After 10 years of deliberations, the City of Hartford came up with a plan to relocate the Public Safety Building near downtown at, and incorporating by adaptive reuse, the former Second North District School on High Street.
They finally get started and quickly, through a series of missteps, put the key element of the project – the adaptive reuse – at risk.
Removing the roof and gutting the building and then leaving inadequately supported freestanding exterior walls through the winter was begging for trouble.
But it's not over until they bring in the cranes to finish the job – which could happen as early as this week (April 18th-23) if there isn't a loud real and viral outcry to stop it..

On April 14th, the City-appointed project manager petitioned the City’s Chief Operating Officer for a waiver from the Hartford Preservation ordinance provision of the city codes (Sec.
9-14.
Notice of intention to apply for permit to demolish buildings) that requires 90 days from public notice for permission to demolish a qualifying historic structure.
While the ordinance stipulates that a waiver still requires a minimum of 30 days to begin demolition, it’s never been tested and may require an outcry to stop demolition from beginning within hours of the Chief Operatating Officer’s signing off on it, which could happen as early as April 19, 2010! The crane is already in place!!.

The Upper High Street historic district qualified for the National Register of Historic Places because it was, for almost a century, one of the most important intersections in the city – the convergence of Main, High, Albany Avenue – an intersection embellished with auspicious public and religious buildings, stylish commercial buildings, some of the city’s most elegant mansions, and the Keney Clock Tower, a beloved landmark.
Most of this, though in various states of disrepair and neglect, was still evident at the outset of this project less than a year ago.
Indeed, it was out of respect for the character of the location, belief in its future and hope for the longed-for revitalization and empowerment of this important and symbolic intersection, cut off by the interstate highway, that adaptive reuse was chosen for the new Public Safety building.

It’s time to push the reset button an a calamitous rush to judgment that will demolish a key landmark and threatens the viability of a larger revitalization effort going forward.
