Lou Olivera, joined the United States Military as a private in 1989.
He received his basic training at Fort Leonard Woods, Missouri.
Afterwards, he was stationed at Fort Huachuca, Arizona at the United States Army Intelligence Center and School where he received his Military Occupational Specialty Training (MOS) as a Counterintelligence Specialist.
He later returned to Fort Huachuca to attend and graduate from the advanced Counterintelligence Special Agent Course.

Lou Olivera was initially stationed at Fort Bragg, NC with Bravo Company, 519th Military Intelligence Battalion.
While with assigned with the 519th, he was deployed to the Saudi Arabia and Iraq Theater of Operations during Operation Desert Storm/Shield (The Persian Gulf War).
Some of his duties included source operations, intelligence investigations and force protection.
He received the Army Commendation Medal for his work regarding Iraqi Unconventional Warfare Units.
After 4 years of active duty service, Lou served an additional 4 years in the US Army Reserves supporting national operations as a Counterintelligence Agent.
He finally ending his enlistment contract after 8 years of honorable service..

He attended Pembroke State University (now the University of North Carolina at Pembroke), graduating with a Bachelor’s of Science in Criminal Justice with a minor in psychology.
While attending college on a full time basis, Lou worked as a licensed Private Investigator in the states of NC, SC and Florida.
He later attended Campbell University School of Law where he obtained a Juris Doctorate degree..

While in law school, Lou Olivera wrote for the Campbell Law Observer and was an assistant in the law library.
He was also elected by his peers to preside on the Campbell Law Honor Court and later elected as Chief Justice of the Honor Court.
Additionally, he was the President of the Men's Legal Caucus which raised money annually for the Harnett County Battered Women's Shelter.
He was awarded the “Order of Old Kivett” by the law school faculty for his activities..

Judge Olivera has served as a Prosecutor in the Cumberland County District Attorney’s Office and as a Private Attorney practicing in Juvenile, Criminal and Civil District Courts, to include Federal Court.
As a Prosecutor, he worked in both District and Superior Courts prosecuting violent felonies.
He worked with the Child Advocacy Center, with local Fire Departments as the Arson Prosecutor, with the Violent Crimes Taskforce and assisted in the local creation of Operation Ceasefire (a Federal community awareness program about gun violence).

Judge Olivera has also been an Adjunct Professor at Methodist College and Fayetteville Technical Community College, teaching in the areas of civil and criminal law.
Additionally, while in the military on active duty, Judge Olivera (then Sergeant and Special Agent Olivera) was the training Non Commissioned Officer (NCO) for a company of approximately 50 Counterintelligence Agents assigned to support the XVIII Airborne Corps at Ft.
Bragg and abroad..

Judge Olivera is also active in the community having served on such boards as Cumberland County United Way, the Rape Crisis Center, the Hispanic/Latino Center of Fayetteville, the March of Dimes of Cumberland County, the Fayetteville-Cumberland County Chamber of Commerce and others.

He has also served as a Commissioner, and previous Chairman, of the Public Works Commission (PWC) of Fayetteville for over 10 years.
PWC is the largest municipal utility in the State of North Carolina and the 78th largest in the nation with an annual budget of over 500 million dollars..

In 2006, Judge Olivera was named one of “20 People Under 40” making a difference in our community by the Fayetteville Observer and in 2005 was named “Volunteer of the Year” by the Hispanic/Latino Center of Fayetteville.
