Brexit for all our people, one that offers security to workers in the car industry worried about their future, hope to families struggling to pay the bills and opportunities to pay the bills and opportunities to young people wanting a decentjob and the home of their own. These are the people we are thinking of and working for. It is a very different story around the mahogany table in chequers. The government seems much more concerned about cutting deals with each other for their friends and funders from the city of london. Labour is looking for a brexit that puts the working people first leaving the eu, whatever that exit the ends, risks delivering a shock to the economy and less the right plans and protections are in place. To allow the kind of investment and Economic Transformation programme the country needs and that labour is committed to. For 45 years of economy has become increasingly linked to the European Union and many of our laws and regulations set and monitored by a joint european authorities, from implementing rules on the use of pesticides to assessing levels of fluoride in drinking water. The Eu Food Safety Authority plays a vital role in monitoring the substances used in manufacturing or growing our food. Using the latest Scientific Evidence to assess what the substances are likely to have harmful effects on humans or animals. The European Chemicals Agency carries out the vital task of evaluating and authorising chemicals as safe for use. Authorising chemicals as safe for use. Many businesses up supply chains and production processes interwoven throughout europe. Take the uk car industry, which supports 169,000 manufacturing jobs. 52,000 of which in the West Midlands. If we look at the example of one of britains most iconic brands, the mini. We begin to see how reliant on Automotive Industry is on the friction was interwoven supply train. A mini will cross the Channel Three times in the 2000 mile journey before the finished car rolls off the production line. Starting in oxford it will be shipped to france to be fitted for key components before being brought back to bmws plant in warwickshire where it is drilled into shape. Once that process is complete, it will be sent to munich to be fitted with its engine before ending itsjourney back at the mini plant in oxford for final assembly. If that car is to be sold on the continent many of which components will have crossed the channel four times. The sheer complexity of this demand we are practical and serious about this next stage. I want to pay tribute to those grappling with these issues on my, they are serious and united. I do not do personal in politics but let me simply say it is in a bit of a contrast to what is going on the other side of the house of commons chamber, i will leave it at that. It makes no sense for the uk to abandon eu agencies and tariff free trading rules that have served us well, supporting other industrial sectors and protecting workers and consumers and protecting workers and consumers and safeguarding the environment. If that means negotiating to support individual eu agencies, rather than paying more money to duplicate those agencies here, that should be an option, not something ruled out because of some phoneyjingoistic posturing by the foreign secretary. We well wa nt posturing by the foreign secretary. We well want to remain a part of agencies that regulate Nuclear Materials and, crucially, and Health Sectors as well. Programmes like in rasmus, from which this University Benefits greatly assurance from britain survey across europe and vice versa, that enriches the lives of stu d e nts vice versa, that enriches the lives of students on both sides of the channel and across the continent. It serves our interests and interests of young people all across europe to maintain membership of that programme. We are leaving the eu but we are still working with European Partners in the economic interests of our country. When 44 of our exports are to the eu countries and 50 of our imports come from the eu, it is an both our interests, both our interest, for that to remain tariff free. It would damage businesses that export to europe and thejobs depend on businesses that export to europe and the jobs depend on those exports for there to be the additional costs of tariffs. It would damage consumers here, already failed by stagnant wages and rapidly rising housing costs. So, we will remain close to the eu, that is obvious, every country, turkey, switzerland and norway, that is geographically close to the eu without being a member state has some sort of close relationship with the eu. Some are more advantageous than others and britain will need a bespoke negotiated relationship of its own. During the transition period, which was proposed by labour in the first place, we would seek to remain an a Customs Union with the eu and within the Single Market. That means we would abide by existing rules of both during transition. That the saudi government, businesses and workers only have to make one adjustment from that that is so the government and businesses and workers only have to make one adjustment. We spelt out the need for a stable transition period last summerand for a stable transition period last summer and both the tuc and cbi agree on that. We thought the government had accepted that but now they seem to be very surprisingly, in disarray on this issue yet again. Time after time with this government is anything aggrieved at breakfast is anything aggrieved at breakfast is being briefed against by lunch and abandoned by tea time anything agreed at breakfast. This agreement, it seems, is the new strong and stable. The Governments Division risks costly adjustments for both government and business from the current terms to the transitional terms and begin to the final terms. Labour would seek a final terms. Labour would seek a final deal giving full access to european markets and maintains the benefits of the Single Market and Customs Union as the brexit secretary david davis promised in the house of commons, with no new impediments to trade or reductions in rights, standards and protections. We long argued a Customs Union is a viable option for the final deal so we would seek to negotiate a new, comprehensive uk eu Customs Union to ensure there are no ta riffs Customs Union to ensure there are no tariffs with europe and help avoid any needs whatsoever for the hard border in Northern Ireland. Applause but we are also clear up the option of a new Customs Union with the eu would need to ensure we have a say in new trade deals, it would require us to be able to negotiate new trade deals and the national interest. We would not countenance a deal living britain a passive recipient of rules decided by others that would mean is ending up as a rule taker. In contrast, the government has ended up seeing move from saying it wanted trade with the eu to be tariff free to then saying it wa nted to be tariff free to then saying it wanted it to be as having as possible, quite a change. In which governments area as the government think it would be acceptable for there to be tariffs . They should let us there to be tariffs . They should let us know, like so much else, they have not spelt that out. That is the consequence of ruling out the option ofa consequence of ruling out the option of a Customs Union, which the government has done. I appealed to mps of all parties, be prepared to put the peoples interest ahead of ideologicalfight put the peoples interest ahead of ideological fight disease and join us ideological fight disease and join us in supporting the option of a new Customs Union with the eu. Labour respects the referendum result and britain is leaving the eu but we will not support any saudi deal that would do lasting damage tojobs, writes we would not support any tory deal that would reduce rights and standards. We do not believe deals with the usa china would be likely to compensate for a significant loss of trade with our neighbours in the European Union and the governments or leaked assessment is the governments or leaked assessment is sure the governments or leaked assessment is sure exactly that. Both the United States and china have much weaker standards and regulations. Those deals with risk dragging britain into a race to the bottom on vital protections and other rights at work. Environment, consumer and rights at work are very central to everything the labour party believes in. Let me make this clear, we are implacably opposed to our nhs orany clear, we are implacably opposed to our nhs or any other Public Services being part of a trade deal with Donald Trumps america or a revived Transatlantic Trade Investment Partnership deal with the eu which would open the door to a flood of further privatisations of Public Services and our nhs. Applause and we are not prepared to ask the British Public to eat chlorinated chicken and lower the standards of british farming. We would ensure there will be no reduction in rights, standards protections and instead seek to extend them. Ebay the like relation deregulation and a race to the bottom with damage standards and we would renegotiate a view tariff free access to the Single Market and protections of existing