In August of 1996, the City of San Bernardino, along with the Redevelopment Agency of the City of San Bernardino, entered into a joint development agreement with Empire A/G Recreation, LLC for the removal of existing structures and the construction of a public recreational facility on the property consisting of sixteen (16) soccer fields, ancillary buildings, parking and related landscaping.
A secondary lease was entered in November of 1996 with CYSA-South San Bernardino Soccer Foundation.
This lease was entered into in accordance with the terms and provisions of the Joint Development Agreement (San Bernardino Municipal Sports Complex) by the Redevelopment Agency of the City of San Bernardino and Empire A/G Recreation, LLC dated 19 August 1996.
Both agreements had a term of twenty (20) years, but t the beginning of 2003, the City effectively ended the lease agreement with CYSA-South San Bernardino Soccer Foundation and took over what is now referred to as the SBSC.
