The world. Fighting i. S. I. L. This is an iraqi led operation as it should be. The Iraqi Government launches a counteroffensive to retake Anbar Province from i. S. I. L after iraqis receive the first shipment of f16 fighters jets. And trying to recapture el chapo. Afs his daring escape from prison. After his daring escape from prison. Good evening im antonio mora. This is Al Jazeera America. We begin in greece where a new bailout deal is threatening to fracture the nearly bankrupt the country. Prime minister Alexis Tsipras returns to the country after receiving a 96 billion bailout package, and part of the deal is that the Greece Parliament must approve the plan by wednesday. Recent referendum and protested in athens. Without parliaments agreement it could be pushed back into a crisis. And tsipras faces an insurrection in his party. Jacky rowland appears in brussels. They avoided the worst scenario a greek exit from the euro. Today we had only one objective, to reach an agreement. After 17 hours of negotiations, we have finally reached it. Someone can say that we have an agreekment. But it is no laughing matter for the greeks. They need to dont adopt a large. Package of reform and agree to sell off 50 billion euros of state assets. A clearly exhaust evidence Alexis Tsipras tried to put the best possible gloss on it. Translator the deal is difficult but we have prevented the transfer of public property broad. We prevented the lan plan of financial asphyxiation. The plan that was planned perfectly and just started to be implemented. Secured financing for the medium term. Chancellor merkel said they would look at restructuring the debt, categorical but none of it would be written off. Translator this success has come in spite of the fact that in the past few weeks and months the most important currency namely trust was indeed lost between us. But as we all know, paper is patient. We will do away we what we have agreed upon overnight. The idea is that half the money raised, will be be be the rest will be reinvested into greece. But eurozone liters have made it clear that talks cannot even begin until Greek Parliament pass test whole package of measures into law. So the european leaders drive away into the gray light of morning. Most of them can now catch some badly needed sleep but not the greek Prime Minister. For sure the night was brooding for him and he can only expect another bruising when he faces the Greek Parliament and the people of greece. Jacky rowland brussels. As politicians worked feverishlyfeverishly to get job done, be Patricia Sabga is in athens. 73yearold nick and his wife lost their daughter to cancer seven years ago and then their soninlaw two years after. Theyve been raising their ram rambunctious grand sons on what amounts to 820 a month. The money is not enough. If we didnt have support of neighbors and nonprofits, wed be finished. They havent paid their utility bills in six months. A hand to mouth existence and theyre hardly alone. They raise their childrens children and families are destroyed. People are completely destroyed now and in this last five months of negotiations, we are in a catastrophe. Reporter the daytoday political jockeying of this crisis tends to command most of the headlines but behind the headlines and acrimonious combat between finance ministers, this is tearing apart the very fabric of this society. Costas is the founder of smile of the child. 365 neglected and abused children in greece as well as centers offering food, medical services and counseling to families in need. Conceived by his son andreas who designed this logo before succumbing to a brain tumor at the age of 10, smile of the child helped 430,000 families last year. An increase over 2007. Lot of domestic violence, also a lot of divorces. So you see, there is a domg noticedominosituation. One that is threatening the life line of the families. Smile of the child is founded by donations from the greeks. A joins us tonight on skype from brussels. Marco its very good to have you back on the show. Lets start with the basic question. It seems like your fellow eu leaders think this is a good deal for everyone involved. Do you agree . I dont agree at all. I think that this is a bad compromise deal. As mr. Juncker said, no winner, no loser. So its a failure in my view. And i think that in a custom of months we will be there again talking about greece grexit and problems in the eurozone. So what do you say to greeces Prime Minister, Alexis Tsipras, he argues this is the best deal possible but did he really have a choice . Because banks are still closed, people are suffering, the banks would have gone bankrupt if there had been no bailout wouldnt that have made a bad situation worse . I think only possibility for greece to regain the competitivity, is outside euro and euro zone, you can just have austerity. Probably he had the opportunity to get a better deal inside the eurozone before the referendum. But after the referendum i think that this is the total capitulation of mr. Tsipras. Right and some members of his own party arent happy theyre saying its just what the greeks voted against in the referendum and that greece is becoming a debt colony under a germany run eu. Do you think the Greek Parliament will pass the reforms to make sure they get a bailout. It is a tough situation