In 1979 when the Soviets invaded and toppled the Khalqis, Dostum and thousands of other political prisoners were released.
During the Soviet period under the more moderate and ethnic tolerant Parchems, Pakistani supported mujahideen groups began to attack installations, communications lines and populations centers to destabilize the country.
Because of his military background and previous leadership ability, Dostum was asked by village elders to head a homeland defense group of 600 men..

His Jowzjan militia reported to the Ministry of State Security under Dr.
Najibullah and was deployed to secure the natural gas fields around Sheberghan.
Dostum’s militia grew creating a large, effective mobile strike force.
They often patrolled the mountains and remote areas on horseback.
During this time, he was promoted as an officer and excelled as a leader and military tactician in fighting what were considered terrorists against the Afghan population.
The Jowzjan militia expanded to be the 53rd Division of the Afghan Army and Dostum rose to the rank of 4 star general.
At its peak Dostum commanded 50,000 men complete with air, armor and nationwide operations and his units were used to defend population centers and crush insurgents..

In 1991 Dostum founded the political party “Junbesh” or NIMA (National Islamic Movement of Afghanistan) which was seen as a multi-ethnic party.
The primary mission of the party was to unite people with both jihad and non-jihad background on basis of regional interests favoring a united Afghanistan under decentralized power structures.

When the Soviets withdrew in 1989, they left the government of President Najibullah in charge of the country.
By 1992 when Najibullah realized his end was near, he consolidated his control by giving more power to the Pakistani supported mujahideen groups.
In doing this, the Pakistani based groups demanded the removal of Dostum as a military leader.
The attempt to arrest Dostum by Najibullah’s officers failed and instead Dostum arrested the officers and returned them to Kabul.
This began Dostum’s split with the central government and alignment with the mujahideen groups..

POST SOVIET ERA.

On April 18, 1992 Dostum formed an official alliance with the mujahideen parties and abandoned the central government of Najibullah.
This single decision led to the fall of the Najibullah and his communist regime and chaos in Kabul..

Massoud, a Tajik commander in the Panjshir Valley, asked Dostum to support him securing of Kabul since Massoud’s men were closest in proximity.
Hekmatyar raced to beat them both to Kabul.
Dostum sent his 1,500 troops to take Kabul airport and key positions while his remaining 10,000 troops began their mechanized and cavalry march on Kabul.
Dostum flew Massoud and his troops to Kabul while Dostum’s men would continue their march from Mazar through the Salang.
Massoud went back on his word and once in Kabul, blocked Dostum’s men from entering Kabul, leaving only the small number who had secured the airport..

Under the UN-brokered Islamabad Accords Massoud, Dostum, the Ismailis and other groups tried to form an alliance to defend the city against Hekmatyar.
The factions quickly settled into permanent fighting positions and ongoing squabbles for control of government positions.
It became clear that Massoud was trying to outflank his former allies both politically and militarily as attacks began against Dostum’s forces in the north and west.
Dostum then joined with Hekmatyar to oust the Panjshiri controlled government and restore order.
Massoud also joined with Hekmatyar in August of 1993.
At this time Dostum felt there is no progress and retreated to Mazar-i-Sharif where he focused on setting up an independent, stable and thriving region.

Under Dostum, the stable and prosperous north was not initially affected by the Taliban incursion from the south, but in 1996 the Taliban began a ground assault into the Bamiyan and an airlift operation into Kunduz to attack Massoud from the West and Dostum from the East.
Dostum and Massoud’s forces held but in 1997 Dostum was betrayed by his second in command, Abdul Malik, who let the Taliban enter Mazar-i-Sharif.
Dostum escaped and was flown to Ankara by the Turkish government..

Dostum remained in Ankara, Turkey during the Taliban period until April 2001 when Massoud requested his return asking Dostum and his 12 commanders to open up a second front in the Dariya Suf (South of Mazar-i-Sharif).
Dostum immediately began attacking Taliban positions using cavalry charges and close quarters combat..

Recognizing the strategic value of his skill as a leader and a military strategist, in October of 2001 General Dostum was given full U.S.
military support and pushed back the Taliban.

Special Forces, the CIA, and air assets, Dostum forced the Taliban surrender in Kunduz in less than three weeks, effectively toppling the Taliban and Al- Qaeda nationwide.
