According to historical records, the aviation service came late in the history of the transport and communications of the country which was started in 1921 E.C.. . After the invading Italian army was driven out of Ethiopia, an office known as “Ministry of Works and Communications ” was formed to lead the services of transport and communications by proclamation No 1/1935 promulgated to define powers and duties of the ministries.. . After staying until 1958 E.C., the Communications sector was detached from this Ministry with order No 46/1958 and established bearing the name “Ministry of Communications”. In 1962 E.C., the Ministry of Communications, Telecommunications, and Post” was established so as to supervise transport and communications services in a centralized manner. Then, in 1966 E.C. the name was changed to “Ministry of Communications and Post” and after a couple of years (in 1968) it was renamed “Ministry of Transport and Communications”.. . The Ministry merged with the sectors of construction and energy and named “Ministry of Infrastructure” in 1994 E.C. with proclamation No 256/2001. Once again it gained its name “Ministry of Transport and Communications” with proclamation No 471/2005 in 1998 E.C. charged with the supervision and coordination of eight accountable institutions of transport and communications sectors.. Vision. . To see the society while benefiting from adequately developed and integrated transport and communications infrastructures and services match with international standards.. . Mission. . Through the Leadership of the sector, cause the expansion of Transport and Communications infrastructure, and ensure the provision of affordable, quality reliable and safe services of the same to the benefits of all society with sense of urgency.. . Referring to the Ministry’s mandate given by Proclamation No.471/2005 in articles 10 and 17 as well as analyzing the present development of the sector and also based on the findings from the reform that have been engaged, the Ministry have four strategic themes which are the governing pillars of its balanced score card until the end of year 2009/10. These four strategic themes are: -. . Developing basic infrastructures in the Transport and Communications sectors. Ensure the existence and provisions of Transport and Communications services are in line with world standards and meet the requirements of equitable regional distribution. Strengthen regulatory and enforcement duties. Establishing a dynamic and reliable institutional capacity. Strategic Objectives. Developing Transport and Communications infrastructures which assessed the need of the beneficiary society and the country’s economic development;. In its field of activity the Ministry of Transport and Communications; . a) Initiate policies and laws, prepare plans and budgets, and upon approval implement same;. b) Ensure the enforcement of federal laws; . c) Undertake study and research, collect, compile and disseminate information; . d) Provide assistance and advice to Regional States, as necessary;. e) Enter into contracts and international agreements in accordance with the law;. . 2. Direct and coordinate the performance of the executive organs made accountable to it under the laws establishing them or under Article 33 of this Proclamation; review the organizational structures as well as the work programs and budgets of the executive organs and approve their submission to the appropriate government organs;. . 3. Supervise the public enterprises, made accountable to it, in accordance with the Public Enterprises Proclamation No. 25/1992, and ensure that they operate as development catalysts;. . 4. Exercise the powers and duties given to it under this Proclamation and other laws;. . 5. Submit periodic performance reports to the Prime Minister and the Council of Ministers.. . 6. Promote the expansion of transport and communication services;. . 7. Ensure that provisions of transport and communication services are in line with the country’s development strategy and meet the requirements of equitable regional distribution;. . 8.Ensure the integrated provision of transport and communication services;. . 9. Cause the formulation and implementation of regulatory frameworks to ensure the provision of reliable and safe transport and communication services;. . 10. Regulate maritime and transit services;. . 11. Follow up the activities of the Ethio-Djibouti Railways in accordance with the agreements concluded between the two countrie.
