Welcome to bbc news. The spanish Prime Minister, Mariano Rajoy, has announced steps to remove the Current Administration in catalonia and to hold fresh elections there as soon as possible. He warned of Economic Disaster if the regions separatists tim willcox is in barcelona. Iam standing i am standing in the centre of barcelona, leading down to. Organisers have predicted up to1 million protesters out on the streets today. I dont think we have quite that number but possibly a couple of hundred thousand. All these people coming out to demonstrate against a decision by Mariano Rajoy, the spanish by minister, after a crisis Cabinet Meeting to impose home rule, direct rule from madrid, on this region. The First Time Ever article 155 has been invoked against an autonomous region. People on the streets today say they believe the referendum held on october the 1st was legal. And that 90 of the people who voted in favour of independence should be heard. Their voices should be heard. But catalonia is a divided region and there are many others who want to stay united with spain. Lets get the latest now on what has happened in the past few hours. This report from tom burridge. Looking relaxed, in a Cabinet Meeting like no other. Because no Spanish Government has done this before. But with the authorities in catalonia pushing to break away, spains Prime Minister is moving, to exert direct control and limit catalan autonomy. Translation we apply article 155 because no government of any democratic country can accept disregard for the law. Last night, spains king, firmly behind the Spanish Government. Translation spain of the 21st century is a country in which catalonia is and always would be a central part. We should root ourselves in loyalty and solidarity. Catalonia is split over the question of independence and there is anxiety over what the future will hold. But those who want independence say madrids tactics could backfire. There will be peaceful protest. Likely work to rule from Civil Servants, for example. The catalans are not going to lie down and take it easily. Theres no solution going this route. But the measures announced by the Spanish Government wont come thick and fast. Expect a careful and slow running strategy to minimise the risk of making a tense situation in catalonia even worse. We think we are going to hearfrom him at nine oclock local time. Lets speak to people on opposing sides of this debate. With me is a Civic Society activists, pro independence. And also a pro unity woman. The numbers are significant and this has angered are significant and this has angered a lot of people today, this decision. They have been organising these rallies quite a bit of the past few years. Im not impressed. For me this is normal. We are looking at maybe 200,000 people. What happens now . Nobody knows. It is the first time we are going to have these kinds of measures from the government. So lets see. Our main concern is civil rights. This opens a door which we are worried about. I would completely disagree. There is no violation of human rights here. What the government is doing is trying to restore law. It is completely legal, constitutional. It doesnt affect any civil rights. Isnt the point valid, that there is a number of people here who want independence in spain . a number of people here who want independence in spain . I dont disagree with that. Freedom of expression is allowed. In germany, any legal party would be bands. Its not the case in spain. Easington and independence that you have to do it through legal means. They are not using legal means. Im not sure if we can hear you above the whistles. Every time a Police Helicopter goes over, the crowd gets angry and whistles against them, calling for liberty. Tell me, when the senator madrid passes article 155, which eve ryo ne madrid passes article 155, which everyone expects them to do, because the Prime Minister will have a majority there, how will people who we re majority there, how will people who were working for the regional siovas for the autonomous region here reacts when madrid told them to do something . We dont know. It depends on the administration and the government. But im sure citizenship will answer. People are on the streets every day, neighbourhoods and organising a lot of assemblies. People are getting together, gathering in schools. Everyone is trying to do something. I think they will answer in the streets. This is a nightmare from madrid. Many of us perhaps could see it coming because there was such tragedies on both sides. How on earth do you round 20,000 Civil Servants, 70,000 from local police force from madrid . Or are they going to sense to impose the law . What this tells you is that this is the result of autonomy. Only 9 of Public Workers are under the national administration. This is a result of granting so many powers to catalonia. It is true that these powers. I dont know how they will do it but they have to find a way. You have to political separatist leaders in prison at the moment in madrid. They havent been charged but are facing possible sedition charges. How does a staged event that . I understand that they could be held for four years before that . I understand that they could be held forfour years before being charged. Sedition in many countries isa charged. Sedition in many countries is a perfectly valid arguments. I would not send them to prison but im not the judge. This isnt a political position, this is a judicial decision . The prosecution could not ask from prison. I would not have done it because it is not them promoting independence. There are significant numbers of people here who dont come out onto the streets because they want to stay united with spain. They dont want independence. Just one other thing, when it comes to spain imposing article 135, when it comes to collecting, for example, parking fines and erecting Civil Servants and directing the local police, it is going to be a difficult thing from a to do. Army bomb squad specialists have been called to the Nuclear Reprocessing Plant at sellafield in cumbria to deal with hazardous chemicals found in a lab. The chemicals, contained within a number of canisters, were discovered during a routine audit at a laboratory at the site in cumbria. They are industrial solvents which are potentially flammable in liquid states and can crystallise and become unstable when exposed to air. Gusts of over 70mph were recorded earlier this morning. Yellow strong Wind Warnings are still in place across much of wales, south england and the midlands. All day we have experienced this very strong south westerly wind forcefully coming onshore and bringing strong waves. Speed limits through motorway roadworks in england could be raised from 50 to 60 miles per hour. The proposed changes follow trials which found drivers would feel safer at higher speeds. Jon donnison reports. Roadworks and mile after mile of Little Orange cones are the bane of many drivers lives. The current speed limit when passing through motorway roadworks is 50 mph, but highways england says that could be increased to up to 60. It follows trials where drivers were fitted with heartrate monitors to measure stress levels, driving through roadworks at different speeds. 