Suite à la conférence de Barcelone de novembre 1995, le partenariat UE-Maroc s'est matérialisé par la signature d'un accord d'association entré en vigueur en 2000.
En 2003, l'Union européenne lance la politique européenne de voisinage (PEV) qui complète, précise et approfondit le partenariat euro-méditerranéen et avec laquelle l'UE a négocié des Plans d'Action reprenant des objectifs de réformes pour environ 5 ans dans tous les secteurs de coopération.
En octobre 2008, les deux partis ont convenu de signer une feuille de route pour un Statut Avancé, premier dans la ra région du sud, qui se traduit par le renforcement du dialogue politique, de la coopération dans plusieurs secteurs ainsi que l'intégration progressive du Maroc dans le marché commun et le rapprochement législatif..
