José Nicodemos Costa é filho da professora Maria Rodrigues da Costa e do Agricultor José Jerônimo da Costa, residente no Assentamento Baixa Verde, Bananeiras/PB.
Filiado ao PSL, está em seu primeiro mandato como Vereador.
Especialista em Gestão Pública pela Universidade Federal da Paraíba (UFPB), possui Graduação em Ciências Agrárias pela UFPB (2012) e é Técnico em Agropecuária formado no Colégio Agrícola Vidal de Negreiros (CAVN).
Já foi Assistente Administrativo da SEDAP/PB (2011-2012), com atuação na Secretaria Executiva da Agricultura Familiar do Estado da Paraíba.

Em agosto de 2015, a convite do Deputado Estadual Tião Gomes (PSL), filiou-se e assumiu a presidência do partido em Bananeiras, pelo qual disputou as eleições 2016, sendo o segundo mais votado da coligação Por Bananeiras Tudo, eleito vereador com 467 votos..
Atualmente, exerce o cargo eletivo de vereador no município de Bananeiras (2017-2020) e assume a liderança da bancada de Oposição na Câmara Municipal..
