BACKGROUND.
Shop with a Cop is a Community Organization that is organized by all volunteers.
We use local agencies to obtain names and information regarding the families situation in order to obtain the best qualified youth, however we are not connected with these agencies.
In effort to reach out to the community and provide a positive law enforcement encounter for disadvantaged youth.
Local area Corrections, Law Enforcement Officers as well as local retailers and other community members and agencies assist in making Shop with a Cop a success each year..

HISTORY.
The program was created in Manistee County in 2006 by Officer McShane..
.
PURPOSE.
The purpose of this event is to foster positive relationships between youth and officers.
The Shop with a Cop program invites youth who have been identified as “disadvantaged” to meet with an officer from the Corrections department or a local Law Enforcement agency and shop for holiday gifts for themselves and their family.
Funding for this program come from donations from agencies involved, corporate sponsors and fundraisers..

SELECTIONS OF PARTICIPANTS.
All participants must meet a certain criteria; no exceptions will be made in order to make it fair to everyone.
These criteria’s are subject to change from year to year as experiences are made in order to better our program each year.
These criteria’s are as follows..

�Children ages 6-12 years of age (age is decided by birth date only)..
.
�Only 1 child per family is eligible per year.
.
.
�New participants have priority over the previous year participants..
.
�Number of children is based on funds available from year to year..
.
�All families must fill out an application..
.
�Children are also chosen by other criteria set by the Shop With A Cop program.
Including but not limited to need, child delinquency, contact with multiple agencies, domestic violence, homeless, low income, poor school performance, single parent household, special needs, substance abuse.

PLANNING AND COORDINATION.
The agencies involved in this program help to administer the program.
The agencies and local retailers are asked to participate on a volunteer basis to meet with the youth at the store on the date and time of the event..

ACCOUNTING.
The President of the Shop with a Cop holds an account at a local Credit Union for all contributed funds, including any unused funds and other donated monies throughout the year.
Any funds that are unused will be kept in the account for the following year.

PROCEDURES.
The date and time for the event is determined on a yearly basis.
Volunteer uniformed officers will be assigned to assist a youth with the selection and purchase of items at the retailer of choices on the date and time of the event.
Officers will be issued gift cards from the retailer in the amount that is determined after the contributed funds are collected.
The officer will retain the gift card and keep a tally of the purchase amount to assure that the youth does not exceed the predetermined spending limit.

The participating youths will be encouraged to purchase gifts for their family members as well as themselves.
The officers will not dictate what the youth purchases, however will only allow the youth to purchase gifts in good and appropriate taste.
The officers will also remind the youth that the holidays are a season of giving, not just receiving.

After each youth has made his/her selections, the officer will take the youth with the items to a pre-determined register, the youth will present the items for purchase.
After the bill is totaled, the officer will present the gift card to complete the sale.
The original receipt will be held by the officer and then turned into the pre-determined volunteer along with any unused gift cards.
The officer will then take the youth to the gift wrapping area where their gifts will be wrapped and tagged for their appropriate family member.

The volunteer gift wrappers will wrap all gifts that the youth has purchased.
All gifts must be wrapped before the youth leaves the store.

Shop with the Cop tries each year to have Santa Clause at this event, but sometimes is not possible due to Santa Clause being very busy and having other obligations.

The hope each year is for the officers and the youth to have a safe and enjoyable time during this event..