60 of participants recorded a decrease in average heart rates in the 60 mph trial zone. In the 55 mph zone, the decrease was 56 . Some drivers said they were more relaxed at higher speeds because it allowed them to accelerate away from large lorries. What you find at 50 miles an hour is many trucks have their Speed Limited to 56, and therefore they try and drive faster, they tailgate cars, a foot off their bumper. That becomes incredibly dangerous. A foot off their bumper. So on those stretches, if you can have 55 or 60 miles an hour, you will get less tailgating, fewer drivers just studying their speedometer, and it really can be safer. The stabbings occurred near the rosenheimer underground station. There were no life threatening injuries. A man has been detained. Two boys have been injured in a serious collision with a van in cleethorpes in lincolnshire this morning. Humberside police were called to the incident after a white peugeot van mounted the pavement on st peters avenue at about 8 30am. One of the boys suffered life threatening injuries, and both have been taken to hospital. Human Rights Groups and zimbawes political opposition have condemned a decision by the World Health Organisation to appoint president Robert Mugabe as a goodwill ambassador for the un agency to help tackle non communicable diseases. Human rights watch said that given mr mugabes record on human rights it was an embarrassment to give him such a role. A spokesperson for the uk government said the appointment was surprising and disappointing. Earlier, i spoke to doug coltart a human rights lawyer and activist who lives in zimbabwe. He told me the decision has left many zimbabweans in the country worried. We have a doctor to patient ratio of one two 250,000, many rural patients have to walk over ten kilometres to get to Health Clinics and theres almost no medicine in many hospitals, and even medical students are treated horrendously and many of them were kicked out of their residences recently. This is the daily experience. If there are levies put on certain things to try and raise funds, whether that will ever get to people, orjust get sucked up in the patronage system like many other taxes, remains to be seen. But the experience on the ground for most people here is one of a completely broken health system, that they also have virtually no access to. One argument is that this is an International Organisation which might agree with some other points you have made, but wants to extend an olive branch to the country. And perhaps the country when Robert Mugabe is no longer here. There are two things i would like to say to that. Well, if they are now extending the olive branch to mugabe himself, the question we have to ask, what has changed that all of a sudden he should be a goodwill ambassador . And be given the honour when really nothing has changed in zimbabwe . If anything, things are deteriorating every day in the last few months. The second thing, the wto and other un agencies need to consider the damage to their own reputation, both globally and in countries like zimbabwe, where people who are suffering under the oppression and the mismanagement of a leader like Robert Mugabe, now see him being honoured on the world stage for something which clearly seems totally ironic for the majority of them. It totally undermines the reputation of these un agencies and they need to consider that, the problematic aspect that that has, the repercussions that can have for the long term. The Spanish Government wants to make a clear statement, that it is ultimately in charge of this spanish region. But as you can see tonight, many people in this crowd firmly disagree. The sellafield Nuclear Reprocessing Plant says a bomb Disposal Team has successfully destroyed all potentially hazardous chemicals that were found at the site yesterday. The company which runs the plant says a small number of canisters containing solvents had been stored at the site since 1992. No radiological material was involved, but there were concerns that the chemicals could become hazardous if exposed to oxygen. Two boys have been injured one seriously in an accident in cleethorpes in north east lincolnshire. Police were called this morning to reports of a van mounting a Pavement Outside a corner shop. An air ambulance took one of the boys to hospital in leeds. The condition of the van driver is not known. An investigations under way and motorists have been asked to avoid the scene. Its a change of scene for you, bernard, because you are best known as someone who writes in battle mode, really. People are found with muskets or waving swords in many of your books. What is it that fascinates you about the 1590s, and theatre in london . Well, its just that its the beginning of a whole new industry which has obviously prospered mightily ever since, but before the 1570s there were no permanent playhouses. No theatres, if you like. The first is built in 157a. 20 years later, they are in full flow. We have a whole new industry in london. It has to be london because london is the only city big enough to support it. And, shakespeares company, the lord chamberlains men worked at a place called the theatre. A name that has stuck. I miss spend my summers on stage, and i have done for the last 11 years. That experience has absolutely fascinated me. I mean, what was it like in shakespeares time, putting on a play . Is it any different to today . And so, in a sense, its