Detailed description is .1961 yılında Sivas'ın Yıldızeli ilçesine bağlı İslim Köyü'nde doğdu.
1973 yılında Almanya'nın Hamburg kentinde işçi çalışan ailesinin yanına geldi.
Kısa bir süre kaldıktan sonra Türkiye'de yatılı Ulaş Ziraat Meslek Okulu'na gönderildiç Daha sonra İstanbul kartal'da lise öğrenimini tamamladı.
1980'de Almanya'ya döndü.
Lüneburg şehirinde yabancılara yönelik çalışmaları sonrasında Lüneburg Üniversitesi'nde Sosyal Danışmnlık eğitimini tamamladı ve 8 yıl Hamburg'ta sosyal danışman olarak çalıştı.
1992 - 1993 yıllarında Hamburg Alevi Kültür Merkezi başkanlığı, 1993'den 1996'ya kadar Almanya Alevi Birlikleri Federasyonu (AABF) Genel Sekreterliği yaptı.
2000 yılının Ocak ayından bu yana AABF Genel Başkanlığını yürüten Turgut Öker 2002 yılından beri de Avrupa Alevi Birlikleri Konfederasyon'u (AABK) Genel Başkanlı'ğını yapıyor.
Öker evli ve iki kız çocuğu var.
