.Farid Mamundzay obtained a masters’ degree in International Accounting and Finance from the University of Birmingham (UK) and a Bachelors degree in Accounting and Finance from Coventry University (UK).

Mr.
Farid Mamundzay was serving as the Deputy Minister of the Independent Directorate of Local Governance (IDLG) since October 2011 till Jun 2015.
Prior to this, he served as a Senior Advisor on Local Governance and Economic Development at IDLG.
Before joining IDLG, Mr.
Mamundzay has worked as an Assistant Professor of Business Administration at the American University of Afghanistan (AUAF), lecturing Finance and Accounting courses for a period of over 2 years (2009-2011).

Over the past 2 years since, Mr.
Mamundzay has been the Deputy Minister of Policy and Technical Affairs, the Independent Directorate of Local Governance (IDLG) has witnessed a number of significant achievements most noticeable amongst the achievements has been, the large increase in Municipal revenue across the country from less than $40m to over $100m in two and half years, the design and implementation of the national priority (NNP4), completion of the required legal framework (Local Administration law, Provincial Council law and Municipal law), developing strategic development plans for provinces and master plans for all major cities in the country.
Contributing to the merit based recruitment for all senior and key positions in the provinces, where as the reform process went up from less than 20% to more than 65% for all deputy provincial governors and district governors.

Provincial councils were strengthened by enhancing their capacity and supporting them to manage their day to day and strategic issues, while forming 7 regional forums and a women coordination forum for all female Provincial council members.
With the support from IDLG, the provincial council of Herat received more than 140,000 complaints, while Kapisa provincial council managed to resolve more than 300 cases of disputes in 2013, enhancing accountability mechanisms, supporting security sector, partnering with judiciary and bringing communities closer in many parts of the country.

Donors funded programs like Afghanistan Sub-national Governance Program (ASGP), Regional Afghan Municipality Programs for Urban Populations (RAMP-UP), Strengthening Provincial Administration and Service Delivery (SPAD), Afghanistan Local Government Facility Development Program (ALGFDP), Performance Based Governors’ Fund (PBGF), Stability in Key Areas (SIKA), Afghan Peace and Reintegration Programme (APRP), and a number of other initiatives to a greater extent achieved its goals and targets.
New programs and projects are designed with partner stakeholders like UNDP, USAID, DfID, UN Habitat, the World Bank, DANIDA, SDC, ADB, EU, India, UAE, CIDA, AusAid, GIZ, French Embassy, AKDN and others.

Donors’ aid coordination has been strengthened and more Afghan-led across the country with greater focus on least developed provinces.
There has been many development conferences held for many provinces to respond to the needs of these provinces, and as result, the desired outcomes have been achieved in many cases in areas of governance, development, security, judiciary, health and education, for instance, Gardez and Khost road, power projects for Kunar, Panjshir, Helmand, Kabul and Uruzgan, Agricultural development in Jawzjan, Kandahar, Herat and Helmand, Transit and trade promotion in Balkh, Kunduz and Nangarhar, construction projects in Bamyan, Samngan, Badghes, Zabul, Faryab and Ghor, Capacity development initiatives in Dai Kundi, Takhar, Laghman and Badakshan, education support to Farah, Paktika and Nimroz, Islamic civilization projects to Ghazni, and humanitarian, Judicial and development assistance to Sari Pul, Nuristan, Logar, Kapisa, Wardak and Parwan.

A directorate of programs and local coordination was established enabling district governors and local residents to connect to the centre and reflect their needs and demands in government and donors programs.
A new M&E directorate was formed to monitor all government and donors funded projects and provide with timely support for policy, programs, and governance related issues.

Over the past five years, Mr.
Mamundzay has been part of many initiatives pertaining to governance, development, security, judiciary and economic development issues in the country.
Mr.
Mamundzay was part of the security transition team led by Dr.
Ashraf Ghani Ahmadzai to transfer security responsibalities from NATO / ISAF to Afghan National Security Forces.

Mamundzay has also worked as a consultant for UNDP, the Ministry of Finance, Ministry of Commerce and industries, ARAZI and the Afghanistan International Bank for a period of 3 years (2008-2011).
Mr.
Prior to his return to Afghanistan, Mr.
Mamundzay served on a number of positions in the United Kingdom including, community development officer at Birmingham City Council for a period of 2 years and a research assistant at the University of Birmingham, where he is still a PhD candidate.
