Cahill was born and raised in Beverly Massachusetts where he attended Centerville Elementary School, Memorial Middle School and graduated from Beverly High School in 1979.
After High School, Mayor Cahill enrolled at Middlebury College, worked his way through and graduated in 1983 with a degree in Political Science.

Mayor Cahill served as House Chair of the Joint Human Services and Elder Affairs Committee and the Housing and Urban Development Committee.
