BRAPP is the Backcountry Riders Access Preservation Program.

Our current work focuses on preventing environmentalists' attempt to create a new National Monument in Idaho's Boulder-White Cloud Mountains, which poses an immediate threat to OHV recreation there.
Prior attempts to restrict the Boulder White-Clouds failed due to lack of public and congressional support.
So now environmentalists are urging Obama to increase the area of restriction by 78%, and ignore public opposition by creating the Monument "with a stroke of the pen" using executive powers.
