Sandwiched into the end-of-year Congressional spending package that includes $900 billion in pandemic relief is a measure that supports a Louisiana chemical manufacturer and another that could allow the state to avoid hundreds of millions of dollars worth of interest it owes the federal government.Â
Legislation mandating a reduction in the use of hydrofluorocarbon refrigerants, co-authored by Sens. John Kennedy, R-La., and Tom Carper, D-Del., was included in the $1.4 trillion spending package that passed through Congress along with the COVID-19 relief plan Tuesday.
The requirements, which will cut production and use of the refrigerants known as HFCs by 85% over the next 15 years, are expected to mean an uptick in the use of a different refrigerant, hydrofluoroolefin, or HFO.

The Houma Navigational Canal Project is advancing to construction using an alternative financing plan.
Louisiana officials have announced that construction on a $366 million flood protection project will begin using an alternative financing plan approved by the state legislature earlier this year.
The
Louisiana Coastal Protection and Restoration Authority (CPRA) said Dec. 9 that the plan will be used for the flood-protection lock project in the
Houma Navigation Canal (HNC). It will allow the agency to incur debt or issue bonds to pay for projects. The lock will play a critical role in Terrebonne Parish s hurricane protection system.

Terrebonne and Lafourche projects included in Congress latest water-projects bill
The work would deepen the Houma Navigation Canal as well as Belle Pass in south Lafourche.
The projects are among several Louisiana lawmakers say they were successful in adding to the Water Resources Development Act. The measure won House approval Tuesday and now heads to the Senate.
“This legislation comes on the tail-end of a hurricane season where Louisiana was threatened by seven major tropical storms or hurricanes – a reminder why it’s critical that we continue pushing for stronger flood protection and projects to restore the coast and revitalize our economy, said U.S. Rep. Garret Graves, R-Baton Rouge, whose district includes northern Terrebonne and Lafourche.
