Detailed description is STAND is a nonprofit in Stockton that works on community policing, selling homes to low-income families, and providing activities for children.
STAND is a community based organization established in May 1991, to eliminate gang and drug activity around A.E Williams Park and Airport Way.
STAND worked and planned for over a year with the Police Dept.
to create what is called today 'Community Policing', which is now the standard citywide.
In addition STAND established a Drug Free Zone for the Garfield School area..

STAND established a lighting project in 1993 to provide light to homes in the area to eliminate criminal activity, gambling and drug sales.
A total of 115 vapor lights were installed by STAND at no cost to the residents.
Presently, another 130 motion sensor lights will be installed to senior citizen homeowners at no cost.
STAND also has a graffiti removal project, major clean-up projects for residents and business owners of the area.
STAND has also assisted all the other Safe Stockton Neighborhood Betterment Committees and other neighborhoods to establish their neighborhood groups to combat the problems they face..

In 1996 STAND started the Home Loan Counseling Program and 1st time Home Buyer Project.
With many homes boarded up that had been drug homes, STAND decided to help local families who were renting to purchase those and other homes.

This allows us to use FHA 203b and 203k loans to purchase and rehab properties.
This allows us to buy HUD foreclosure properties with a discount of 10% or 30% depending on the neighborhood..

In 1997 STAND was approved as a CHDO (Community Housing Development Organization) with both the City of Stockton and San Joaquin County.
This status allows us to use their HUD housing monies for acquisition, rehab, and the low-income buyer’s down payment assistance.

In August 2007 STAND had purchased, rehabilitated, and sold over 106 homes.
Seventy percent were sold to low and very low-income families.
We have built seven brand new homes on infill vacant lots and all are sold to low-income families.
