منذ إشراقه فجر النهضة المباركة في 23 يوليو 1970م ، بقيادة حضرة صاحب الجلالة السلطان قابوس بن سعيد المعظم ـ حفظه الله ورعاه ـ انطلقت مسيرة العمل الشبابية والرياضية الحديثة في سلطنة عُمان وإيماناً بالدور الحيوي الذي يمكن أن يلعبه الشباب في تنمية الشاملة بعد إعداده لأداء واجبه تجاه وطنه ، لتحقيق تلك الأهداف والغايات النبيلة بدأ العمل المنظم المستمد على الخطط والبرامج للنهوض بقطاع الشباب والرياضة فقد أصدر حضرة صاحب الجلالة السلطان قابوس بن سعيد المعظم – يحفظه الله – مرسوم سلطاني رقم ( 120/2004 ) بإنشاء وزارة للشؤون الرياضية وتحديد اختصاصاتها ، ولقد استمدت الوزارة من هذا المنطلق السامي رؤيتها نحو تأسيس نظام رياضي يضمن الاستغلال الأمثل للموارد الفنية والمادية والبشرية المتاحة في مجال الرياضة التنافسية والرياضة للجميع .كما تسعى الوزارة الى إيصال رسالة واضحة المعالم تتضمن توفير خدمات وتسهيلات رياضية ذات جودة لممارسي الرياضة من خلال تفعيل مجالات التنظيم والاتصال والتسويق ودعم الرياضيين وإيجاد الشراكة مع المؤسسات ذات العلاقة.
