Marcio nasceu em 1962, na cidade gaúcha de Venâncio Aires, região central do Estado, a 130 km de Porto Alegre.
Filho de Clyde Pochmann e de Lilian Pochmann, formou-se em Economia pela Universidade Federal do Rio Grande do Sul (UFRGS), em 1984.
Entre 1985 e 1988 concluiu sua pós-graduação em Ciências Políticas e foi supervisor do Escritório Regional do Departamento Intersindical de Estatísticas e Estudos Socioeconômicos (Dieese) no Distrito Federal, além de docente na Universidade Católica de Brasília..

Em 1989, mudou-se para o Estado de São Paulo, onde iniciou seu doutorado – concluído em 1993 – em Ciência Econômica na Universidade Estadual de Campinas (Unicamp), tornando-se pesquisador do Centro de Estudos Sindicais e de Economia do Trabalho (Cesit), do qual seria diretor-executivo anos mais tarde, assim como membro do corpo docente da Unicamp..

Foi ainda pesquisador visitante em universidades da França, Itália e Inglaterra, com pós-doutorado nos temas de relações de trabalho e políticas para juventude.
Também atuou como consultor no Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (Sebrae), na Federação das Indústrias do Estado de São Paulo (Fiesp) e no Dieese, entre outras instituições nacionais.
No plano internacional, foi consultor em diferentes organismos multilaterais das Nações Unidas, como a Organização Internacional do Trabalho (OIT), o Fundo das Nações Unidas para a Infância (Unicef) e a Comissão Econômica para a América Latina e o Caribe (Cepal), entre outras.

No período de 2001 a 2004, em São Paulo, Pochmann dirigiu a Secretaria Municipal do Desenvolvimento, Trabalho e Solidariedade durante o governo da prefeita Marta Suplicy.
A partir de 2007, passou a exercer a presidência do Instituto de Pesquisa Econômica Aplicada (Ipea), em Brasília, cujo comando deixou este ano para retornar a Campinas.
