Na capital cearense, estudou no Colégio 4 de Outubro, no bairro João XXIII, na periferia da cidade.
O ensino médio foi realizado na Escola Técnica Federal, onde se formou técnico em Eletrotécnica.

Capitão Wagner foi aprovado em 2º lugar no concurso de Oficiais da Polícia Militar do Ceará e ingressou na Academia de Polícia Militar General Edgard Facó, em 1999, onde se tornou Bacharel em Segurança Pública, diploma conferido durante a Formação como Oficial da Polícia Militar.
Estudioso e dedicado, em 2009, também se destacou com o primeiro lugar do Ceará no concurso da Polícia Rodoviária Federal (PRF)..
