23, ato em questão, designava o então Cap.
QOPM Janary Maranhão Bussmann para seu primeiro comandante e autorizava-o a ativar os serviços de apoio necessários ao seu normal funcionamento, fixando-se a data de 07 de novembro de 1977, para o início efetivo das suas atividades, o que efetivamente se verificou, sendo que a implantação se fez progressivamente..
Até sua criação, a Primeira Companhia Independente de Polícia Militar se constituía em um Destacamento Policial Militar integrante da área operacional do 1º Batalhão sediado em Ponta Grossa..
