Pülümür, Tunceli ili yönetim alanı içerisinde yer alan bir ilçedir.Tarihçe1847 yılında Erzurum Vilayetinin Erzincan sancağına bağlı bir ilçeydi.
Pülümür'de belediye teşkilatı 1910 yılında Osmanlı döneminde kurulmuştur.
1914 yılında I.
Dünya Savaşına giren Osmanlı Devleti, Doğu cephesinde büyük sıkıntılarla karşılaştı; içede Ermeni komitacıların hareketi ve ayrıca 1916 yılında Rus ordusu Erzincan önlerinde ve Pülümür’ün kuzeyine Pülümür Dağlarına kadar gelmişlerdir.
Pülümür ve çevresinde oluşturulan milis güçleri ile düşük yoğunluklu çarpışmalar olduysa da Şubat 1917'de Rusya'da SSCB hükumetinin kurulması ile Erzincan’da anlaşma yapıldı ve 17 Aralık 1917 de Rus ordusu Pülümür dağlarından çekildi.
17 Aralık günü ilçenin kurtuluş günü olarak kutlanmaktadır.CoğrafyaPülümür, Tunceli İlinin Kuzeydoğusunda yeralan 1650 rakımlı bir ilçedir.