for mr. Tsipras at home but i think he will gain support from other minority parties in the Greek Parliament. He has lost i think 30, 40, mps from the syriza left platform. But i think he will gain the support of, for example the former ruling party pasoc. But it will be a hardsell at home for tsipras. He is clearly the loseer because he went totally wrongdoing the negotiation. Especially after the resignation of the former finance minister, varoufakis. Do you think this will help in the short term the greek people who have been suffering so much . I dont think so. If you look they will have more taxes. There will be a reform of the Pension System with cast to nominal value but at least if the banks manage to open and there is some influx of money into the country wont that help . Yes but i think not for the people. Not for the people. You can have backup count but if you dont have a job the situation will be tough for the people. Marco zani, member of the European Union parliament, it is good to have you with us to bring us your perspective from brussels. Thank you very much to all of you. The u. S. Delivered its first fcain fighter16 fighter jets to the Iraqi Military today. The military together with shia fighters launched an offensive to regain Anbar Province from i. S. I. L. Imran khan reports from baghdad. The announcement came early monday morning. A military spokesman told be that there was a new offensive to defeat i. S. I. L. Fighters. Translator the military operation started at 5 00 this morning. Our armed forces along with shia militia and special forces are advancing towards the targets. Reporter military operations have been continuing in anbar for months but are predominantly concentrated on the main city of ramadi. Ten to 11,000 troops are to be used 5,000 within anbar and 6,000 on the borders. The concentration will be on fallujah. The second largest city in the province. I. S. I. L. Fighters have an advantage. They control border crossings in err billerbil. Does involve prosunni fighters. The interior ministry runs the police units and the individual militia leaders run these individual militias and there are about half dozen really big once and a couple dozen small ones. What the military is trying to do is capitalize on this, essentially make the best it can of a very disorganized situation. Reporter the Iraqi Air Force is also involved in the new offensive. The Iraqi Air Force has just been begin a boost consignment of the first of 30 f16 fighters. The Iraqi Air Force hopes that will be able to deliver a decisive blow to the i. S. I. L. Forces. They have proved to be a very tough fighting force. Imran khan, al jazeera baghdad. Jamie mcintire spoke with u. S. Foirps eofficials who had seen the battle plan. Walks us through how the battle is hoped to unfold. What im going to run through here is based on our conversations with pentagon forces who have seen the plan. And what they shared with us is whats called the conopp, lets orient ourselves heres fallujah where i. S. I. L. Is in control, just about 40 miles west of the iraqi capital of baghdad. Here is the takatam base where u. S. Advisors set up shop, just south of habanea where the iraqi forces are concentrated. And here is ramadi, the provincial capital of anbar. Something like this first they say you have to fix the i. S. I. L. Force necessary fallujah. They cant send forces to ramadi or worse attack iraqi forces from the rear as they advance from the east. Fix is a standard military tactic, simply means engaging the opposing force so they cant maneuver against you. Under that plan that operation will be carried out primarily by the pmf ostensibly under the Iraqi Government with links to iran. Be over the past few days between 6,000 and 8,000 iraqi forces have been preparing for the maim assault of ramadi. Moving some to the south to set up block forces here to here, thats to stop i. S. I. L. From running away to fight another day. As chairman of the joint chiefs put it, squirting like toothpaste somewhere else. Supported by a heavy bombing campaign, the last 24 hours 29 strikes have hit five i. S. I. L. Positions in and around ramadi. While the u. S. Planned and is backing the operation its success is not a sure thing. This is tough urban combat. A test the pent gone says they have to pass. While thats the plan, there is a well worn maxim at the pentagon, which says no plan survives First Contact with the enemy. Toirnt. Jamieantonio. Jamie mcintire, thank you. 2. 8 million fled their homes over a 16 month period end being april 30th. Meanwhile tunisia is stepping up its fight depend al qaeda believed to be responsible for the march attack on the National Museum in tunis. Negotiators in vienna are working to close negotiations with iran on its nuclear program. And another explosion rocks afghanistan leaving over a dozen dead. In vienna, diplomats from six world powers including the u. S. Are racing to wrap up an agreement with iran over its nuclear programs, a few details have not been resolved. A round of negotiations has been going on for almost three weeks. Diplomatic editor james bays reports from vienna. All seven ministers involved in the talks all in vienna, there were hopes for a Historic Deal on monday. We believe there ask not be and should not be further delays in the negotiations. But as