1958 yılında Antalya’nın Kumluca ilçesinde doğdu.
İlk ve orta öğrenimini Kumluca’da okuduktan sonra lise öğrenimini Niğde’de tamamladı.
1982 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi İktisat/Maliye Bölümünden mezun olduktan sonra İstanbul’da yedek subay olarak vatani görevini tamamladı..
Mülki idare amirliği mesleğine 1985 yılında Manisa Kaymakam Adayı olarak başladı.
Sırasıyla İzmir/Urla kaymakam vekilliği, Afyon/Sultandağı, Erzurum/Hınıs ve Isparta/Keçiborlu kaymakamlıklarında bulundu.
Bu süre içerisinde 1 yıl boyunca Amerika Birleşik Devletlerinde İngilizce ve yöneticilik üzerine eğitim aldı.
Daha sonra İçişleri Bakanlığı Teftiş Kuruluna Mülkiye Müfettişi olarak atandı.
8 yıla yakın bir süre Mülkiye başmüfettişi ve Mülkiye Teftiş Kurulu Başkanı olarak görev yaptıktan sonra 2002 yılında İçişleri Bakanlığında Bakan Danışmanı olarak görevlendirildi..
Bakan Danışmanı iken 25.08.2004 tarihli kararname ile Gümüşhane iline Vali olarak atandı.
2 yıl bu görevi sürdürdükten sonra 25.09.2006 tarihli kararname ile Sivas iline Vali olarak atandı.
Bu süre zarfı içerisinde 2008 yılında Siyaset Dergisi tarafından Yılın Valisi ödülüne layık görüldü.
3 yıl boyunca devam eden Sivas Valiliği görevinden sonra 10.06.2009 tarihli kararname ile Merkez Valiliği görevine atandı.
20.09.2012 tarihli Başbakanlık Genelgesi ile Türkiye'de bulunan Suriye'li sığınmacılarla ilgili her türlü meselenin koordinasyonuyla ilgilenmek üzere Koordinatör Vali olarak görevlendirilmiştir..
Çeşitli sivil toplum örgütlerinde görev aldı.
Önceki Dönem Antalya Kültür ve Dayanışma Derneği Yönetim Kurulu Başkanlığı ve Türkiye Güreş Federasyonu Başkan Vekilliği görevlerini icra etmiştir.
Güreş, Voleybol ve Futbol gibi spor dallarıyla ilgilenmektedir.
Sanat ve müzik alanında, özellikle kaligrafi ve hat sanatında kabiliyetlidir.
