Detailed description is The SRHSP supports local law enforcement agencies by providing supplemental funding to make our roadways safer to travel.
The Beckley Police Department is a strong advocate for highway safety, and has designated one of their officers to serve as one of the eight regional highway safety coordinators for West Virginia since 1991.
These coordinators answer directly to the WV Governor’s Office of Highway Safety.
Captain Paul Blume serves as the coordinator for the Southern Regional Highway Safety Program (SRHSP) which represents Braxton, Webster, Pocahontas, Nicholas, Fayette, Raleigh, and Greenbrier Counties; and serves 36 police departments within those boundaries.
Captain Blume is a native of Summers County and graduated from Hinton High School, Bluefield State College, and the WV State Police Academy.
He has previously served as a Raleigh County Deputy Sheriff and a Federal Correctional Officer.
Sworn in with the Beckley Police Department in 1995, Captain Blume served as a patrol officer and detective before being appointed to the Highway Safety Coordinator position in 2006 by the Director of the WV Governor's Highway Safety Office.
He continues to serve as a member of the Beckley Police Department..

The purpose of the highway safety program is to reduce the number of crashes, injuries and fatalities on our roadways by providing supplemental funding to area law enforcement agencies and creating innovative programs designed to educate and inform the public.
Departments are designated additional funding to increase enforcement in such areas as DUI Patrols, Checkpoints, Underage Alcohol Stings, School Zone & Bus Safety Patrols, Speed Patrols, Distracted Driving, Aggressive Driving Patrols, Click it or Ticket, Target Red, and Child Restraint Enforcement.

The Target Red Campaign is red light enforcement designated to reduce red light running in an effort to drastically reduce the number of crashes, injuries, property damage, and fatalities as a result of those who run red lights.
Statistics have shown that more people are injured in red light running crashes than any other type of crash.
The Southern Regional Highway Safety Program in conjunction with the Beckley Police Department launched the first Target Red Campaign in 2008, the first and only concentrated red light enforcement campaign in our state.
As a result of their success in reducing red light violations, the Governor’s Highway Safety Office released funding to law enforcement agencies across the state to enforce Target Red in communities throughout West Virginia each year..

In addition to enforcement efforts that concentrate on arresting impaired drivers and enforcing the seat belt law, the SRHSP is also active in community efforts to educate the public on child safety seat use.
