James Roth, delegado del Presidente de Rotary International Harry H.
Rogers, quien propició la constitución del Club Rotario de Quito el 28 de mayo de 1927, cinco días después de haber constituido en Guayaquil el Club Rotario de esa ciudad.

De los datos del acta constitutiva aparece que hubo sesiones previas para explicar los principios y objetivos de la nueva organización y que el día 28 de mayo de 1927 en el Salón del Hotel Metropolitano (en la esquina de las calles Chile y Venezuela) se reunieron veintiséis destacadas personalidades quiteñas que atendiendo la invitación del señor Roth decidieron fundar el Club Rotario de Quito.
