Our Lily was shot in the back and killed in front of us by a police officer at the wrong address === .

On Saturday afternoon, May 26, 2012, our little girl Lily was chasing a lizard with her best friend Gracey, in the garage while we unloaded groceries from Mark's truck.
Mark saw a Fort Worth police officer walking up our driveway - he was about 35 ft up the drive - Mark asked Officer Brown repeatedly to stop and give him a minute to put the girls in the backyard.
Officer Brown would not stop approaching.
As I came out of the backyard I saw Mark holding Gracey off to the side of the driveway and our little girl Lily trotting up to Officer Brown - we had no concern whatsoever - it was police officer; we did not know why he was at our house but...it was a police officer why should we have any concern about Lily's safety.
At the same time he told me to "secure my dog" he was pulling his gun.
I literally begged him to stop and begged him "please don't hurt my babies." I called Lily and she turned to come to me but he shot her before she could.
Lily was standing 4-5 ft from him-he shot our baby between her shoulder blade.
She was 10 feet from me.
In horror we saw Lily shot.
Mark was holding Gracey in his arms.
HE THEN TURNED HIS GUN ON ME AND THEN ON MARK WHO WAS HOLDING OUR GRACEY - he did not put his gun away until Mark had Gracey in the backyard.
We later found out that Officer Brown was at the wrong address investigating a two day old routine "copper theft from an air conditioner." .

Our little girl Lily came into our lives on a 4th of July weekend - we loved her and she filled our lives with joy for 5 yrs before she was killed.
When we brought her home as a small puppy from the Humane Society - she was so scared and didn't even know what a toy was until she became our little girl.
She was everything beautiful and gentle that angels are made of.
Every single moment was a sharing of unbridled love between Lily and us.
Her approach to anything that may concern her was to lay down for a belly rub.
Every night she crawled into Mom's arms (that's me) and I would cradle her and kiss her little head and she would fall asleep - all was perfect all was safe........

We don't know why this person thought it was okay to kill our baby.
We don't believe we will ever have an answer that gives us peace.
We learned within days that our Lily isn't the only fatality of such a heinous act - there are many of us mourning a loss of a baby under similar circumstances..

For a long time after Lily was killed we felt that Frank Brown should never be allowed to carry a lethal weapon and felt that there was apparently a bigger problem if someone like Officer Frank Brown was even allowed to be in law enforcement.
We have come to realize that the majority of these shootings are because Texas does not require its peace officers to be trained in canine encounters.
Frank Brown was terrified of dogs - he definitely needed the training.
Texas must mandate canine encounter training for its peace officers - every day they face our canine family members and because of FEAR one ends up being shot.
This is a reason for change -how do we - all of us - make this change happen? PLEASE have your voices heard by contacting your local Chief of Police or Sheriff; contact your local representatives - city council, Mayor, etc; contact your state representatives - demand mandatory animal encounter training in your State.
FWPD now mandates training because Chief Halstead never wanted another Lily killed - he loves his dog too.
Was Frank Brown fired - NO - because he acted under the FWPD lethal force policy.

ON MAY 18, 2015 almost three years to the day Lily was killed GOVERNOR ABBOTT SIGNED HOUSE BILL 593 THAT MANDATES CANINE ENCOUNTER TRAINING FOR TEXAS PEACE OFFICERS.
THIS TRAINING HAD NEVER BEEN PROVIDED UNTIL LILY WAS KILLED.
THIS IS LILY'S LEGACY.
Mark and I are now able to let our Lily cross completely over the Rainbow Bridge and begin to heal.