an attempt to actually recreate the world of shakespeares theatre. And youve done something rather cunning. Youve brought in as the narrator of the story richard, one of shakespeares brothers, a younger brother who is a real man. We know that he existed, but we know almost nothing about him. So youve got a wonderful blank sheet of paper i love blank sheets of paper, and richard is the most blank of all of the sheets. Shakespeare had three brothers edmund, giles and richard. We know something about the first two. Edmund became an actor and died much too young. He is buried in what is now southwark cathedral. But richard, we have his birth date, or at least the date of his christening. We have his death date. And we have one court mention in between where he is fined for not attending church. That is it. So hes a completely blank slate. I think its most unlikely that he went to london and became an actor, but why not . It gives me a chance to tell the story. A chance to tell the story and explain that the brothers are estranged, more or less. At least, they have a very difficult relationship. Which is partly due to professional rivalry. Then, you weave a story that involves a lost play, a lost manuscript. It is all set around the rehearsals for the first night of a midsummer nights dream, which is a play about putting on a play putting on a play, yes so we can see where you are going here . Yes, it is a play that i love, ive twice played in a midsummer nights dream. And i think that was maybe the reason i chose it, because i know the play quite well. You know the plot. Most people you ask if they can remember if they remember the plot to a midsummer nights dream, they would struggle. Its very convoluted. It has a lot of main characters. Im a great believer that shakespeare knew what he was talking about when he said in romeo and juliet the two hour traffic of our stage. Usually, you cut a play down to about two hours, plus an interval. Theres a lot going on in those two hours, there really is. And i suppose also it gives you the idea of the ferment of the playhouses of the time, you are giving the Audience Entertainment of every kind through the course of the evening. Its almost participatory, isnt it . Yes, its extraordinarily exciting. The playhouse was a whole new idea. Up until then, if you were going to see a play you would go to an inn yard, probably, or maybe to a hall somewhere. And the play moved on, the cart moved on and you didnt see a play again for some weeks or months. But once you have a fixed playhouse in london, orjust outside of london, then the audience is the same, night after night. Instead of needing three or four plays to keep going, you need about 30 plays a year. You need new material all the time. So the playwright is born. If there had not been a permanent theatre, if it wasnt for the bricks and mortar and the timber and the plaster, we wouldnt have shakespeare. He wouldnt have been needed. Nobody would have paid him to write romeo and juliet or a midsummer nights dream. He might never have been. Might never have been. And he was writing for money of course . Writing for money, and making a great deal of money. The way to make money was to be a shareholder, and owner, of the company, and he is. Its quite natural that a story like this would bubble up. Jealousy, professional rivalry. The theft of a text, because of course there was nothing to protect. No, there was no copyright. If you were an actor, you didnt get a copy of the play to learn your lines. You just got your part. So, if you were playing duke theseus, you would have the line, you know, hippolytas line ive never heard such such silly stuff, this is the silliest stuff that ever i heard. And then you would get your lines. And you would have to work out what else was going on yes, it was like a jigsaw puzzle. Youd have to go, whos next . And you would have to do that in rehearsal. If you had too many copies of the play, someones going to steal it, and if they steal it, then their company is going to put it on and you have no redress at all. So if youve got a great play like romeo and juliet, or midsummer, you certainly dont want the admirals men across the river putting that on because you are losing half your audience. And that is the main spring of this plot . Yes. I would like to think that the main spring of the plot is can we possibly make a success of this ridiculous play with fairies in it . But, who knows . And in writing this story, which has elements of a romp about it, what does come through is your affection for the whole business, the fun of it and the stagecraft, and the smell of the greasepaint, as it were . Yes, it is a huge affection. I like to think it is a tribute to everyone who works in the theatre, for all the pleasure they give us. When you had finished constructing the story, in terms of plot, and then given richard the characteristics which you were able to make up because we know nothing about him, did you find at the end that you got to know his brother at all better, or not . Yes. I got to understand what William Shakespeare was doing in the sense of being a sharer in a theatre company. And, the pressures on him to produce plays. There is this huge pressure to have new material all the time. And much of it is dross. But nevertheless, benjohnson was writing for the admirals men, shakespeares writing for his own company. There is pressure producing. Come on, will we need plays. A remarkable writer like you has had such worldwide success with a whole string of novels, pretty much all set in the past but not entirely, but most of them. You must find yourself coming back to the core subjects that engross people and keep them interested, and the rivalry between two brothers is one of the classics, isnt it . Yes, rivalry or conflict. Somebody once said that every good novel begins by asking a question that the reader did not know that they wanted answered. Its got a very good opening line, this one. Can you remember it off the top of your head . I died just after the clock in the passageway struck nine, i think it is well, its not a bad beginning, and beginnings matter, dont they . Beginnings matter, very much so. It was Kurt Vonnegut who said a novel begins by asking a question the reader did not know they wanted answered. And that actually, in a sense, is what you do.