standards. That would need to ensure we can deliver our ambitious Economic Programme to take essential steps to intervene, upgrades and transform our economy, to build an economy for the 21st century that works for the many, notjust the few. Labour has set out how we will create a National Investment bank to drive investment in every community through a network of Regional Development banks. So every area has an industrial strategy based on investments in a high skill, high wage, high productivity economy, and through our 500 billion National Transformation fund, we would invest ina transformation fund, we would invest in a decade Long Programme of renewal so britain has the infrastructure that matches, if not exceeds that, of other major economies. An hour transport networks, Energy Markets and our Digital Infrastructure too often britain is well behind. We would also seek to negotiate protections and publications or exceptions, where necessary, in relation to privatisation of Public Service competition directives. State aid procurement rules and the workers directive. We cannot be held back inside or outside the eu from taking these steps we need to support Cutting Edge Industries and local businesses and stop the tide of privatisation and outsourcing. Or for preventing employers being able to import cheap Agency Labour to undercut existing pay and conditions and resulting in a grotesque levels of exploitation of vulnerable workers and loss ofjobs to others and the huge profits to the employer in the middle of that. We would deal with that. Applause. It was alarming that after the brexit vote there was a clear rise in xenophobic and racist attacks on our streets. The Referendum Campaign was divisive and some politicians on the leaves side with top fears and division to further their cause. That built on a shameful fans telling arrogance to go home that the then home secretary instructed to trundle around the country, stirring up division. I remember just after the referendum result receiving a text from a young person and my constituency who had been subjected to abuse in the state for the first time in his life for being abused for what he is and he was very afraid. Our immigration system will change and freedom of movement will change and freedom of movement will end when we leave the eu but we have also said in the trade negotiations priorities, growth, jobs and Living Standards for people. We make no apologies were putting those games before bogus immigration targets. Labour would design our immigration policy based on fair rules and reasonable management of migration. Our National Health is suffering and large eu staff numbers have gone home already but we want to turn that around. They are welcome to stay and work here because we need them here and we need their skills and dedication and other labour we will make sure that happens. Applause. Not starting from rigid and work out what that means afterwards. Diane abbott said last week, we do not begin with how we reduce immigration and to hell with the consequences, these are tory policies and values. Pa rt these are tory policies and values. Part of the reason net migration has been relatively high in recent years is because of the Skills Shortage in the uk Labour Market. At the general election labour set out plans to invest in a National Education service with free college, University Training places to tackle those shortages and not drive young people into debt just those shortages and not drive young people into debtjust because they wa nt to people into debtjust because they want to get a university education. Applause people also feel frustrated when they are denied opportunities to re train or improve their skills and employers instead import Skilled Labour from elsewhere. We employers instead import Skilled Labourfrom elsewhere. We will also restore free english as a second language courses so people who come here whether as migrants or refugees can learn and english and participate in their workplaces. And tighten labour regulations, strengthen trade union rights, tackle insecurity and exploitation of all workers. When Migrant Workers come to britain they must not be exploited or used to undercut or suppress better working conditions or higher pay. Those issues can only be tackled by stronger Employment Law to stop employers being able to import cheap Agency Labour to undercut existing pay and conditions. Collective agreements and central bargaining must become the norm. Labour stands for the rate for thejob not a race the norm. Labour stands for the rate for the job not a race to the bottom. Applause. Itis applause. It is not migrants who drive down wages, it is bad employers who cant pay and bad government to allow workers to be divided and undermined. Applause and what they want unions to be wea k and what they want unions to be weak and passive. We will strengthen our Employment Law. Invest in the skills of workers in britain so they can progress. And oppose all those who instead of seeking to solve problems seek to scapegoat instead. The evolution of the last Labour Government completed the Peace Process in Northern Ireland which we must cherish. Devolution. And i pay tribute to tony blair and all those who worked so hard on the good friday agreement. We must continue to support the restoration of the Northern Ireland assembly and made sure Northern Ireland assembly and made sure make sure we maintain the border. Established scotland and Wales Parliament and assembly. Labour believes powers of a devolved policy areas currently exercised by the eu should go directly to the releva nt the eu should go directly to the relevant body involved after brexit. That power is closer to the people. That power is closer to the people. That is the same principle that involves the Regional Development backs that the next Labour Government will develop. Including a commitment to support the United Nations, and a promise to secure peace, freedom, democracy, Economic Freedom and Environmental Protection for all. Some want to use brexit to turn britain on itself, seeing eve ryo ne turn britain on itself, seeing everyone has a feared competitor. Others want to use brexit to put rocket boosters under our current economic systems, insecurities and inequalities was the turning britain into a de regulated Corporate Tax haven with low wages, limited rights and cut price Public Services in what would be a destructive race to the bottom. Labour stands for a com pletely the bottom. Labour stands for a completely different future. Drawing on the best internationalist traditions of the Labour Movement and of this country. We want to see close cooperative relations with our neighbours outside the eu based on values of internationalism, solidarity and a quality. As well as Mutual Benefit and eritrea. Equality. Fair trade. 19a8 human rights, and the human rights act in showing that in law so labour will continue to work with other european allies including through europe to ensure our country and others uphold our international obligations. We must work with other countries to advance the cause of human rights. To co nfro nt advance the cause of human rights. To confront the four greatest interconnected threats facing our common humanity. First, the growing concentration of unaccountable wealth and power in the hands of a tiny Global Corporate elite. We must challenge that, working with our european neighbours to stop those who play one country off and other or those who hide their wealth offshore in order to avoid paying their dues to fund the Public Services that they all use at some point in their lives. Second, Climate Change, which is creating instability and fuelling conflict across the world. And threatening all of our futures. Across the world. And threatening all of ourfutures. No matter across the world. And threatening all of our futures. No matter how much we inform them pollution, stubbornly, dishes factory disrespectfully refuses to respect borders. We can only improve environmental degradation and pollution by working together as many of our closest allies in that struggle are in europe. The Green Alliance estimates trade in low carbon goods and services contributed over 42 billion to the economy in 2015. The uk low carbon and Renewable Energy sector was it inspected to increase by four by 2030 potentially bringing 2 million jobs and contributing more than 8 to the uks national output. That needs us to maintain our standards and ensure barrier free needs us to maintain our standards and ensure barrierfree trade in low carbon goods. Those include eco design and Energy Labelling standards, Greenhouse Gas emission standards, Greenhouse Gas emission standards for vehicles and internal Energy Market product standard services, chemical radiation and Nuclear Safety and safeguards. The importance of getting our brexit settle m e nt importance of getting our brexit settlement right is vital in this area both in terms of the industrial role of britain in reducing Climate Change and protecting jobs and industry. Third, there are unprecedented numbers of people fleeing conflict, persecution, social breakdown, humans rights abuses and climate disaster. The global refugee crisis is huge. There