(1870-1962).
Malatya Mutasarrıfı iken 1872’de şehit edilen Kadirbeyzade Mustafa Paşa’nın en küçük oğlu.
Rüştiye Mezunu.
Babasını 2 yaşında kaybettiği için çok genç yaşta ziraat ve ticaretle uğraşmaya başladı.
Birinci dünya savaşından önce ve sonra Sovyetler ile ticari ilişkilerde bulundu.
Birinci dünya savaşı sonralarında kurduğu milis birlikleri ile isyan eden etnik kökenli çeteleri Gümüşhane’ye sokmadı.
Sevr Antlaşmasından sonra kurulan “Gümüşhane Müdafaa-i Hukuk Cemiyeti” nin kurucularındandır.
Cumhuriyetin ilk yıllarında Gümüşhane Belediye Başkanlığı yaptı.
Şapka ve Kıyafet Kanunu’nun Gümüşhane’de uygulanmasını sağladı.
1926’da Türkiye’nin ilk inşaat müteahhitleri arasında yer aldı.
Kop ve Zigana Dağlarının geçit kısımlarını; Trabzon-Erzurum transit yolunda muhtelif köprü ve menfezleri inşa etti.
1936–1941 arasında Erzurum-Horasan-Doğubeyazıt-Gürbulak İran Sınır Kapısı karayolu inşaatını tamamladı.
Aynı dönemde Trabzon-İran Sınır Kapısı arasında posta işletmeciliği yaptı.
1939’da Erzurum Çifte Minareler restorasyonu; 1941-1946 Erzincan Kışlası restorasyonu 1950-1952 Bayburt Kışlası Restorasyonunu gerçekleştirdi.
1941’de çıkartılan toprak yasasının Meclisten geçmesinde öncü rol oynadı ve 16 köy ve 80000 dönüm arazisini köylüye hibe etti.
Kendi imkanlarıyla 9 köye içme suyu, 2 köye taş kemer köprü, 2 köye ilkokul ve 1 cami yaptırdı.
Gümüşhane il merkezinin eski şehirden şimdiki yerine taşınmasında imar yönünden büyük etkinliği olmuş; kendi köşkü, vali konağı, fuadiye çarşısı, fuadiye oteli ve sıra evler inşa etmiştir..
