Detailed description is 為提醒大眾重視防震及救災措施，九二一地震發生後，於霧峰光復國中現址，規劃改建地震紀念博物館，以保存地震原址、記錄地震史實，並提供社會大眾及學校有關地震教育之活教材。.
本館藉由原台中霧峰光復國中運動場車籠埔斷層、毀壞教室等 921集集大地震(1999 CHI-CHI EARTHQUAKE)遺址地質的保存，並透過自然科學、防災、人文三個面向的展示和教育活動等，希望觀眾在踏進園區時，能從認識地震的自然現象開始，進而瞭解地震與人類社會的關係，加強防災的觀念，並且記取此教訓。(國定假日遇週一不休館).

At 01:47AM on September 21, 1999, the central part of Taiwan was struck by an earthquake that registered 7.3 on the Richter Scale.
The resultant loss of life and damage to property put it among the worst natural disasters of the past century in Taiwan.
In the wake of the 921 disaster, the local government decided to preserve some of the phenomena related to the earthquake such as slips in the fault line, collapsed school structures, raised river beds and other selected locations, to serve as reminders for the public of the need to prepare for such disasters and to be ready to provide emergency rescue services..

1999年9月21日早朝1時47分、台湾中部でマグニチュード7.3規模の強烈な地震が発生しました。夥しい死傷者や財産の損失を出した921大地震は台湾ここ100年間でもっとも大きい地震災害でした。.
地震への防災や救助措置を住民の皆様に呼びかけるため、921大地震発生後、政府当局及び学者、専門家の方々は、霧峰郷光復中学校の基地に起きた断層のずれ、校舎の倒壊、河床の隆起など、記念館建設における複数の候補地の中で地震発生直後の様子の保存状態がもっともよいことから、ここを「地震記念博物館」の建設地に決定しました。「地震記念博物館」は、地震が実際発生した場所を保存し、地震の歴史事実を記録し、ならびに民衆や学校などへ生きた地震教育の教材を提供することを目的としています。2001年2月13日に、記念館は「921地震教育園」と名称を改め、その記念性や教育上の意義を顕著にしました。