are 65 million refugees across the world. That is the equivalent of the entire population of britain. That crisis is a challenge, much of which is on the borders of europe. That challenge can be met by coordinating with neighbours both to crack down on people smugglers who put men, women and children in and vessels. Operations have tried to rescue those from bc seas as too many desperate people are drowning in pursuit of the century. These are people rescue from the seas. They suffer from cruelty, but people rescue from the seas. They sufferfrom cruelty, but want people rescue from the seas. They suffer from cruelty, but want to make a contribution. For an active birth it could be any of us. Lets help humanity, not like them with the problems they are fleeing from. Not played them. Plague them. I want to address the use of intervention by the linda diplomacy. Lets learn the lessons of iraq, libya and afghanistan. And not go down the regime change wars route again. International cooperation confronts the root causes of conflict, persecution and inequality. We will continue to play a role in partnership with the eu in that effort. We live in a globalised world. The lives we lead our dependent on the work of others and our trade with those from around the world. Many of us have friends and family from or who live in many other parts of the world. In contrast to the Prime Minister, who said if you believe you are a citizen of the world, you are a citizen of the world, you are a citizen of the world, you are a citizen of nowhere. We believe, in fa ct, citizen of nowhere. We believe, in fact, that we can only fully achieve what we want as citizens of britain by also recognising we are citizens of the world. Applause i have long opposed embedding a free market orthodoxy and the democratic deficit in European Union. That is why i campaigned to remain and reform in the referendum. Scepticism is healthy especially when dealing with politicians. And there is plenty of them here today. Or the received wisdom of the political and media establishment. Plenty of those here as well today. Being a eurosceptic in reality became synonymous with anti european. Iam not anti european. Iam not anti european. Iam not anti european. I want close cooperation with the whole of europe after brexit. Labour is the party of the new common sense on the economy, Public Services and brexit. The only party which recognises the world has changed these last ten years. And, no, we cannot continue with widening elite inequality, deregulation of industry and privatisation of Public Services. We are in a country with tory run councils collapsing because of cuts, where Homeless People are dying on the streets. In the shadow of parliament. Good jobs are being lost because we have a government who will not get a grip on the casino economy. In or out of the European Union, we have to deal with that reality, the reality of market failure and austerity. Free market has not worked in the banking sector, water industry, Energy Utilities and has crashed in outsourcing. It has failed our fragmented railways and has led to a Labour Market where abuse is rife. The European Union is not the root of all our problems and leaving it will not solve all of our problems who is likewise, the eu is not the source of all enlightenment and leaving it does not inevitably spell doom. Some will tell you brexit is a disaster for this country and some will say it will create a land of milk and honey. The truth is more down to earth, it is in our hands. It is what we make of it, together, the priorities and choices we make in negotiations. The conservatives are damaging our country and their priorities for brexit risk increasing and exacerbating the damage. I also know what a Labour Government could do for this country. Our priorities for brexit negotiations are the right ones to create a country that works, really does work, for the many, not the few. Thank you very much. Applause applause forJeremy Corbyns speech in coventry. Local mp beside him. We are expecting a question and answer session at which we will bring life to you. We will do the questions in groups. We should have roving microphones. Two on the go. The gentleman with the glasses. Fantastic. Channel 4 news. Gentleman with the glasses. Fantastic. Channelli news. In gentleman with the glasses. Fantastic. Channel 4 news. In a customs agreement, if you went into one, please say you have mightjust bea one, please say you have mightjust be a right to be heard, not a right toa be a right to be heard, not a right to a vote for a veto. Would you live with that . Say that again. Is it the microphone . If you go into a customs agreement, you might just microphone . If you go into a customs agreement, you mightjust have a right to be heard, not a right to a vote of veto on any trade agreements the eu might have. Could you live with that . You point out it has been 20 months since the referendum. You say the tories have been playing politics. Why have you suddenly now come round to the idea of a customs agreement . Some people might think you have got a political game on your mind. The ladies sat doubtlessly blue dress on, a little further along. Someone pointed out a number of European Countries spend more on state aid per head than the uk and also scandinavian style economies are possible within the Single Market because they exist, what specific labour policies do you hope to implement that you believe requires an exemption from those Single Market rules . One more from this site, the gentleman with the lovely blue jumper there. Thank you. Nick watts, bbc newsnight. It is often said because we do not see you at these set piece interventions and brexit very often you are keen for theresa may to own a brexits success or failure but in the last week you raised it at Prime Ministers questions and here we are today. I am wondering if you see an opportunity to shape brexit or an opportunity to shape brexit or an opportunity to shape brexit or an opportunity to ship out theresa may . Well, i love your blue sweater, its very nice. We have a team, i know its a bit of a difficult concept for the tory party to understand, we have a team, are brexit negotiating team, the shadow cabinet, and we have travelled far and wide. I have travelled far and wide. I have travelled over many parts of europe, maintained a very close relationship with colleagues in europe and developed that understanding because we wa nt developed that understanding because we wantan developed that understanding because we want an alliance in the future. I have attended more meetings of the party of european socialists that any labour leader in the past and our team is part of that. I raised these matters with the Prime Minister at question time last week, and you would have heard all that. And we will continue making these interventions. Listen, it was only two weeks or so after the referendum in 2016 and burnham, then our shadow home secretary before becoming the mayor of Greater Manchester, proposed an amendment to Parliament Resolution to parliament to guarantee eu Citizens Rights of residency in britain. We have been on this since the very beginning, of the late with the consequences of the late with the consequences of the decision. Of dealing with the consequences. On the points from the guardianjournalist, the consequences. On the points from the guardian journalist, the issues consequences. On the points from the guardianjournalist, the issues are of competition rules and are of the rules on state aid. For example, the nationalisation of rbs, in order to accommodate european rules, was accompanied by the selling off of some of the best part of rbs and the public was left with the remainder. Royal mail is a natural monopoly, mail delivery is a natural monopoly. Ido mail delivery is a natural monopoly. I do not agree with or accept the idea there has to be competition in mail delivery, we all have one letterbox and its much more efficient to have one postal delivery person coming down the street rather than different ones from competing companies. The idea of competition in water supply is a little odd when only one water pipe goes to each house. The idea competition rules work for the benefit of all we do not believe to benefit of all we do not believe to be the case and we set out in our ma nifesto be the case and we set out in our manifesto is received a huge degree of support, was Public Ownership of water and a meal and train operating companies. The point raised by channel 4, i set it out in the speech, what we want to achieve and what we will achieve is our right to be able to negotiate and consults at the same time with the eu on the sort of trade agreements we make and also confront them on the sort of trade deal made with the rest of the world. For example, you trade agreements have a human rights clause in them, very seldom enforced, they also have what i hoped would be much stronger clauses on workers rights and opportunities in third world countries or non European Countries from which gives an important. I would want to see those things stronger and we would be committed to that. Does that mean we have to be passive . No, come we are a large economy and important