the intense diplomacy continued it was clear there were a few final Sticking Points still blocking a deal. Away from the cameras u. S. Secretary of state john kerry and u. N. Foreign affairs chief Frederica Mogherini then met with Mohammed Javad zarif. I tried to find out how it went. Is there a deal herr representative . Are you making rog . Later dr. Zarif came you out on his own balcony on this five star hotel. Asked if there could be a deal by tuesday he said possibly. One analyst told me everyone involved in the talks knows whats at stake if they dont get a deal. If either party miscalculates and thinks the other side is in a position of weakness and is more keen to get an agreement than it is im frayed this process can collapse. And if that gamble fails basically this opportunity is lost. I dont think it can be renewed a few months down the road. Because not only the parties will lose momentum but a tremendous amount of trust will be lost. And thats the biggest asset in the negotiations. Reporter for the diplomats inside the hotel and the journalists camped outside this has become marathon meetings. James bays, al jazeera vienna. A group of americans protested outside the hotel where the talks are being held in vienna. Bad deal bad deal bad deal. The straightors say they will not accept an agreement with iran unless it dismantles the nuclear program. In exchange for lifting of sanctions. Here to discuss the iran negotiations is the executive director of the american iranian council. Good to have you with us. Today was a roller coaster of a day. Iranian president rouhani tweeting. What are your sources telling you . Going down to the last mile. We have different deadlines and surpassing many before but for the first time the optimism in the air is really harrowing. The fact that rouhani came out with this tweet Shows Incredible progress. There are some issues we are still hearing about Sticking Points particularly the one that keeps getting talked about the is the iranians that want the u. N. Weapons embargo imposed almost ten years ago to be lifted. Is that a nonstarter for u. S . They want missiles and everything going on in the middle east. We have to look at there with the facts on the ground. When those u. N. Resolutions were passed when the arms embargo was incorporated was within the framework of deterring iran from its nuclear program. So for any concessions to be made in a comprehensive deal, that theyre negotiating right now, those sanctions have to be removed. Now within the components of those sanctions from the United Nations, part of it is the embargo. You cannot leave a portion of it and the rest alone. It gets negotiated. We have to go back to lau lau slaw back to lau lausanne. I know that if there is a possibility, if the u. N. Security Council Resolutions are lifted there must be another resolution that actually does that. And within that resolution the time period on when these arms embargoes can be lifted could actually be negotiated. That could actually happen but another Sticking Point iran doesnt want to really talk about up how much nuclear are issues have gone in the past. These are two separate issues. There are questions above the possible military dimension issues, the possibilities of iran actually diverting its nuclear program. Those predate those negotiations before 2003. Those are currently being negotiated with the iaea, and a few days ago Nuclear Watchdog iaea was in iran. However what you are addressing is the recent development which is currently being done in iran and how that would look like in the future and of course it is very difficult to put negotiations on r d. That is a sign of whats to come even though there is an agreement. Because theres certainly a lot of opposition on capitol hill. Mitch mcconnell said it would be very hard sell because it would leave iran as a Nuclear Threshold state. Do you think congress could scuttle all of this . They may put a little pressure no question about that. But i think theres been so much Political Capital by the world powers and iran in this process and we must remember this is not a by lateral agreement between iran and the u. S. It is multilateral. There are other world powers involved in this. And it would be very difficult for the obama administration, not to sign the strongest Nuclear Agreement ever done. There is concern there could be an override of the veto. One final quick question, is there any chance hopeful for people out here that this could somehow lead to better relations with iran in general . Because youre still hearing the great satan from iran. I think you are right this could be an opening. This is one major break through that we have seen in the past two years in these negotiations, is that iran and the u. S. Have actually for once sat across like us and spoken together. And this is already broken the ice. So we hope that this Nuclear Issue once removed can pave the way for iran and u. S. To really tackle much more pressing issues in a region that range from security in afghanistan iraq, fight against i. S. I. S Energy Security and a whole lot of other issues that i think these two countries have their National Interest to address. Thank you for joining us. Thank you. In iran a Third Session was held in jason rozion, two Previous Court sessions for rozion were hemmed