Detailed description is The plight of officers in UBI was pathetic.
They were the lowest paid officers in the industry with Rs.
305/- as Basic Pay to start with when officers of PNB and SBI had a Basic Pay of Rs.
700/- and 500/- respectively.
There was no Transfer and Posting Guidelines or Promotion Policy.
Transfer and promotion were at the mercy of Workmen Trade Union bosses and whimsical management.
A posting at a higher post for officiating ensured a promotion after six months, but who is to given this plum posting was not known to the officers.
Messenger to Manager were member of the same Union and since officers were in minority, no tears rolled for them at Trade Union meetings..
Seven brave officers under the leadership of Late Sunil Kumar Mukhopadhyay (the founder General Secretary who died on 6th December, 1998) signed the form to registerUBOA with the Registrar of Trade Unions.
UBOA was formed on 21st November, 1977, in Kolkata.
The first All India Convention of Officers was held at Mahabodhi Society Hall, Kolkata, on 22nd January, 1978.
Mayhem followed thereafter as the Trade-Union and Management combined together to unleash a reign of terror for those who became members of UBOA.
Some leaders like Late P.A.Shome were transferred and Shri Bibhuti Bhusan Sarker (former President of UBOA) and Shri Bhaskar Banerji (former Joint Secretary) were Charge Sheeted for leading a delegation to submit a Memorandum of Grievances to the Management.A massive demonstration held at Head Office on 5th May, 1978, forced the management to withdraw the Charge Sheets.UBOA under the General Secretaryship of Late S.K.
Mukhopadhyay slowly but steadily spread its wings all over the country.

One by one various policies were formulated.
The 1st Promotion Policy, approved by the Board, was made effective from 01.01.1981.
On 8th August, 1986,for the first time in the Bank a bilaterally agreeed/signed Tranfer & Posting Guideline was formulated in the Bank.
On 1st August, 1986, UBOA created a history in Bank officers’ movement in the country when it won the Court case at Supreme Court which on being petitioned by UBOAdeclared ‘termination simpliciter’ (‘hire and fire rule’) null & void as a result of which Bank Officers earned ‘service security’.In October,1985, the Central Council in its meeting held in New Delhi prepared a draft Self Appraisal format for officers and after necessary changes the same was adopted by the Bank.
