Devlet başkanlığına Birinci Dünya Savaşı'nın Fransız kahramanlarından Mareşal Philippe Pétain getirilmişti.
1940'tan 1942'ye kadar, Vichy rejimi bir bütün olarak Fransa'nın nominal hükümeti iken, Almanya askeri olarak Kuzey Fransa'yı işgal etti.
