ويهدف الصندوق حسب المادة الرابعة من النظام الى تشجيع منتسبي القوات المسلحة والأجهزة الأمنية على الادخار والتوفير لتحقيق مستوى معيشي أفضل ومساعدتهم على التمويل والاستثمار ، وتقديم القروض والخدمات التمويلية لهم بشروط ميسرة وعلى نظام المرابحة الاسلامية بما يضمن تامين مستوى معيشي يلبي تطلعاتهم وأسرهم لحياة كريمة..
