CECIL obtained his B.A.
from Yale and M.D.
from Cornell where he was elected to Alpha Omega Alpha the honor medical society.
He subsequently obtained a Ph.D.
from Cornell in Bone Pathology.
He served as an intern and resident in general surgery at Massachusetts General Hospital in Boston, Massachusetts before completing the Harvard Combined Residency in Orthopedic Surgery.
In 1982, he was voted Best Resident Teacher at Harvard Medical School.
After completing his training, he was appointed Instructor in Orthopedic Surgery at Harvard Medical School.
He subsequently moved to Amsterdam and founded Mohawk Valley Orthopedics, P.C..
He is Board Certified and a member of the American Academy of Orthopedic Surgeons, the New York State Society of Orthopedic Surgeons, the American Medical Association, the Medical Society of the State of New York, the Montgomery County Medical Society, and the New York State Medical Advisory Committee which advises the Governor on statewide health care policy.
He currently is Assistant Clinical Professor at Albany Medical College and has served as Chief of Surgery and Medical Staff President at Amsterdam Memorial Hospital.

obtained her MD degree at the University of Manitoba Medical School, serving her internship at Affiliated Teaching Hospitals of Manitoba.
She subsequently practiced family medicine in Churchill, Manitoba for 4 years and was appointed Instructor, University of Manitoba.
She completed her residency in diagnostic radiology at U of M, receiving the Congress Award for resident research from the Canadian Association of Radiologists.

Skibo then moved to Boston, Massachusetts to complete a fellowship in interventional radiology at Brigham and Women's Hospital.