part of the world trade system and we would negotiate to achieve that and barry has clearly set the stoke in many directives in parliament. Set this out. That is a strange question because i spent a lot of time travelling around the country doing campaigning meetings and the issues are a brexit come up all the time and we thought it would be helpful to set out our reviews here today. Any more questions . The lady in a blue dress. You mentioned about the Automotive Industry in coventry, Jaguar Land Rover last week said they would suffer dire consequences from brexit and thousands losing their jobs. From brexit and thousands losing theirjobs. What do you say to that and would europe plan reassure them of those fears . And woods europe plan. Jeremy corbyn, you spoke of the need to maintaina Jeremy Corbyn, you spoke of the need to maintain a softer border in Northern Ireland and you admitted staying in the Customs Union would only help that game but the eu repeatedly said the only way to guarantee no higher order would staying in the Single Market. Are you saying they are wrong with that or would you countenance the idea of staying in the Single Market . The gentleman further back with the trendy beard. That was the new Campaign Group formed in a few weeks ago, a youth Campaign Group and their main purpose was to persuade you to back a second referendum on a membership of the eu. You believe in the power of grassroots campaigns, is there any chance they could ever change your mind on this . On the question ofjobs in coventry, yes, coventry is a manufacturing centre, Research Centre and is part of the whole West Midlands industrial strength and clearly that relies very heavily on trade with europe as this university relies on overseas students, notjust from europe but all over. I want to protect those jobs and to ensure the universities can carry on recruiting large numbers of overseas students and likewise i also want to make sure uk students do not go into debt in order to get an education. Our proposals are we have that effective trading relationship with europe and i think what we have said all to be good news for people in coventry and in the West Midlands. On the question of the border with Northern Ireland, we are a very, very clear at the good friday agreement was an enormous step forward in which both traditions in Northern Ireland and across the island of ireland were respected and that Historic Movement came because of very brave people being prepared to negotiate it. Nobody wants to lose that and every meeting i have been to in brussels and anywhere else, the border issue comes up. And anywhere else, the border issue comes up. That means there has to be a Customs Union that guarantees no border between the republic of ireland and Northern Ireland. That is our priority and we have made that very clear time and time again. On the question of decision on the outcome, what we pushed for is a number of red lines in the house of commons, one of which is the points clear star has made many times, there should be a meaningful vote in parliament on the final deal, as there will be a decision made by the 27 Member States in the eu plus the european parliament. There is a lot of discussion and negotiation to go on and we are not doing negotiations but we are setting out what we would do if we were in office. We are not proposing a second referendum what we are proposing is the final meaningful vote in parliament. We are proposing is the final meaningfulvote in parliament. Let mix it up, havent we got any non journalists who want to ask a question . The lady with the blonde hair. I want to say, please, will you hurry up and be our Prime Minister. Applause we have time for another two questions. The gentleman there. Following on from that, with this new shift in policy, is it your hope, your intention, that labour mps will now be able to join with conservative rebels, defeated the government and parliament and maybe precipitates an election . One more before we go home. I will go for that side, gentleman with the glasses and the beard. Thank you. In coventry we have got an issue, the Police Shortage on the streets. My war which i represent my ward. It is up and down the country, police are starved of resources. Theres the possibility labour can look into it and make sure there is adequate policing on the streets and no vigilantes on streets . Thanks for the last question, i will a nswer thanks for the last question, i will answer the other two. We pledge to increase Police Numbers by 10000 and 10,000 more officers there. I was with David Jamieson on saturday, the police and Crime Commission in stourbridge, and we were talking to Police Officers and community. They are losing their pcs alls, as are other parts of the country. So that sense of cooperation between police and citizens is lost and police only come in when there is a major crime ordire come in when there is a major crime or dire emergency and that is not a good way forward. If we are to deal with anti social behaviour, low level abuse, high level abuse, knife crime and serious issues like that, you do not achieve it by reducing Police Numbers, you cannot solve it all at a computer. It is only achieved by pscos who understand the community and are on the streets. I was in Great Yarmouth last week and spent some time talking to two local Police Officers who had been in the same area for ten years, they knew everybody in the community, they knew all the strains and stresses and were able to relate to that community and the Community Related to them. The points they made an effort that makes, if you cut Police Numbers, close youth clubs, this method use workers, this method dismiss youth workers, is it surprising you end up with more and more anti social behaviour and more and more levels of crime us we are saying it is a false economy to cut Police Numbers and we would invest in the Community Infrastructure providers. That is why were the local election and why austerity is so wrong. Applause thank you for your question, andy were putting our views to parliament, we are not in a majority, we have our results and we are determined to win the next election whenever it comes. We are fighting to protectjobs, protect Living Standards, consumer rights, Environmental Standards and above all, the rights people have at work. I try to set out what i believe is the more global view all our place in the world than that set out by the tories. There is no future in turning this country into a xenophobic offshore island that sees everybody as a rival. No, we are open, multicultural and multilingual society, lets achieve that and also say to people in every community that a Labour Government will not let your industries disappear and be replaced by nothing other than short term, insecure, zero hours contract type work. We are serious, very zero hours contract type work. We are serious, very serious about investing in every community in the country. Surely the Political Class should learn a lesson from the referendum result, that sense of anger at left behind communities. We will not walk by on the other side and let towns and cities dive for the lack of investment, it is our duty to achieve something very different and, yes, we are campaigning very hard all over the country to when local elections and then a general election when it comes and so you will get a Labour Government that way. Is that ok . Applause thank you everybody. Safejourney thank you everybody. Safe journey to wherever you are heading. Contact myself orjeremys office or the other mps. Shadow business secretary rebecca long bailey and Jeremy Corbyn bringing to the end of the speech from the labour leader and brexit. Some reaction to that, this from george osborne, who has treated the tories gifted Jeremy Corbyn and open goal and he puts the ball in. And the conservative mp for the east of england says a dogs breakfast brexit from Jeremy Corbyn, a half baked shambles. Betrays labour voters on immigration controls and abandons the world for the eu despite growth coming outside europe, 90 . Now dart. Our assistant Political Editor norman smith is in coventry. Hasjeremy has Jeremy Corbyn hasJeremy Corbyn clarified the labour position and is he offering something both those who want a soft brexit and voted to remain and who voted for brexit from labour, is there something to get behind offered . The truth, no. Some areas we still do not really have the details but what we do have is a clear dividing line now between labour and the conservatives and brexit because theresa may has ruled out staying in any form of Customs Union and ruled out staying in any form of Single Market. Jeremy corbyn today signalling labour would stay ina today signalling labour would stay in a Customs Union, talking about a comprehensive eu uk Customs Union. And on the Single Market, saying he wa nts a and on the Single Market, saying he wants a strong relationship with the Single Market. A clear divide between the parties now. If you want to characterise it, Jeremy Corbyn has firmly planted labour in soft brexit territory. We do not have clarity on some of the detail. Mr corbyn says he wants a Customs Union but once the right to negotiate our own trade