There is a massive Search And Rescue operation under way right now in south florida, after a highrise building partially collapsed in the city of surfside, this is near miami beach. Emergency crews are shifting through huge piles of rubble. Er following reports people may still be trapped in the debris. The collapse happened about 2 00 a. M. You would think people would be inside sleeping. Dozens of rescue units from the miamidade area are now on the scene. Leila santia we do is live on the scene. What is going on there . Reporter this is an upscale Beach Community north of miami beach with a mixture of old and New Buildings just to give you an idea of the area but i want to show you behind me, you can actually see in the neighboring buildings that rescue crews are on balconies, we see flash lights so we think theyre inside as well checking and searching the neighboring building. This large building that you were seeing is the neighboring building, so the collapse, the partial collapse happened just behind that building where we still see Search And Rescue teams working hours after this collapse. There are 80 rescue teams responded, as i was driving in this morning, the streets were blocked off quite a large radius ar around the area. Listen to what one Property Owner said. Theres got to be people that were there in these units. I mean, its like whats going on . I dont know if people were able to get out or heard something or what but its, man, i just hope people were not in there, people were out. So the big question, who was inside, if there was anyone inside, how many injuries and or casualties. We are still working to get that information but from where we stand what is so sort of shocking is the response to it and the rubble that now is left behind there. There is a lot of debris in the area of where this building was. This building comes up as a Condo Building and were still trying to figure out sort of the history of it, and see what may have led to this collapse. John . Were turning to infrastructure, where a deal has been reached on capitol hill, here in just hours, a Bipartisan Group of senators is going to meet with President Biden to talk about this deal, after announcing that theyve reached a tentative agreement with the white house and this includes how to pay pour it. A big breakthrough on one of the president s biggest policy objectives, though of course there are hurdles and potential land mines that linger. Lets talk about that with lauren fox joining us live from capitol hill. This is good news but its tentative. Reporter thats exactly right, brianna. They have to sell it to the president of the United States. Hed ultimately be the one who has to sign it but white house negotiators yesterday were part of this discussion with the Bipartisan Group. They held several meetings over the last several days with the group of bipartisan lawmakers trying to find consensus on how to get an Infrastructure Deal and what the holdup had been was how to pay for that. One of the Sticking Points over covid relief funds as well as issues it would raise if you went after people who had not been paying their taxes. Those issues seem like they have resolved at this point, and so i think that one of the key things to keep watching is how the rest of the senate reacts to this deal. Remember, these are ten lawmakers in a room with white house negotiators. This does not represent the broad swathe of democrats or the broad swathe of republicans. We still have to see whether or not they can sell this proposal to their colleagues and we dont have all the details yet of how they want to finance this payment. One thing we do know is its about 1. 2 trillion, 579. In new spending but there are new questions whether Progressive Democrats will be willing to support this deal if they get Assurance Moderates will back a democrats only proposal coming around. Leaders met with white house officials to game out exactly what this will look like moving forward and there is a commitment to pursue the bipartisan effort that allows democrats to pass another Infrastructure Bill with just democratic votes. Theres still a lot of moving pieces here but a breakthrough last night getting this tentative deal. Today is a critical day for the bipartisan effort to pass Police Reform. Tell uts where that stands. Reporter tim scott said this was june or bust but remember today is the last day of the Senate Session in the month of june. They want to get an agreement in principle and depending on who you ask, theyre getting closer, but do they actually get there in the next 12 or so hours . Thats the big question. So talk to me about how you think hes addressing the crime part of that. Well, when you look at the meteoric rise, more specific to gun violence, something needed to be done. He is at a deciduous stage in his presidency. However its necessary when we look at the Trajectory Of Gun Violence Flyinging our United States, something needs to happen and needs to happen now. One of the things i commend him for doing, he was willing to enact funds from the america the 350 billion that was going to america and i thought that was a great thing. We know with rising unemployment, obviously crime spikes as well so we have to, as darren says, get crime under control in cities but how we do it is the complex piece with biden because so many people feel like the money allocated to more policing is actually not the road that we need to go down. How important is it to be able to explain why theres been this rise in crime over the last two years. I mean its a myriad of factors. We know the literature tells us unemployment is a direct correlation to increases in crime. I think a lot of parents should be concerned because we focus a lot on city crime and whats going on in the summer. Once students go back to school, sadly, we cannot go back to a mass shooting at our Public Schools every single day, which is what we saw precovid. This is the complex issue that i think mayors and folks in washington and joe biden are trying to figure out because we have so many legal and illegal guns on the streets that are in the wrong hands of so many people but how do Police Departments tackle that in a comprehensive way because so many folks argue we cant just keep giving money towards policing because its clearly not working. How do we figure out where to allocate the resources in a more wholistic fashion to get this under control. How do you see that looking at the root cause where the violence could be coming from. Covid plays a part in that. People have gone through hardship mental health, economic, social stressors. How do you look at that, the root cause how this is impacting crime in the root causes in many instances are socioeconomics. Socioeconomics are i want to say the point that we need to focus on. We need to employ greater resources in these socioeconomically and impoverished communities. Its not just policing, but there are other additives such as afterschool programs, assistance for the mentally ill, and these are issues that have gone overlooked for years on