Eran veinte hombres sagrados de la nobleza mixteca.
El nuevo señorío gozó desde el principio de la protección de la mayoría de los pueblos de la Mixteca Alta, de la Mixteca Baja y de casi todos los demás pueblos de la costa, excepto Yuku Saa (hoy Tututepec).

Cuando este señorío de Tututepec quiso apoderarse de la región donde ya estaba fundada Pinotepa, todos los otros pueblos de la costa apoyaron al señorío Ñuu Oko.
En primer lugar, para apoyar, estuvieron Ñu Kaa, ‘Pueblo de Metal’, hoy Jicaltepec; Chi Kua’a, ‘Pueblo del Cántaro Rojo’, hoy Jicayan; y Nduyu’u, ‘Mi Estaca’, hoy Pinotepa de Don Luis.
Los de Pinotepa Nacional y sus aliados eran tay, y pelearon con los poderes especiales que poseían: eran lluvia, eran viento, eran relámpagos, eran truenos, eran terremotos y cuanto fenómeno existe en la Madre Naturaleza.
Así fue, así sucedió….

Los otros pueblos mixtecos de la costa nos llaman ñoko, palabra que proviene de Ñuu Ñoko, en honor a esos veinte nobles; sin embargo, sabemos bien que los mixtecos en general se hacen nombrar Ñuu Savi, el ‘Pueblo de la Lluvia’ o ‘Nación de la Lluvia’, puesto que nuestro Padre Dios se llama Ra Savi, Señor de la Lluvia.
La imagen de este señor la carga el cangrejo de mar —el que sale con las primeras lluvias—; el cangrejo de mar la tiene dibujada sobre su espalda, ahí está su imagen.
El Señor de la Lluvia es totalmente calvo, de esa manera tenemos idea de cómo es ese gran Señor.
La lengua mixteca de Pinotepa Nacional tiene por nombre se’en savi, que viene de se’e, ‘hijo’, savi, ‘lluvia’, y con esto se confir ue somos los hijos del venerable Señor de la Lluvia, de Tata Savi”.