deals. The conservatives said you cannot do that if you stay ina said you cannot do that if you stay in a Customs Union. Similarly, on the strong relationship with the Single Market, we know labour would be prepared to pay some money to stay in some eu agencies but no a nswer stay in some eu agencies but no answer really in terms of what would happen with freedom of movement. Would Jeremy Corbyn be willing to go along with that to secure the strong relationship with the Single Market . And abiding by European Court of justice ruling is to ensure the strong relationship with the Single Market . The paradox is the tories frequently accused of wanting their ca ke frequently accused of wanting their cake and eating it. Exactly the same charge can be made againstJeremy Corbyn because he wants membership ora corbyn because he wants membership or a close relationship with the Single Market. Not at all clear he is willing to abide by the sort of rules and regulations which the eu would almost certainly the man. Similarly, he wants to be in a comprehensive Customs Union with the eu but not at all he would forfeit the right to negotiate the uks and trade relationship. We have a divide between the two main parties but both of them are still in the cake eating country. And cherry picking country no doubt as well, norman. The second part, what about labour voters who voted for brexit. What will they make of this speech . That isa will they make of this speech . That is a moot point, i think, to be honest, because for many brexit supporters leaving the Single Market and the Customs Union, stopping paying money to the eu, getting out from the oversight of the ecj and ending freedom of movement, that is what brexit was all about. Mr corbyn has left the door open to all of those things if he is to secure the strong relationship with the Single Market. Already we have seen from some brexit supporting, peers like frank fields, this will look like labour is betraying its own brexit supporting voters. The real sort of trick for mr corbyn is at one and the same time to say to his remains supporting mps and party. Not much is going to change, dont worry, we will have a Customs Union and remain pretty close to the Customs Union while at the same time telling his brexit supporting voters saying, we are brexit supporting voters saying, we a re really brexit supporting voters saying, we are really leaving. In that sense, we dont have the definitive clarity andi we dont have the definitive clarity and i would suggest deliberately so in order to keep both sides on board. When will we have the clarity . Time is running short. The timetable for this week, especially what theresa may is doing in terms of the big brexit speech at the end of the big brexit speech at the end of this week and all the events in between now and then. By the end of the week, will we see a clearer picture emerging from the conservatives . I think it will be a clearer picture. But not the sort of detail many people crave in part because the language has to be brought when ministers talk about managed divergence. A deep and special partnership. Regulatory equivalents. That sort of language is designed to keep the likes of Philip Hammond and borisjohnson on the same page. Secondly, there will not be detail because that is for the negotiations. I think we will get more, but for those who think theresa may will set out a blueprint for brexit with all the details, i do not think we will get that. More from you soon, norman. Thank you for the moment. We commissioned a report a couple of years ago that says those customers are overpaying by £1. 4 says those customers are overpaying by £1. 11 billion in total. Whilst this Energy Market is working for a lot of people, there is now over 60 companies who would like a business, some of us switch a lot. Most Loyal Customers, lower income, young renters, not switching. We do not think it is fair that they should be overpaying for their energy. We want the market to work for everyone. We are not sure how that will pan out but would expect to see a reduction compared to current tariffs. Prices could go up to current tariffs. Prices could go up infuture to current tariffs. Prices could go up in future if wholesale Energy Prices go up. Pre pay customers we have seen are protected recently. It should be lower level income. Thank you, david hunter. The labour leaderJeremy Corbyn has delivered a keynote speech in which he has set out his partys approach for britain leaving the European Union. During the speech in coventry, he said labour would seek a final deal that gives full access to european markets through a Customs Union and a new and strong relationship with the Single Market. A downing street spokesperson has reiterated that britain will not stay in the Customs Union after brexit. Our assistant Political Editor norman smith joins us from coventry now. Take us through your thoughts on how Jeremy Corbyn performed and the key points. What they got today was the divide between the labour and the conservatives over brexit, what we did not get was the details. So we know theresa may has said she will not allow the uk to the in any form of Customs Union and we are leaving the Single Market. TodayJeremy Corbyn signalled he wants to negotiate a comprehensive eu uk Customs Union and he wants a strong, spoke relationship with the Single Market. However, on the detail, Jeremy Corbyn said he wanted the uk still to be able to negotiate his own still to be able to negotiate his own its all a free trade agreements while part of a Customs Union, something the government has said is impossible. On the Single Market, he said he would not want to have to abide by competition rules, something you are highly likely to insist on. Lets listen to mr corbyn setting out his stance on a Customs Union. We have long argued that a Customs Union is a viable option for the final deal. So labour would seek to negotiate a new comprehensive uk eu Customs Union to ensure that there are no tariffs with europe and to help avoid any need for a hard border in Northern Ireland. Iamjoined by i am joined by the shadow brexit secretary. Lets just talk about a Customs Union and your view you can still negotiate free trade agreements while in a Customs Union. Let me be clear, whatjeremy and we are proposing is a Customs Union with the eu and not what jeremy said is we have got to have a say in new trade agreements which means a say in what is negotiated within a Customs Union by that group. That is subject to negotiation but what we propose is to workjointly with the eu ina propose is to workjointly with the eu in a Customs Union with trade agreements, we will want trade agreements, we will want trade agreement in the future but what jeremy made clear as we have got to have a say in that. So you are not saying an labours version of a comprehensive customs deal the uk would be able to negotiate its own deals, you would have a say but that is all. We would have to negotiate that with the we want a Customs Union, we want a say in what agreements which jointly with the eu, there is great benefit to both sides. We are not negotiating our own deals. Were not negotiating our own deals. Were not negotiating outside that, technically you can negotiate and services but the proposition is a Customs Union that does the work of the Customs Union at the moment. So we would basically be in tandem with eu trade deals and not have our own trade deals. We will have the advantage of bidding in the future together with the eu, we are a strong and big economy and the eu gives us greater strength for trade deals than otherwise the case so it puts us in a better position for trade deals in the future than the one proposed by the government. You know what the brexit supporters say, the key economic advantage of leaving the Customs Union is to get our own trade deals with the big growth areas in the world. Under your scenario we would be dependent on the eu deciding who to do deals with. Those key brexiteers know the impact assessments done so far sure they are proposed route does not yield the dividends of acclaim and fast that more costly than they are prepared admit. And is vastly more costly. We want ambitious new trade deals but that would be much better to be done with the eu using our economies together. Lets talk about the Single Market or the strong the sport relationship with the Single Market. Does that mean being a participant of the Single Market . We want to be close to the eu in a Customs Union and a strong relationship with the Single Market and he added, was no reduction of rights, standards or impediments to trade. Being in the Single Market is the position were in now, the question now is how close we want to be economically to the eu and jeremy said we want be close and how we do that. How would it be different to our current position . Because outside the eu you have got to find a way to have a relationship. We were still have two abide by the freedom of movement, for example . Freedom of movement but obviously a key point of the referendum. Is it a point of principle for your freedom of movement should not continue . What we say about freedom of movement, the rules of freedom of movement and when we