O Partido do Centro Democrático e Social (CDS) foi fundado em 19 de Julho de 1974, "correspondendo ao apelo de amplas correntes de opinião pública, abrindo-se a todos os democratas do centro-esquerda e centro-direita": entre as personalidades que subscreveram a sua Declaração de Princípios contavam-se Diogo Freitas do Amaral, Adelino Amaro da Costa, Basílio Horta, Vítor Sá Machado, Valentim Xavier Pintado, João Morais Leitão e João Porto.

Os primeiros meses de actividade caracterizaram-se por um esforço de implantação e esclarecimento, dificultado e impedido pelo clima de instabilidade, violência e anarquia que se vivia no país, que culminaria nos assaltos à sede do Partido em 4 de Novembro de 1974 e em 11 de Março de 1975.
Em 13 de Janeiro de 1975, cumprindo a lei dos partidos políticos, o CDS entregou ao Supremo Tribunal de Justiça a documentação necessária à sua legalização.
