Através de Contrato de Comodato, no qual o Comandante e a Associação de Moradores do Recreio dos Bandeirantes, na qualidade de proprietária do imóvel situado no lote 25, da quadra 115, da Rua Senador Rui Carneiro, no Recreio dos Bandeirantes, nesta Cidade, compreendendo o terreno e suas respectivas construções, cede o dito imóvel ao comodatário, para fim especifico de nele instalar a 3ª CIA.

Criada pelo Decreto nº 21.547, de 07 de julho de 1995, assinado pelo Governador do Estado do Rio de Janeiro, a 7ª CIA.
Independente de Policia Militar, teve seu primeiro efetivo constituído por Policiais Militares da 3ª CIA.

Ainda sob o Comando do Ten Cel Teixeira, foi alterada a denominação sem aumento de efetivo e de despesas, do NU/31º BPM, para 31º Batalhão de Policia Militar, através da Resolução nº.
573, da Secretaria de Segurança Pública, de 21 de outubro de 2002..
Em 22 de março de 2006, foi inaugurada a nova sede da OPM situada à Avenida Salvador Allende 5.500 Barra da Tijuca, sendo a antiga sede ocupada atualmente pelo PPC 31/1, pertencente a 1ª CIA.
