El doctor García Délano cursó sus estudios universitarios en la Universidad de Chile, para luego desempeñarse como médico general de zona en el Hospital de Puerto Aisén por 3 años, y 2 años en el Hospital de Cabildo.
Culmina su formación en Cirugía General, realizando su beca en el Hospital Valparaíso; en Santiago, en el Hospital San Juan de Dios en coloproctología y cirugía de mama, la que desarrolla bajo la supervisión de la destacada profesional Yvonne Pabst.
La especialidad en cirugía maxilofacial la realiza en el Hospital Barros Luco Trudeau..
A fines de los 70’, profundiza sus estudios en cirugía plástica estética y reconstructiva, en pasantías con Ivo Pitanguy en Brasil (Pontificia Universidad de Río de Janeiro) y con José Jury, en Argentina.
Más tarde regresa a Viña del Mar y trabaja por varios años en el Hospital Gustavo Fricke de esa ciudad, siendo el único profesional que realiza cirugía maxilo-facial y cirugía plástica reconstructiva en ese establecimiento asistencial, con especial énfasis en el tratamiento del paciente quemado agudo.
En este mismo hospital, el año 1997, creó el Departamento para el Niño Fisurado..
Complementa su formación profesional en 1989 en Bélgica, haciendo pasantía de cirugía plástica general y microcirugía en la Universidad de Lovaina en el Hospital Saint-Luc de Bruselas.