leave the eu and the critical question is what comes next and whatjeremy has said isjobs are the driver of any immigration policy. So would you rule out the continuation of freedom of movement in some form. He made clear current freedom of movement rules will end when we leave the eu. What comes next is critically important and jeremy has stuck to that debate and setting out in principle we want to stay close to the eu. Well we still be sending large amounts of money to the eu to secure this strong Single Market relationship . That has to be negotiated, not government wants to unnecessarily spend money. There are projects and agencies in the eu the government itself has said it would make sense to pay into. For the Single Market, and would not propose we pay into the budget but we will have to negotiate. European court of justice . Have to negotiate. European court ofjustice . We accepted a court of some sort, whether the European Court of justice in some form or another court will be necessary. If you want to be close to the eu, as generally set out, you will need a court, and the Prime Minister herself when she gave her security speech just over a week ago said she would accept the of court of. Court for llfl socially reasg socially accepted security reasons socially accepted proposition is if. Is important proposition is if it is important enough the courts jurisdiction proposition is if it is important enough the courtsjurisdiction can be used. You are willing to negotiate over money and consider the European Court ofjustice money and consider the European Court of justice and money and consider the European Court ofjustice and replacement of freedom of movement, any brexit supporting labour supporter is entitled to say betrayal. We accept the result of the referendum and voted to trigger article 50 but now we have to make choices about what happens over the next i or i years with the a strong relationship with the Single Market. In a union. The government has got itself into an awful position of brexit and its divisions are the single biggest threat to these negotiations and we have set out our position very clearly and the government now needs to respond. Thank you very much indeed. Theresa may will set out her position at the end of the week was a special brexit cabinet to finalise her approach and by the weekend we should have nuclear positions and dividing lines between the two main parties the clear positions and dividing lines between the parties. The Cabinet Office minister, David Lidington will set out the governments preferred position on devolution after brexit later with a promise to strengthen and enhance powers for , wales, scotland and Northern Ireland. In his speech mr lidington will say the vast majority of powers returning from brussels will start off in the devolved nations, not in whitehall. Meanwhile the welsh first minister carwynjones has said the offer does not go far enough. Lets speak to our wales Political Editor. Jeremy corbyn touching on this subject a little bit in his speech, talking about position of the nations saying we will not let those who want to sow Division Drive that process and no playing of the nations of the uk. So what is Mr Livingstone going to be saying . |j think livingstone going to be saying . think we will get something of a twin track message with a strong unionist seamen, where he will call on the whole nations to pull together strong unionist seamen. People talk, people talk about the Common Market and things people stand for. He is doing it at the airbus factory and the location is symbolic, it is the emblem of European Economic integration but also from the welsh and english perspective that sits on the border, the workforce is 50 50 and the message the government wants to set out is economic integration works between the devolved nations and i think the second message will be, more specifically geared towards the talks we have seen between the uk government and the devolved nations in recent months about what to do with eu powers after brexit. Many of these cover areas that are devolved, these cover areas that are devolved, the classic example is agriculture. Agricultural wage subsidies, for example, are administered by the devolved administrations, agriculture is a devolved area. The uk government is saying that after brexit that needs to be a uk framework, was partners need to decide initially at westminster and what is called a Holding Pattern before being devolved. The devolved governments are saying that is not good enough and these problems need to come to us first and then we can work out an agreement. There was a Significant Development last week in those tops in the uk government made a concession and said, broadly speaking about two thirds of those power was well directly go to the government in cardiff and edinburgh but there will be a choral number of powers that will still go to westminster for what they call this uk framework were there needs to be auk uk framework were there needs to be a uk set of regulations. David lidington is saying that has been a development in this and there will be an appeal to the government to say we are close to a deal here, lets cross the line. Thank you very much for that. Four people are now known to have died in a large explosion in leicester last night, which caused a two storey building to collapse. Six other people were taken to hospital, one is said to be in a serious condition. Emergency teams have spent the night searching through the wreckage. Our correspondent is at the scene. Is there still a search operation going on their . Very much so. We are right at the Police Caught them at the end of hinckley road, a very busy main road in the west of the city. You can see six shops at the start of hinckley wrote on the left and there is a very pronounced gap on the second last one where the explosion happened. In the last few moments a white sheet has been put up moments a white sheet has been put up within the cord and as the teams undertake what we understand to be a search and rescue operation to find people trapped within the rubble. It is very much ongoing, a large digger has also arrived, the type you would associate with demolitions, so plenty of work getting done. Is anything more being said in terms of details of what happened . Details are minimalat of details of what happened . Details are minimal at this stage. Simply due to the sheer scale of the operation. The explosion has not been linked to any kind of terrorist activity but because is as yet unknown. The emphasis is very much search and rescue and police say they are committed to finding people live under the rubble although to look at it is hard to imagine but thatis look at it is hard to imagine but that is the emphasis. In the meantime this road is sealed off, ambulance crews got Fire Services still very much there and the priority is finding people live in finding what caused this explosion around 7pm last night. Finding people alive. The headlines on bbc newsroom live the labour leader, Jeremy Corbyn, has set out his partys approach to brexit, with a promise that a Labour Government would support a Customs Union with the eu. Four people have died after a large explosion at a shop in leicester, police say there could still be people buried in the rubble. A man has admitted killing three teenage boys in a car crash when he ran them over as they walked to a Birthday Party in west london last month. It is time for the sport. Iam sure it is time for the sport. I am sure you will be sad to see him 90, i am sure you will be sad to see him go, he has had a fantastic career but the former ireland number eight has been forced to retire at the age of 3a due to medical advice. It one clu b of 3a due to medical advice. It one club man with leinster, he toured twice with the british and irish lions and won many camps with his nation. He was due to start with ireland at the end of the six nations last year but he pulled out in the warm up with what seemed to be an innocuous injury but turns out to be anything but, he has not played since and is now called time on a fantastic career for ireland, leinster and the british and irish lions. His performance against south africa for the lions in 2000 and 91 of the great individual displays. On his day, he was one of the best in the world. In football, scott brown has decided to call time on his career with scotland, for a second time. He retired for the first in 18 months ago before returning two months later but once again the celtic captain has stepped away from scotla nd captain has stepped away from scotland in the interest, he says, of looking after his body and the interest of his family. The funding system of uk sport has come under scrutiny following the winter olympics, where a doubling of funding saw a return ofjust one extra medal compared with four years ago. The chair of uk sport, Dame Katherine grainger, spoke to us today, and responded to claims from gb basketball, who believe a lack of finance has put their future at risk. Within the uk sport, our remit is to fund sport with the potential of olympic and paralympic success and basketball would admit at the moment they cannot prove that success within the