We are located on the Turtle Mountain Chippewa Reservation in Belcourt, North Dakota.
In July, 1974 the Federal Communications Commission gave authorization to the Belicourt School District to operate a non-commercial, educational broadcast station in Belcourt.

1. Describe your overall goals and approach to address identified community issues, needs, and interests through your station’s vital local services, such as multiplatform long and short-form content, digital and in-person engagement, education services, community information, partnership support, and other activities, and audiences you reached or new audiences you engaged..
Our station is, first and foremost, an information station.
We are the primary source of community information in this rural area of North Dakota.
Our stations mission continues to be to provide programming "from by and about the Turtle Mountain area" as well as to promote more understanding between our Native and non-native listeners.
Major problems and social concerns in our community as well as the surrounding communities continue to be determined by our ascertainment reports and through our local membership surveys.
We strive to be a communication tool for our community by providing our listening audience with as much community information as we can.
Each day, we provide up-to-the minute weather and news information, as well as recorded and live public service announcements regarding community events, organizations, school functions, benefits, funerals, employment opportunities and much more.
In the event of bad weather, our listeners depend upon the station for news of cancellations, school and work closures, and road conditions.
This information is provided both over the air and on the station’s Face book page.
KEYA also provides live broadcasts of our Tribal council meetings, area sporting events, public forums, Tribal office candidate forums and more.
The station features live interviews with guests from many area organizations to help them share their message with our listeners.
We also encourage organizations to record public service announcements at our facility to be aired throughout our broadcast schedule.
The station also records many of the talented musicians in our area, and their music is played during our twice-weekly local talent music programs.
We have reached many listeners’ on the reservation, and have also reached many non-native listeners off the reservation since our signal has a 100 mile radius.
We plan to expand our listening audience by providing live streaming on the internet..

2. Describe key initiatives and the variety of partners with whom you collaborated, including other public media outlets, community nonprofits, government agencies, educational institutions, the business community, teachers and parents, etc.
This will illustrate the many ways you’re connected across the community and engaged with other important organizations in the area..

KEYA is very involved with the communities in our area, and enjoys excellent working relationships with many area organizations.
Our local community college uses the station on a regular basis to inform people of the many educational opportunities available at the college.
We arrange on-air interviews with various teachers and staff who provide information regarding the various programs and degrees and to encourage enrollment.
The area school administrators are also regular on-air guests, using the radio to promote school activities, special events and parent-teacher conferences.
In addition, we’ve partnered with the schools to produce a reading program called “That’s My Story”.
The program is aired 3 times per week and features elementary school children and teachers reading children’s books, with the aim of promoting reading among the area’s young students.
KEYA also works with our reservation’s Tribal Council to inform listeners of government issues, as well as provide live broadcasts of the Council’s monthly open public meetings.
There are several annual events in our community, including Family Week, Turtle Mountain Days Celebration, and the Wellness Conference, for which the station features on-air interviews, announcements and live broadcasts of keynote speakers, and overall coverage of the events.
We also record and produce local public service announcements for Indian Health Service, BIA fire prevention, suicide prevention, law enforcement, and many other organizations..

Listeners and area event organizers are constantly reminding us of the “power” of the radio airwaves.
Through their feedback, we know the radio is spreading the message of community events, special activities and services of area non-profit organizations.
Because of this awareness, these non-profit groups, school and college staff, Tribal program staff and others are consistently using the station for public service announcements and live on-air interviews.
Our live broadcasts of Tribal council meetings, as well as a recent drug awareness forum, have been especially effective.
The station partners with an annual cultural music event called Keplin Fest, which receives a large response from our station’s announcements, both in our area and in Canada.
And, according to the organizer of another annual music event in our area (the Frozen Fingers Festival), they receive the largest response from their announcements on KEYA than any other media they use.
There are many other examples of the station’s effectiveness in reaching our listeners, ranging from the free income tax assistance program through Legal Services of North Dakota to the station’s Employment Opportunities programming segment that promotes various job vacancies in our area.
Our Face book page, where our on-air announcements are repeated, has provided another gauge of our success in reaching our audience.

KEYA is located on the Turtle Mountain Chippewa Reservation, and much of our programming is directed to the needs of our Native population.
Our broadcast schedule includes Native news programs, such as National Native News and Native America Calling, and a variety of Native music, including local musicians.
Other programs currently being planned include the return of a Native language program, and a program looking at the history, culture and traditions of our Tribe..

5. Please assess the impact that your CPB funding had on your ability to serve your community.
What were you able to do with your grant that you wouldn't be able to do if you didn't receive it?.
CPB funding is critical to our station’s survival, and it would be very difficult, if not impossible, to maintain our broadcast service without this funding.
We operate in a small, rural area with approximately 65-percent unemployment, which makes our local fundraising a difficult task.
While we receive good support from our individual listeners and business underwriting, the amount of funding we receive is limited due to our economic conditions.
