El Consejo Nacional Anticorrupción (CNA) fue creado por iniciativa del Presidente Carlos Roberto Flores (1998-2001) mediante Decreto Ejecutivo 015-2001 y reinstalado por el Presidente Ricardo Maduro Joest mediante Decreto Legislativo No 07-2005 en marzo del 2005, mediante el cual como una de entre otras premisas, destaca que “la corrupción socava la legitimidad de las instituciones públicas de cualquier Estado de derecho y que ésta atenta contra la convivencia social, el orden moral y la justicia”, otorgándole mejores facultades al Consejo en sí mismo y a sus órganos de Gobernanza..