next two cycles which is the time we look at. So what we want to thank for basketball is another source of income that we can still grow and celebrate that sport but it probably needs to be any different mould other sports. British boxer Scott Westgarth has died in hospital afterfalling ill following a light heavyweight fight in doncaster on saturday. The 31 year old won his eliminator bout on points against dec spelmanm, but was taken to hospital after falling ill backstage. Thats all the sport for now. Ill have more for you in the next hour. Snow is falling as bitterly cold temperatures are forecast across the uk as weather blows in from russia. Parts of the uk will feel as cold as northern norway and iceland. Yellow and amber weather warnings for snow are in place for monday and tuesday, covering southern and Eastern England before extending to cover the midlands, scotland and wales. So, chris, tell us more about what this cold spell is about. It is about the easterly winds. You have probably noticed how freezing cold the area feels and for good reason. It has been moving in from siberia dragging in this bitterly cold air, moving across Northern Europe. As it has been moving across the slightly less cold north sea it has picked up moisture which is why we have already seen some snow showers in Eastern England and some in eastern scotland. The snow overnight and into tuesday will get much heavier and the met office have two amber warnings, 5 10 centimetres of snow widely across lancashire, yorkshire and parts of the midlands and the band of showers into south east england and london area but could also bring 5 10 centimetres of snow. Both these idiots have the high chance of significant transport disruption. From there we have more met office amber weather warnings, this time further north on wednesday for east and north east england. Snow causing problems again and all the while the air is getting colder. Most of the uk will not see temperatures above freezing on wednesday. The easterly winds will make it feel freezing cold. Towards the end of the week an area of low pressure bumping into this called air. Some uncertainty about the part that takes but likely to bring a speu that takes but likely to bring a spell of very heavy snow northwards and combined with strong winds we are looking and blizzard conditions for a time. The risk of fairly significant transport disruption towards the end of the week. Staying with the subject of the impact of this bad weather because i am joined by impact of this bad weather because i amjoined bya impact of this bad weather because i am joined by a representative from saint mungo s, a charity that represents the rough sleepers. How has the situation changed since i last spoke to you because you were speaking about the obvious concerns of rough sleepers in this extended cold period. Like i said, rough sleeping is dangerous any time of the year but we are heightened alert with this extreme situation. As it continues and is prolong the concern is to make sure there is enough provision to bring people in from the cold. Our concern and that of Many Councils is to make sure there is enough space to bring people in. Lots of councils have activated their severe emergency weather protocol plans. How do they and yourselves worked with one another . There is two ways of accessing this provision, most councils have the commissioned service that goes on to the streets to work with rough sleepers. The other way is to make sure National Referral line is well publicised so members of the public can make contact with street link so local councils and local teams can find people in more rural areas, thats particularly important, where there may not be a lot of traffic and saw where a member of the public can see someone and may concerned they can contact street link. Are you relying on the public and these teams to bring rough sleepers to the shelters to do that without expecting every rough sleeper to refer themselves to a shelter . People do not necessarily nowhere to go so we are relying on the charities and councils to Work Together and for the public to be the eyes and ears. If they are about someones health then do not be afraid to contact the Emergency Services but otherwise get in touch with street link. In terms of capacity do you ever find yourself having to turn people away . When this protocol is triggered we should not be turning anyone away under any circumstance, it is all about saving lives at that point. Are you a shelter is filling up point. Are you a shelter is filling up at the moment . They are filling up up at the moment . They are filling up and we will be looking at providing more and more space. Thank you. A man has admitted killing three teenage boys who died when he crashed into them as they walked to a Birthday Party. Jaynesh chudasama admitted three counts of causing death by dangerous hayes, in west london. Harry rice, who was 17, and George Wilkinson and josh mcguinness, both 16, were killed in the incident last month. Our correspondent Richard Galpin is at the old bailey. What has been happening in court . The detail has come out after those guilty pleas maids by the defendant. What we have heard critically is he had been drinking. According to estimates, they believe he was 2. 5 times over the legal alcohol limit at the time of this fatal incident. And accident investigators report said he was travelling at 71 mph in his brothers audi at the time, on a road in west london where the speed limit was 60 mph. A witness said he had been overtaking another car at the time and lost control of the audiand the time and lost control of the audi and it essentially mounted the pavement and ploughed into this group of teenage boys. There were five boys at the time there, three of them were killed and there was a horrific detail given when it was said the audi hit the three boys with such force that they were all thrown into the air, one of them flew over a wall into a cemetery and of course it is believed they died either instantly or almost insta ntly. Either instantly or almost instantly. The defendant, weve heard from the court he was then hit on the head by someone who witnessed the incident using a bottle, believing he might try and run away. Many of the families of those killed we re many of the families of those killed were in the court today and as you can imagine there were very emotional scenes. The feuding has now been delayed because the funerals of two of the boys the hearing has now been delayed. We understand scenting dixon sentencing is likely to take place next week. A man has been charged with the murders of two young somali men who were stabbed to death in the camden area of north london last week within the space of two hours. Police say the man has also been charged with a separate stabbing, and an attempted grievous bodily harm, which happened on the same evening. New legislation to cap poor value Energy Tariffs and save consumers money is being introduced to parliament this afternoon. The government says it will protect millions of consumers from paying high tariffs by allowing the Energy Regulator, ofgem, to impose a limit on how much companies can charge customers for their standard variable tariffs. The industry has warned the cap could stifle competition, something denied by the government. There is about 11 Million People on standard variable default pallets, the things you tend to stay on often if you are the most Loyal Customer and the commissioned a report that said those customers are overpaying by around £1. 11 billion in total. Whilst this Energy Market is working for lots of people, now over 60 companies that would like your business and some of us to switch a lot, the most Loyal Customers who are lot, the most Loyal Customers who a re often lot, the most Loyal Customers who are often older, lower income, young renters, are not switching and we do not think it is fair they should overpay. We are taking action, we wa nt overpay. We are taking action, we want the market to work for everyone andi want the market to work for everyone and i am bringing in a bill today we are keen to get in place by the upcoming winter to make sure of gem, the regulator, has the power to cap ta riffs the regulator, has the power to cap tariffs in absolute terms. We cannot say bills cant go up because sometimes wholesale prices go up, the price of oil changes and when price caps have been tried before what you ended up with was a bankrupt industry which nobody wa nts. Bankrupt industry which nobody wants. We introduced a tariff gap for customers on prepayment meters or low incomes and about 5 Million People are protected and we have seen people on those tablets are paying substantially less for their energy than the woods of than they would have without the cap and we think its important this market works for everybody. Lets ta ke works for everybody. Lets take a look at the weather forecast. Wind is picking up. Adding to the cold. Some snow across central and eastern parts of england. Parts of spalding. Snow showers continuing through the rest of the day. Some blowing into scotland. From much of the west, drive. Easterly wind, feeling cold. Dry air, not an awful lot of snow lying just yet. However, that will change. Those wintry showers, the snow showers we have at the moment will continue into the evening, fading away to a certain extent. Clout and snow coming in to eat in scotland, north east england, lincolnshire, the midlands. Wet snow, biggerfolks. More likely to settle. Two amber warnings of snow. One is for the persistent showers. South east corner, snow showers for much of tuesday. And all the snow from the north sea. Mainly in this out of the area could change, moving further north to Greater Manchester and newcastle perhaps. 