He was a trial attorney with the Immigration & Naturalization Service in San Francisco from 1988 to 1993.
He served two years as an Administrative Law Judge from 1993 to 1995 with the California Unemployment Insurance Appeals Board in Sacramento, California..

Nearly forty years ago, he and his family came to America as refugees with only 45 cents in his pocket.
In Vietnam he practiced law.
In America he began a new life working as a dishwasher, shined shoes, taught French in the Washington, DC metropolitan area.
In 1979, he moved his family to Des Moines, Iowa where he worked as corn husker, a telephone debt collector, newspaper deliverer, Yellow Pages deliverer to support his family while waiting for government-funded full time job at Iowa Refugee Service Center..

He undertook a program of American law study at Drake University School of Law in 1982 and passed the Iowa State Bar in 1986.