in may and june. He was detained along with his wife and two other photojournalists. The others were released on bail. I want to remind them that the iranian legal calendar year is expiring in three days. And its important that they Pay Attention to their own law. The escape of mexican drug kingpin el chapo may not have been a surprise to american officials. Joaquin guzman emerged from a tunnel he accessed from a prison shower. There were reports that a breakout was in the works. Jennifer london has the story. Mexicos most notorious drug lord escaped from this high security prison in central mexico on saturday night through an elaborate tunnel accessed by a shower close to his cell. Miners have built oarch 100 tunnels between the u. S. And mexico. Reporter this is the second time guzman escaped. In 2001 he bribed prison officials to help him out through a be whenever theres a community in the United States where you can find the presence of drugs such as heroin, cocaine marijuana methamphetamine, even designer drugs those are connected to el chapo. Refers to his stature not his influence. Hes known in the United States for drug be dealing charges. But he may be kept out of reach of law enforcement. Jennifer london, al jazeera. Obviously were very concerned. About making sure that mr. Guzman is brought to justice and he does have a long wrap sheet and does preside over an organization that has committed a significant number of crimes and does pose a threat to public safety. Not just in mexico but in the United States as well. Officials in chicago this week are expected to name el chapo public enemy number wn for the second time two chicago brothers with ties connected to his cartel were accused of moving over 2 billion of drugs. The notorious gang sister gangster public enemy number one. It is a moniker provided to al ca capone sphwhrp any control the street gangs by supplying them with the drugs. Be in chicago the u. S. Drug Enforcement Agency estimates he provides the biggest percentage of drugs. He has been indicted in a number of other cities. Ashhar quraishi, al jazeera chicago. Joins us from mexico city this evening. Jose have good of you to join us us. No matter how well disguised this tunnel was how in the world did the authorities miss this . Must he have had help from the inside . That is the suspicion actually there have been up to 41 persons linked to the Prison Guards that have been interrogated. So far there hasnt been any breaks in the news however the suspicion in mexico is that there was some complicity from persons inside. The Mexican Government has recently been praised for some of its progress against the cartels. Does that evaporate now . Well from all i can see yes actually. It is, in chapos man was the jewel of the crown. The big big big catch. They even decided not to extradite him to the u. S. In order to keep him and to show him if you want to put it that way. But obviously with his escape, there is i would not use the word humiliating but it was a black eye that the Mexican Government do not need. And el chapo and his cartel are reportedly behind 10,000 murders, hundreds in the u. S. , many gruesome involving torture. How much can the Mexican Government do if officials are on the payroll and others are just in terror of standing up to these butchers . Look, there is i hope that there is something that they can do. I mean, there is obviously i really do not think that the top level of the Mexican Government is on the pay. However below them there is a whole army of people who are paid who is very sensitive to the blackmail or to the threats from these groups, that is susceptible of bribery. So i think they can do a lot of things. But it would stay a long time before that disappear. Now, in this specific case, this is a black eye again. And they need to recover fast of it. The dea was apparently aware that there were plots to free him going back more than a year. It took 13 years to capture him after he last escaped from prison. Hes had charges pending against him in the United States. You mentioned extradition. Was this all about reputation . Why didnt mexico just extra diet him to the United States if heif extradite him to the United States if he was such a flight risk . To begin with the d. A. Says great, im not going to question that, they said that, i dont know that they really had information, normally the dea is very commune can a tiff when they have commune communicative. The return of the pri to the government. Right after having lost two elections. So they say we know how to do things. That was their motive during the election in a way. So they did not want it to be seen as too proamerican right from the beginning. And so when think got the chapos man they decided we dont have to extradite him. They have been extraditing others but they decided not to do it for chapo. Because also, there has been very some resentment about the Mexican Government because the u. S. Government has been offering deals to witnesses or to drug traffickers that have been extradited. And then they get reduced sentences in order to get more information. Yeah. Jose careno of excelcior. An an egyptian groups report. Jamal al shael has the report. The 48yearold was being held in a detention cell outside a Police Station in cairo which is notorious for deaths in custody.
