Limited Run at the Old Vic Theatre in london beginning in january. Lets go to the weather now with carol. You mentioned earlier it might feel quite warm in some parts of the country the next few days . Certainly today in the south it is going to feel humid, at the moment it is quite foggy particularly in the south west. That will slowly lift as we go through the course of the morning. Its notjust the sound, you can see from this picture earlier in scarborough. It is warm, humid in the south today. But then it turns a bit fresher on wednesday, but then it cuts to warm up again as you can see from the amber on the chart. Especially as we head towards the weekend and especially during the weekend and especially during the course of saturday. What we have at the weekend at the moment across england and wales a lot of cloud. Murky conditions, if anything we will see some heavier rain developed through the afternoon which could be thundery. For scotland and Northern Ireland, we have got some showers, blustery showers in the north and west, on and off all day. Will make it to the east of scotland, some getting into Northern England as well. In between some sunshine. 13 to 22 north to south. This evening and overnight the rain continues to pull away towards the north sea, clearer skies follow in behind but we will persist with blustery showers in the north and west and the wind strengthening in Northern Areas. It will not be as humid in the south as it was last night. We will lose the Weather Front in southern areas in the morning, then we will be in a north westerly, westerly breeze. A notable breeze tomorrow blowing in showers into the waste initially but then some will make it to the east. In between, some sunshine and fresh feel. 12 to 19 degrees. Earlier this year, the promising british athlete, Innes Fitzgerald, turned down the chance to compete in the world Cross Country championships in australia for environmental reasons. After speaking out on climate issues, her story made headlines Around The World and shes now won a bbc green sport award. Qasa alom went to meet her. Three, two, one, go. What was that conversation like with you . Did she talk to you about it beforehand . Yeah, we talk about it and obviously it factors into what training were doing if someones going to be going, you know, peaking again for another chance. And its not a problem. When youre a junior, thats huge for you, going to those champs. Its a massive sacrifice for innes. But in terms of development in the long term, it doesnt change anything. Like innes has often said, she finds the personal impact of the Climate Crisis upsets her. But shes also wanting to perform. She senses an opportunity to go there to win and shes feeling conflicted. Obviously, i would be so proud if she had been there, but then i was so proud with how the story caught on. Well done, innes. Youve been amazing on and off the track and you thoroughly deserve this green sports award, young athlete of the year 2023 from the bbc. Well done. Why did you ever think when you made that decision back at the beginning of the year that number one it would get so much attention, and create such a debate, i suppose . I think i was hopeful, but i was quite overwhelmed with the positive response. Lots of people coming on board saying, i totally agree with that. That was a surprise but really grateful. It got other people talking as well. Tell but really grateful. It got other people talking as well. People talking as well. Tell me about how people talking as well. I want to go, i guess but he wanted to go, but i was also, like, there is such a big issue here and wejust i was also, like, there is such a big issue here and we just need to talk about it. Whatever i can do now, not going to the world cross challenge each chips, is not going to affect my career in the Cross Country championships, its not going to affect my career in the long term so lets use this opportunity to talk within the Athletic Community and beyond about the Climate Crisis and see what we can bring to it.
