Bacharel em Direito pela PUC-Rio e mestre em Direito e Sociologia pela Universidade Federal Fluminense.Advogado militante desde que se formou pela PUC-Rio, em 1997, Felipe Santa Cruz é também mestre em Direito e Sociologia pela UFF.
A capacidade de liderança se manifestou ainda na faculdade, quando presidiu o Centro Acadêmico de Direito e o Diretório Central dos Estudantes da PUC-Rio.