end, and so im a strong proponent in pairing police with social workers and other mechanisms within government to assist in the process, because its not just an enforcement aspect, but its multifaceted and thats what we need to approach this from, because oftentimes, we looked at Law Enforcement as the component that we get it done, and it just hasnt worked, and as we revolutionize as a society, we need to understand and study history because history will rear its ugly head if you dont Pay Attention to it. Therefore, its very important for you to understand whats happening in history in the past that hasnt worked, so you can retool and go in the appropriate direction. I understand the money President Biden is saying should be used on Law Enforcement isnt just necessarily hiring more police. Could you use it for other programs that may help mitigate some of the crime. Well see how cities decide. Was bill bratton a commissioner . He was for a period of time. He was with us two days ago and he suggested a shift in policing in his mind from proactive to reactive, that where we are right now he says police are being forced to be only reactive, whereas before they were proactive. What do you think about that . Thats absolutely true. We need to have a more proactive perspective in policing but you also want to marry that into Technological Innovations. Its not just having the officer go out and engage with the public, but we want to use more camera systems, shot spotter, a technology whereas when a shot is fired the police would automatically be deployed. no longer just having that officer on the corner, but you can have that proactive perspective by marrying the Technological Innovations because we as a society are moving in that direction. The average person is photographed approximately 100 to 200 times a day in a place like new york city. Obviously hes a white man also appointed to be the chairman of the joint chiefs by donald trump. Do you think theres a reason why they wanted Secretary Austin to be the face of the response to this question . Youre not the only one who asked me this question and i would be saddened to think that was the reason why i understand Secretary Austin and general milley were also on the senate side doing a similar conversation. Frankly that conversation here and there was supposed to be about the budget and a similar way of Sort Of Separating General Milley from Secretary Austin and asking Secretary Austin to be accountable to those questions and it would be sad if that were because of race. Can you talk a little bit about as you see this issue, the politicization of the military in this particular issue its the politicization of the Officer Corps of the military and the young cadets who will become the general milley or the Secretary Austin and what they are being taught. So what general milley said so eloquently was important as a member of the military whether an officer listed to first know your enemy foreign and domestic and also understand the people you preserve and protect. It is very sad we are in some ways trying to politicize the very place that is supposed to be apolitical which is our armed services. When i served active duty you were not an r or a d involved in a mission. You were just a Member Serving and i think its really a tragedy that it seems to be a strategy on the part of many republicans to divide us in that way. This response was to a line of question from matt gaetz and congressman michael waltz, a green beret retired. On gaetzs part after this hearing he tweeted taking specific aim at milley and said with generals like this, its no wonder we fought considerably more wars than we have won. All right youre looking at pictures right now of the Building Collapse overnight in surfside, florida, this is a Condo Building with about 100 units inside, it collapsed at about 2 00 a. M. , so obviously the fear this morning is there could have been people trapped inside. This is oh my goodness. I think the most troubling thing is when you look at this from above, which we have been able to do online, where the rubble has fallen is where the building was, at first there was a thought that perhaps it wasnt that much of the building, it seems to be it is a considerable portion of the building that would have encompassed certainly multiple parts of units, so were not just talking about one side of a building going down. Were talking about a substantial portion of this building going down. Right now you have hundreds of Rescue Crew Members that are trying to see if there are survivors, if there are people they can pull out of the rubble. Were waiting for information from the scene. We expect some kind of News Conference although theyre feverishly working there right now. It may be some time. How does that happen . How does a building like that just collapse . Even adding she wants to marry and have another child, major life moments she says the current conservatorship doesnt allow. Jamie spears and attorney Andrew Wallet becoming permanent coconservators of the estate in october 2008 her father getting control of her medical care, something spears spoke emotionally about saying i want to be able to get married and have a baby. I was told i cant get married. I have an iud inside me but the socalled team wont let me go to the doctor to remove it because they dont want me to have any more children. The conservatorship is doing me more harm than good. Usually conservatorships are for the elderly, people that have contributed Memory Deficits or judgment deficits that are pervasive and most likely going to endure for the rest of their lives. Speaking publicly fort first time in a Court Hearing regarding her courtordered conservatorship Britney Spears pleaded with a judge to take her concerns seriously saying she is traumatized by the arrangement before calling it abusive. I think fans were stunned that she said it and stunned hearing her story but you as a lawyer were astounded because if what she says is true, what does that mean legally . Well first of all, she leveled some very serious allegations against the team that is handling her, and those allegations require a very serious response. A conservator generally does not have the power to involuntary confine somebody in psychiatric treatment, to force them to take drugs such as lithium, or to interfere with their reproductive rights, and if those things are really going on, it would require the removal ands replacement of the conservators at the least. When it comes to that i want to play the bit about the lithium but she was making the point that if she didnt do as they wanted, you know, whether it was rehearsing for an upcoming performance or just being cooperative that she would be punished. She said that about the lithium, if we can just listen to that, sorry, if we can see that full screen. She said he immediately the next day put me on lithium Out Of Nowhere after she it bowed out of a series of performances. Honestly, it felt like i closed my eyes for a second, the moment they woke up, i didnt believe 56 days had passed.
