北海道立北方民族博物館は北方地域に生活する民族の文化と歴史を研究し、あわせてひろく道民のこれら民族への理解を深めることを目的として1991（平成3）年2月10日、東部オホーツク海沿岸の網走市に開館しました。本館は、北方地域を専門とする点で日本では唯一の、そして世界的にも一少ない民族学博物館です。.

北半球のおもに寒帯、亜寒帯気候の地域に暮らす北方民族は、自然環境や歴史的条件に応じて、ユーラシア極北のトナカイ遊牧や北アメリカ極北海岸の海獣狩猟、北太平洋を取り巻く地域のサケ漁などのように、それぞれの地域の特徴を生かしながら伝統的な生活を行ってきました。本館は、東はグリーンランドのイヌイト（エスキモー）から、西はスカンディナビアのサミまで、ひろく北方の諸民族の文化を対象として、それらのもつ共通性と多様性について研究を進め、それにもとづいて展示をはじめとするさまざまな博物館事業をおこない、北方諸民族とその文化についての社会教育に努力しています。.

収蔵資料は、当博物館が所在する網走市から寄贈を受けたものとアメリカ、カナダや北欧諸国において収集したものからなっています。これらをもとにした常設展示は、それぞれの民族ごとに完結する手法をとらずに、衣食住、生業、精神文化といった分野ごとのテーマにもとづいて構成しています。そして、実物資料を理解していただく補完的な役割りとしての映像資料や音響資料、コンピュータをつかった検索型の解説システムを展示室内に積極的に取り入れています。また、列島の北の門戸にあたる北海道において、北東アジアと深い関係をもった先史文化であるオホーツク文化を紹介したコーナーがあります。このような常設展示にくわえて、各種テーマに沿った特別展も随時おこなっています。.

当博物館ではこのような展示活動のほかに講演会、講座、講習会といった教育普及活動、発掘調査、民族調査をとおした調査研究活動、資料収集活動を積極的にすすめています。さらに年報、博物館だより、展示解説書、紀要などの出版活動にも力を入れています。また、地域はもとより、よりおおくの人びととのつながりをもつために「友の会」が活動しています。.