5 10 centimetres in some areas. 15 20 possible. The first of the significant snow and travel disruption into tomorrow. This is bbc newsroom live, our latest headlines Jeremy Corbyn has said that labour would seek a final brexit deal that gives full access to european markets with the benefits of the Single Market and the Customs Union. Labour would seek to negotiate a new comprehensive uk eu Customs Union to ensure that there are no tariffs with europe and to help avoid any need for a hard border in Northern Ireland. Four people have died after an explosion at a shop in leicester. Emergency crews are still searching the wreckage for survivors. A man has admitted killing three teenage boys after they were hit by his car as they walked to a Birthday Party in west london last month. New legislation to cap poor value Energy Tariffs and save consumers money is being introduced to parliament. Lets get more nowJeremy Corbyns clarification of labours position on brexit. In a speech in coventry this morning mr corbyn said that labour would seek continued membership of a Customs Union, and a new and strong relationship with the Single Market. Im joined by bbc reality check correspondent chris morris. As ever, to clarify the details for us. Jeremy corbyn says a new customs deal should be struck at the end of the transition. Could you explain the transition. Could you explain the difference between mr corbyns promotes and labour and what the government calls for. Sometimes the language sounds the same, union or arrangement. The difference is a technical term in trade talks is a union. A group of countries exposing the same imposing the same external tariff. Anyone wanting to bring good thing has to pay the same tax at the common external border. Customs arrangement can mean anything, whatever you want to set up anything, whatever you want to set up in the future. WhatJeremy Corbyn was trying to do today was set out very clear water between labour and the governments position on this particular issue. Lets have a mission to that. Labour would seek a final deal giving full access to european markets and maintains the benefits of the Single Market and a Customs Union has the brexit secretary david davis promised in the house of commons. With no impediments to trade. We have long argued that a Customs Union is a viable option for the final deal. Labour would seek to negotiate a new, comprehensive uk eu Customs Union to ensure there are no tariffs with europe and help avoid any need whatsoever for a hard board in Northern Ireland. Applause hardboard hard border. Also it would need to ensure that the uk has a say in future trade deals. He is addressing the governments main argument that the advantage of leaving the Customs Union is we can make our own trade deals around the world. He said he wants the uk involved in the process in the future. It seems to me he is saying he wants negotiation between the eu and uk on future trade deals rather than the uk operating as a separate entity. He is saying, we can still be involved in the negotiation but it seems to me quite a bit difference from government policy. On the subject of freedom of movement. Doesnt being in a Customs Union mean the uk would need to accept union mean the uk would need to a cce pt of union mean the uk would need to accept of citizens . No. The Customs Union is about goods, things you bring in. Physicalthings union is about goods, things you bring in. Physical things to sell. Free movement of people initially about the Single Market, which is a separate but importantly linked thing. That is about movement of goods, services and capital. He says he wants to stay close to the Single Market, not exactly spelling out how it would work. But not be part of it. He also said, this is important, labours priority is always going to bejobs over other labours priority is always going to be jobs over other issues such as immigration, for example. Our immigration system will change and freedom of movement will as a statement of fact end when we leave the eu. But we have also said in the trade negotiations our priority is growth, jobs and peoples living standard. We make no apologies for putting those aims before bogus immigration target. Labour would design our immigration policy around the needs of the economy is based on fair rules and management of migration. Is there a chance on the basis of this speech labour will be accused of wanting to have its cake and eat it like the conservatives . The problem for government and labour is it is all very good setting out a position but it needs to be agreed with 27 other countries. That is the key and we will see that when theresa may makes her big speech on friday. It is very well. We have seen both parties struggled to come toa seen both parties struggled to come to a common position within the party. You can do that but also you need to negotiate with and agree with the other countries. This behaviour is not acceptable. We will not be having that tomorrow. She is having to be restrained. Do the right thing. It is something they are trained for in this north london pupil referral unit. We think she is probably spitting out of habit and adults will repel. As hard as that is for us, we need to make sure we do not pull away or whatever it may be when she does that. You then started to spit on my face and my clothes and on my arms. Coming out of the mainstream at a rate of just over one per day. Spread that out over a school year, that would be one or two the year. Over the past two years there have been hundreds of horrific cat deaths and police think it could be the work of one person. A £10,000 reward is being offered to help catch the cat killer. Graham satchell reports. This road is basically where the first murder that we are aware of happened. We are driving with tonyjenkins, founder of an Animal Rescue charity. He is taking us to where it all started. The body was left on a neighbours doorstep. How many cases have you now encountered . We are over 450 now. 450 . Yes. It was along this path, an old railway line, that the first attack happened over two years ago. Tony has been working closely with the metropolitan police, investigating each report of a suspicious cat death. He needs to be caught because he is bringing horror to peoples lives. Most people consider their cat as part of the family, it is like losing a child, and it is devastating for them. It is not just it is notjust that it is not just that so it is notjust that so many cats have been killed but in every case they have been dismembered and the body parts left deliberately to be discovered. You could not help but love him, he had these massive green eyes. He was just a boy, thats the only way i can describe him, he would come bowling in. He was great. Jaynes cat taz was found mutilated in her neighbours garden. It was devastating, and i think everybody who saw him has been scarred. I think you can never erase that out of your memory. I cannot get that round my head, why someone would want to be so vindictive to any animal and to hurt loving families with their pets. I dont understand it. This person, if it is one person, i think that is what the police suspect, is displaying psychopathic traits. For forensic psychologist coral dando there are uncomfortable echoes of history here. Animal cruelty is a recognised starting point for more horrific crimes. People that start with extreme violence towards animals do progress and there is a progression hypothesis that suggests it is like a start and they will move on and they will often progress to doing sadistic violence towards human beings. The metropolitan police do not know who the cat killer is. There have been no arrests and there are no specific suspects. Jaynes hope is that there is a breakthrough soon before more cats are killed. Graham satchel, bbc news. Its six months since Hurricane Harvey hit the city of houston in texas, killing 68 people and forcing more than 40,000 to flee their homes. We vacillate between wondering do we want to be in this house or do we just want to start over somewhere else . As houston recovers from the impact of harvey, the next Hurricane Season is only four months away. This is a sprawling coastal city with bayous like this which are vulnerable to flooding. So is anything being done to defend houston against future hurricanes . Its important for the city to take steps to mitigate the risk of flooding, which means if they are living close to a bayou, the bayou needs to be expanded. Or there needs to be more detention basins put in place. Hurricane harvey destroyed homes and lives. Though houston is rebounding, the road to recovery is a long one.
